Description
:  
Do you have experience in Routing and Switching as an Engineer? Can you demonstrate experience in 1st level technical support for Local Area Network Elements? Can you  prove the ability to coordinates and performs Local Area Network infrastructures design, configuration and maintenance activities?

The NCI Agency is currently seeking Engineers (Local Area Networks / Routing and Switching) to liaise and collaborate internally throughout the NCI Agency Service Line infrastructures and to external organizations for fault rectification activities during project implementation and early life support.
 
Role Responsibilities
 
This is a position within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO).
 
The NCIA has been established with a view to meeting to the best advantage the collective requirements of some or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange.
 
Director of Infrastructure Services (DIS) is accountable for the effective and efficient provision of CIS Infrastructures, and associated Enterprise-wide ICT Services through lifecycle support delivered to the Customer within time, cost and quality parameters and the requirements specified in SLAs. DIS is also accountable for the provision of Information Assurance Operations services, technical support and enterprise security management at the Strategic, Operational and Tactical levels. Infrastructure Services are delivered and managed in coordination with the Operations Centre and the CIS Support Units (CSUs).
 
DIS comprises the following four service lines: Network Services and IT Infrastructure; Core Enterprise Services; Service Management and Control; and Cyber Security Services.
The Network Services and IT Infrastructure Service Line Chief is accountable and responsible to the DIS for planning and executing all lifecycle management activities for Network services and IT Infrastructure services (strategy, design, transition, operation and continuous service improvement including subject matter expertise, research and development, acquisition and logistic support) in the assigned C3 technical service areas.
 
Under  the  direction  of  the  Routing  and  Switching  NSIP  (Senior  Engineer),  but  largely under  own initiative, you will perform project duties such as the following:
  • Direct 1st level fault resolution on Local Area Network Elements to sectors, sites and the Service Area routing cells during project installation and early life support;
  • Advises on fault diagnosis throughout NATO sites utilizing a number of management platforms (e.g.
  • HP Openview, Netscout, Cisco Works) during project installation and early life support;
  • Coordinate with sites for Local Area Network elements centralisation, standardization and best practices during project implementation and early life support;
  • Liaise and collaborate internally throughout the NCI Agency Service Line infrastructures and to external organizations for fault rectification activities during project implementation and early life support;
  • Being responsible for the creation and maintenance of Standard Operating Procedures within the LAN segment of the NSIP Routing and Switching Team;
  • Coordination, and performance, of configuration, and evaluation, of test scenarios within the NGCS Reference Facility, pertinent to Local Area Networks and configuration problem resolution;
  • Coordinates and performs Local Area Network infrastructures design, configuration and maintenance activities when required;
  • Performing the practical evaluation of management tools and capabilities;
  • Ensure a common understanding of the available toolsets and method of utilization within the centralized and distributed user base;
  • Investigating and proposing long term solutions to encountered equipment and configuration problems;
  • When required, coordinates on-site surveys, validations and system acceptance testing into the Local Area Network and Wider CIS infrastructure.

Person Specification
Qualifications Required
 
You need to hold a Master of Science (MSc) degree at a nationally recognized/certified University in a technical subject with substantial Information Technology (IT) content and 2 years post-related experience or a Bachelor of Science (BSc) degree at a nationally recognized/certified University in a technical subject with substantial Information Technology (IT) content and 4 years post related experience. Exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency; that is, at least 10 years extensive and progressive expertise in the duties related to the function of the post.
 
In addition you need to have a minimum qualification of Cisco Certified Network Professional (CCNP).
 
Experience Required
 
You will be required to prove:
  • Over 2 years’ hands-on experience of working in a centrally managed network environment based on Cisco Routing & Switching Elements with the heavy use of OSPF and BGP routing protocols;
  • A minimum of 2 years’ experience with the configuration and operation of HP Network Automation or equivalent network automation and orchestration systems;
  • A minimum of 2 years’ experience with the configuration and operation of Network Monitoring and Event Management and IP Packet forensics ideally Splunk, CISCO Prime Infrastructure, Spectrum, Intermapper and nGenius Performance manager, Wireshark.
It is considered desirable for you to have:
  • Two years’ experience in all aspects of maintenance, repair, modification and operation of large complex multi-vendor IP communications networks and related equipment;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities, structure and organization, including ACO and ACT.

Language Skills
Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
 
Travel
Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCI Agency offices.
May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.
 
Contract
NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.
Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:
  • Renewal is in the interest of the Agency.
  • Staff member's desire to remain with the Agency.
  • The financial situation provides sufficient funding for the post held.
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.
  • Staff member has served the Agency with performance to the required standard as defined by the Agency,
  • Staff member's deployability to operational theatre.
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
 
The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
