Description

Post Context
The Joint Force Training Centre supports Warfare Development, contribute to concept development and maintenance of joint doctrine and standards while coordinating the integration of experimentation, capability development, and interoperability to improve NATO’s interoperability, capabilities, and operational effectiveness.
The Training Division (TD) ensures the ability to deliver combined and joint training, both static and distributed as well as single- and multi-echelon, for tactical and operational level headquarters, staffs and forces over the full spectrum of NATO operations, from Pre-Deployment Training for current operations, Corps and Army level exercise at the Operational level and Joint Force Command Level Exercises.
The Training Support Branch ensures availability of the JFTC technical platform in support of the JFTC Programme of Work (POW), to include communications and exercise support systems at JFTC and in support of the execution of static and distributed as well as single- and multi-echelon training, tests and experiments.
The Command, Control, Communications and Computers (C4) Section is responsible for the overall Communication Information Systems (CIS) and Information Management (IM) support for static and distributed as well as single- and multi-echelon trainings and exercises. This includes planning the development, execution, and improvement of these systems in support of JFTC activities.
The Engineer CIS as head of the C4 planning team is responsible for the overall Communication and Information Systems (CIS) and Information Management (IM) support for static and distributed as well as single- and multi-echelon trainings and exercises in accordance to JFTC POW.
Reports to: Section Head (C4)
Principal Duties: He/she will
Serve as OPR for management and supervision in all C4 related issues for exercise, training and testing events he is tasked for to be C4 OPR. In addition he is responsible for managing and planning of all CIS related issues to events their assigned to participate as Engineer CIS. Incumbent is the leader of all SME’s from JFTC CIS in coordination with military, civilians and supporting companies.
 
Lead C4 team for exercises, trainings and testing in the context of planning, execution and evaluation for C4 Section Head.
In detail he/she will:
a. Act as C4 OPR for exercise, training and testing in the context of planning, execution and evaluation of C4 related issues.
b. Provide expertise in the area of design and analysis of CIS architectures, equipment, and system technical specifications to meet JFTC requirements.  Provides technical solution proposals for the development of new or replacement CIS architecture.
c. Ensure and supervise the inventory and configuration control of assigned communications, network infrastructure and related applications and data.
d. Manage, plan and supervise the maintenance for the network infrastructure and related applications and systems.
e. Lead engagements with relevant NATO bodies (ACT, NCIA, NCISG) on matter relating to support on network and application system issues which affect the operation and maintenance of multiple CIS environments, including experimentation, staging, and production networks.
f. Design, plan, manage and supervise the implementation of network designs to allow for training, exercises, or experimentation at multiple security classification levels.
g. Provide asset management and quality control of equipment required for the operation of multiple network infrastructures, including experimentation, staging, and production networks.
h. Provide design and implementation of network monitoring tools, applications, and displays.  Interprets and reacts to network monitoring alerts.
i. Lead the negotiation of technical details of required hardware maintenance or support contracts with external agencies or industry.
j. Review implementation activities and inspects installations to monitor progress and ensures adherence to contractual CIS technical specifications.
k. Provide engineering evaluations and recommendations in the CIS design of existing communications and network equipment, and provides advice and assistance to resolve technical problems related operational and systems integration requirements.
l. Prepare written technical documentation for JFTC staff and training audience throughout the planning and implementation of CIS initiatives.
m. Represent the C4 section on appropriate committee, panels and working groups.
n. Provide technical training and expertise on commercial and NATO-specific applications to exercise control staff and training audience as required.
o. Participate in training and experimentation events, in accordance with the JFC Commander’s guidance, to include participation with higher and adjacent headquarters.  Plan, manage and supervise the provisioning of test-bed platforms and networks in support of experimentation network services.
 
