Duties and Responsibilities The incumbent will perform the following principal duties: a. Change Management: Creates the business readiness plan, taking into consideration IT deployment, data migration, capability deployment (training and engagement activities) and any business activities required to integrate new digital processes or jobs into the "business as usual" environment. Determines the readiness levels of business users with regard to upcoming changes; uncovers readiness gaps and creates and implements action plans to close the gaps prior to going live. Assists the user community in the provision of transition support and change planning, and liaises with the project team. Monitors and reports progress on business readiness targets, business engagement activity, training design and deployment activities, key operational metrics and return to productivity measures. Defines the series and sequence of activities to bring stakeholders to the required level of commitment, prior to going live. b. Training and development management: Determines the training and development programme and delivery mechanisms needed to grow staff skills in line with business needs for the Enterprise Content Management Platform. Evaluates learning outcomes. Manages the development and provision of all learning, taking account of the strategic aims of the ECM project as well as at the organisational level. Specifies the content and structure of learning and development materials. Takes responsibility for design, creation, packaging and maintenance, and manages development to deliver agreed outcomes. Where required, designs, configures and tests learning environments, including the creation of simulated data. c. Competency assessment: Performs routine and non-routine skill/competency assessments of knowledge, skills and behavior using specified methods aligned with the implementation and ongoing usage of the ECM Platform. Uses the outcomes of assessments and other data to analyze and evaluate the effectiveness of learning / educational activities. d. Training delivery: Plans and schedules the delivery of learning activities, based on learning objectives. Manages the delivery of programmes of learning. Customizes formal and informal learning activities, incorporating relevant business scenarios and case studies. Designs appropriate environments, and delivers learning activities to specialist audiences. e. Relationship Management: Identifies the communications and relationship needs of stakeholder groups. Translates communications / stakeholder engagement strategies into specific activities and deliverables. Facilitates open communication and discussion between stakeholders, acting as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans. Provides informed feedback to assess and promote understanding. f. Information content authoring: Controls, monitors and evaluates content to ensure quality, consistency and accessibility of messages. Designs the content and appearance of information deliverables in collaboration with representatives of the intended audience(s). Moderates content (in both draft and published forms) and ensures content can be re-purposed appropriately. Creates and evaluates deliverables, ensuring alignment with the agreed requirements, making optimal use of the chosen medium(s). Reviews work of other content designers and authors for consistency and accuracy, and takes responsibility for ensuring appropriate publication. Understands the implications of publishing content and manages the associated risks. g. Business analysis: Investigates operational requirements, problems, and opportunities, seeking effective business solutions through improvements in automated and non-automated components of new or changed processes. Assists in the analysis of stakeholder objectives, and the underlying issues arising from investigations into business requirements and problems, and identifies options for consideration. Works with stakeholders, to identify potential benefits and available options for consideration, and in defining acceptance tests. h. Process and System Testing: Specifies and develops test scenarios to test that new/updated processes deliver improved ways of working for the end user at the same time as delivering efficiencies and planned business benefits. Records and analyses test results, and reports any unexpected or unsatisfactory outcomes. Uses test plans and outcomes to specify user instructions. Reviews requirements and specifications, and defines test conditions. Performs other related duties as required. 3. Requirements Education Essential Advanced university degree in a business or IT field, or in a related field. A first-level university degree in one of the aforementioned subjects plus two years of relevant experience in addition to the experience mentioned below may be accepted in lieu of an advanced degree. Desirable Recognised qualification in Change Management, such as Prosci Change Management Practitioner or equivalent. Experience Essential At least seven years of relevant professional experience in Change Management and/or Training Management, including at least four years on projects relating to Enterprise Content Management platforms. This Division is responsible for the management of all aspects of WIPO’s information and physical security and safety and ensures that appropriate policies and procedures are in place and effective measures and controls are established to assess and mitigate threats/risks to the Organization. In particular, the Division defines the controls for the implementation of information security technologies and monitors if adequate assurance is maintained over WIPO’s information assets. Appropriate balance of the roles between “service” and “control” is the key for its success in enabling and sustaining WIPO’s operations in an environment with increasing demands for openness and connectivity on the one hand and rapidly evolving information security risks on the other hand. Purpose Statement The incumbent will be the principal technical authority on information security architecture within WIPO. S/he will be responsible for ensuring that the design of business solutions meet secure architecture principles and standards, as well as for the continuous development of defensible architecture principles and patterns that align with WIPO’s information security risk tolerances, ensuring they are resilient against an evolving threat environment. The Senior Information Security Architect is expected to advise and influence business and technology decisions on the development and procurement of ICT services and products. Lead the continuous refinement of WIPO’s strategic security architecture vision, including architecture standards and frameworks ensuring they are closely aligned with WIPO’s Information Assurance and ICT strategies. Work closely with the information