Description
:  
NCI Agency is looking for a Engineer (Information Systems) who is a flexible, highly motivated individual willing to take on challenging initiatives, capable of working both independently and with others as a team and able to follow through to deliver results. Role responsibilities:

NCI Agency CIS Support Unit (CSU) Brunssum, located in Brunssum (NLD) enables end-to-end CIS services as it installs,operates, maintains and supports the fullrange of CIS capabilities during peacetime, crisis and war throughout its allocated Area of Responsibility (AOR) and as otherwise directed.The Alternate Ops Centre is hosted in Naples, resourced by Primary Ops Centre and supported by the CSU.
The Service Management Branch (SMB) supports the Agency’s Demand Management (DM), Operations Centre, and Service Lines, and is responsible for liaison with all NCI Agency customers in the CSU’s AOR and supports the Commander CSU in the role as NCI Agency representative and provides a single entry point for customers. SMB contributes and/or conducts monitoring and measurement of customer satisfaction. SMB supports the management of all agreements concerning Service Provision, Operations and Exercises within the CSU AOR. SMB supports Service Lines in the implementation and improvement of service management processes. This branch directs, co-ordinates and supervises all activities of CSU’s assigned resources in support of Exercises, Operations, Plans, Requirements, Project and Service Management. SMB reports appropriate Key Performance Indicators to Service Lines on a regular basis.
Plans and Projects Section (PPS) establishes and maintains Operation Level Agreements (OLA), directives, instructions or other applicable documents with Service Line Managers in support of SLAs. This section provides technical advice to the CSU’s customers within its AOR. It supports the technical, cost and resource assessment of emerging requirements; the development and the management of local deployment schedules, plans and projects as assigned by Service Lines; Demand Management and Service Strategy in the implementation of new and changed services; and contributes to the coherent implementation and improvement of NCI Agency Change Management. For operations and exercises, this section provides adequate representation for the Agency and coordination with CIS Group in the operational planning process. It also contributes to the production of Lessons Identified in the post-recovery phase.
 
Under the direction of Section Head, you will perform duties such as the following:
  • Provide engineering direction and guidance;
  • Investigate, define and resolve complex technical issues;
  • Advise on and lead the development of standards, methods and tools;
  • Analyze, plan, design, requirements and associated risks, advises on technical solutions and mitigations;
  • Design and plan implementations against time, cost, manpower and quality targets ensuring efficient and effective use of resources;
  • Develop project plans and perform as Project Manager, coordinate with project stakeholders and reports on project execution and control;
  • Develop technical solutions and assess resource requirements for delivery of new or changed services, coordinate with internal and external stakeholders for planning and prioritisation;
  • Is the lead liaison between the CSU and the Service Lines for the planning and requirement capture;
  • Support the development of budget and manpower estimates in support of service delivery;
  • Provide Information Systems related engineering advice to CSU elements and takes part as subject matter expert in Working Groups and Conferences as required;
  • Develop technical, cost and manpower assessments of existing and emerging requirements;
  • Managesassigned projects in accordance with Agency directives, processes and local procedures and advises on engineering aspects of information systems;
  • Advise on technical possibilities within the NCI Agency service portfolio, ensuring that the requirements are understood, captured, exploited and coordinated with the Service Lines to support the expected customer outcomes;
  • Advise on the design and development of OLAs with Service Lines in support of customer SLAs;
  • Review and provide advice in the provision of information systems requirements of exercises affecting local customer;
  • Function as the CSUs POC for the planning and implementation of information systems projects and coordination of deployment of functional information systems for command and control/applications;
  • Support the analysis, design, implementation and maintenance of authorized software changes, related applications software and the integration/tailoring of vendor supplied components, following established procedures for quality, configuration control, testing, documentation and security;
  • Ensure that Availability and Capacity Management are implemented and executed in accordance with Agency directives, processes and local procedures;
  • Advise CSU Engineers and Technicians on Information Systems;
  • Provides engineering support to CSU IKM (Information Knowledge Management);
  • Responsible for CSU Business Process modelling;
  • Performs any other duty as required.

 

Person specification 

Qualifications required: 

We are looking for a candidate with a Master of Science (MSc) degree at a nationally recognised/certified University in a related subject and 2 years post-related experience or a Bachelor of Science (BSc) degree at a nationally recognised/certified University in a related subject and 4 years post related experience or exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency; that is, at least 10 years extensive and progressive expertise in the duties related to the function of the post.
 

Experience required: 

In addition to 2 years 
post-related experience, you will also have practical experience in the following areas:
  • ITIL V.3 foundation certification;
  • Proven Risk management experience;
  • Recent experience in Information Systems design and analysis at advanced level;
  • Sound experience in Information Systems operations.

 

The following will be considered as an advantage:
 
  • Knowledge and experience in information systems supporting military applications and functional areas;
  • Recent working knowledge MS Project;
  • Recent experience with MS SharePoint administration or management;
  • ITIL V.3 Certification at intermediate or expert level;
  • PRINCE 2 certification;
  • Sound knowledge on requirement analysis;
  • Experience with ARIS toolset;
  • MSC/BSC degree specifically in Computer Science/Information Systems Engineering.

Travel
 
May be required to undertake duty travel to operational theatres inside and outside NATO boundaries
 
Language skills 

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
 
Contract
 
NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.
Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:

 

  • Renewal is in the interest of the Agency.
  • Staff member's desire to remain with the Agency.
  • The financial situation provides sufficient funding for the post held.
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.
  • Staff member has served the Agency with performance to the required standard as defined by the Agency,
  • Staff members deploy ability to operational theatre.
 
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