Essential Qualifications
a.         University Degree in Information or Telecommunication Technology and 2 years function related experience or Higher Secondary Education and completed advanced vocational training  leading to a professional qualification or professional accreditation with 4 years post related experience.
b.         General experience in all lifecycle aspects of Information Systems aimed at achieving effective system development and deployment. Sound technical knowledge on wide area networks and local area networks.
c.         Ability to lead, manage and supervise as leadership skills in team leadership and building.
d.         Experience in the development and use of Information Technologies (servers, routers, switches, web technologies, encryption equipment, etc.).  This must include the range of activities involved in planning, organizing, directing, coordinating, controlling, and evaluating the use of staff, funding, materials, and facilities to accomplish assigned functions and tasks.
e.         Extensive knowledge and experience in LINUX or other relevant operating system administration and engineering.
f.          Extensive knowledge and experience in distributed Information Systems as they are applied to modern information management and Command and Control Information Systems.
g.         Detailed knowledge of architectural design as applied to computer systems.
h.         Experience in developing technical policy level documents; in CIS and in configuration management.
i.          Experience in implementing CIS security criteria and associated applications, assessing the effectiveness of security software, resolving problems.
j.          Experience in C4 architecture to include command and control information systems, data distribution, and personal computers.
k.         3-5 years experience (depending on educational background/degrees) in the management of civilian and military technical, research and development, experimentation and implementation engineering teams.
l.          3-5 years experience (depending on educational background/degrees) in management and technical leadership of engineering projects in the areas of requirements specifications, architectural design, development, implementation, test and evaluation.
m.        Ability to work in team environments (both as a contributor and a leader).
n.         Excellent analytical, problem solving and verbal and written communication skills.

English - SLP 3333 - (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
Desirable Qualifications
Professional Experience
a. Current knowledge of emerging IS equipment/ technologies.
b. Knowledge of NATO information systems, functional applications, and networks
c. Strong knowledge of CIS technology advances
d. Strong knowledge of NATO-specific functional systems and networks
e. Knowledge of military functions, units, systems, and modes of operation at the tactical and operational level of warfare.
f. Previous relevant experience in an international organization, preferably NATO.
g. Member of a professional body or institution.
Education/Training
a. Post-graduate diploma or certifications in CIS-related disciplines.
b.  Advanced commercial certifications, such as Microsoft Certified Systems Engineer (MCSE), Cisco Certified Network Administrator (CCNA), Certified Information Systems Security Professional (CISSP), or similar level in related fields.
c. Formal Project Management certification at foundation level (e.g. PMP or PRINCE2).
d. Formal ITIL certification at foundation level.

• NATO Staff Officer Orientation Course (ETE-IT-2834) provided by NATO - School Oberammergau (NSO).
Attributes/Competencies
  • Personal Attributes: Based upon general NATO rules, using own professional experience and with minimal supervision, required to track and evaluate communications projects to ensure successful implementation.  Is required to follow and interpret technical and procedural guidance contained in NATO STANAGs, ACO, and JFTC directives.  Good inter-personal and communication skills.  Good health, maturity, poise, tactfulness, firmness, and persuasion.  Considerable professional judgment is required to make decisions on technical matters within the general framework of available procedural guidance.  Must be able to travel regularly on temporary duty.  Must be capable of maintaining a high workload, and accomplishing task and projects under deadlines.
  • Managerial Responsibilities: There is no first line reporting responsibilities. However the incumbent might manages project teams which include military and civilian staff members from different organizations as well as contracted resources.
The incumbent acts as a C4/CIS expert and provides leadership, task, and advice on this function to other JFTC staff and management and to the Training Audience.  He/she chairs project and planning meetings.  Executes project management duties for assigned CIS projects; ensuring that projects are completed on time and within the budget
  • Professional Contacts: The incumbent will collaborate and cooperate regularly with JFTC military and civilian personnel from senior officials to junior staff. He/she will exchanges information extensively with JFTC Exercise planning staff. Maintains working-level contacts with other NATO, national and international bodies personnel responsible for C4. Represent the JFTC in NATO and International C4 related working groups’ meetings, conferences, workshops and events.
  • Contribution To Objectives: This post contributes significantly to the timely and efficient execution of JFTC CIS projects and the quality of training at JFTC.  In addition, this post contributes significantly, in a controlled and professional manner, to the introduction of emerging technologies that are incorporated into the JFTC.
  • Supervisory Responsibilities: Dependent on requirements may be required to direct and supervise the work priorities of an ad-hoc or permanent team within the functional area.
There are no reporting responsibilities.
Work Environment
He/she will be required to work in a normal NATO office environment.
Contract
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.

The candidature of NATO redundant staff at grade A-2 will be considered with priority.