risk, enterprise architecture, security engineering, ICT operations, and application teams to ensure business relevant and risk-based definition and application of security architecture standards. c. The reference architectures cover, among others identity and access management, service oriented architectures, security auditing and logging, monitoring and reporting architectures, network segmentation, security policy detection and policy enforcement controls, remote access architectures, endpoint strategies, federation, application security architectures, mobility, and cloud security architectures. e. Review business and technology service and product architectures, identify design gaps, and recommend security enhancements. f. Represent information security in the WIPO Cloud Management Unit to ensure WIPO applications migrating to, or developed for, cloud deployments are architected securely. g. Certifications in information security- CISSP and SABSA-SCPA. Desirable Additional certifications like SABSA-SCPR, SABSA Master, CISM, CISSP-ISSAP, CSSLP, CCSK, or GSSP. Experience in business analysis and integration of secure system development lifecycles into well recognized project and service management methodologies. Organizational context The post is located in the Office of the Deputy Director General (ODDG), Copyright and Creative Industries Sector (CCIS). The CCIS covers the Organization’s programs on copyright and related rights and on communications. One of the main missions of the WIPO Copyright and Creative Industries Sector (CCIS) is to develop tools to facilitate broader access to and distribution of knowledge, information, and culture, including across borders, using an inclusive approach that benefits countries at all levels of development and all persons, with due regard to gender equity and equal opportunities for persons with disabilities. At the same time, these tools should make it easier for authors, creators, and rights holders in all countries to obtain greater benefits from their copyrighted creations and works. CCIS is committed to using these tools in an inclusive manner to allow least-developed and developing countries and countries with transitional economies to overcome the digital divide and benefit from the cross-border effect through the use of digital technologies. The main role of the incumbent is to provide expert strategic and technical advice to Senior and Executive management on the Sector’s key IT, copyright-related projects, and to design and develop platforms, services and tools for the copyright area in the digital environment. The incumbent reports directly to the Deputy Director General CCIS, and collaborates closely with the Global Infrastructure Sector. 2. Duties and responsibilities The incumbent performs the following principal duties: (a)Provide experience and expert technical knowledge to advise and update the ability of CCIS to tackle global digital challenges with regard to copyright management systems; (b)Establish priorities, determine resource requirements and design an infrastructure scheme to facilitate better worldwide distribution and remuneration systems for digital content, configuring the main technical features in close collaboration with the Global Infrastructure Sector; ©Evaluate technological developments and the needs of CCIS and ensure that automation solutions are adapted to the idiosyncrasies of each of the CCIS’s business activities. Create advanced models and frameworks, and develop an IT platform capable of providing “state of the art” services to users, delivering maximum operational efficiencies, and interfacing efficiently with other relevant WIPO IT systems; (d)Ensure that the CCIS’s overall automation solutions and service delivery are compliant with the Organization wide ICT standards including application development standards, information security and quality standards together with appropriate service management and service delivery standards (based on industry standards such as ITIL), as well as project methodology standards; (e)Coordinate and liaise with the ICT Department on the provision of ICT infrastructure services to CCIS, as well as liaison on the evolution of the Organization’s ICT standards and business continuity and disaster recovery plans; (f)Continuously monitor the ICT environment, keeping abreast of ICT trends and identify emerging technologies that could enable business change and improve customer services; advise the Deputy Director General on IT and technical matters, and explain and account for ICT program and services to management and the legislative body; In consultation with CCIS management, participate in the identification and prioritization of new projects and initiatives; oversee the planning and delivery of the new projects and services in accordance with the CCIS’s automation strategy, organizing resources and establishing priorities to facilitate the achievement of objectives;(h)Maintain excellent relations and establish links and strategic partnerships with key stakeholders; (i)Perform other related duties as required. 3. Requirements Education Essential Advanced university degree in Information technology, computer science or a related field. A first-level degree plus two years of relevant professional experience in addition to the years of experience mentioned below may be acceptable in lieu of the advanced university degree. Experience Essential At least fifteen years of experience in the intellectual property and technology industries, of which at least five years of experience working in an international environment. Experience in leading the development of copyright management systems at a senior level. Desirable Experience in the creative industries and software industries. Experience with copyright management systems and digital content distribution. Languages Essential Excellent written and spoken knowledge of English and good knowledge of French. Job-related competencies Essential Excellent knowledge of multiple aspects of the architecture and technology of the digital content industries. Demonstrated ability to work in a multidisciplinary and multifunctional team. Demonstrated ability to advise senior management on information technology services policies, strategies and priorities and to formulate related strategic and operational plans. Proven ability to supervise and motivate ICT staff and to plan and manage the delivery of information services and projects with timely and cost-conscious achievement of results. Excellent knowledge of modern information services (technology, systems, standards) and concepts including best practices in IT service provision and project management. Information Mobility: Candidates appointed to an international position with WIPO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world. Annual salary: Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.
