Do you have experience with the configuration and operation of HP Network Automation or equivalent network automation and orchestration systems?
 
The NATO Communications and Information Agency (NCI Agency) is currently looking for a Principal Technician (Routing and Switching) in Mons, Belgium.
 
The NCI Agency has been established with a view to meeting to the best advantage the collective requirements of some or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions
 
The Network Services and IT Infrastructure Service Line Chief is accountable and responsible to the DIS for planning and executing all lifecycle management activities for Network services and IT Infrastructure services (strategy, design, transition, operation and continuous service improvement including subject matter expertise, research and development, acquisition and logistic support) in the assigned C3 technical service areas.
 
 
Role Responsibilities 
 
Under the direction of the Senior Routing and Switching Engineer, you’ll be performing the following duties:
 
  • Direct routing and switching support to NSIP (NATO Security Investment Program) Projects;
  • Provide Project Managers with an awareness of current and future trends;
  • Support Programme Managers, Project Managers and Service Managers in the preparation and implementation of NSIP funded capabilities.
  • Day-to-day operation of local and remote network sites for routing, switching, and wireless infrastructure;
  • Coordinate with sites to implement Local Area Network elements in a centralised fashion by applying NSII driven standards and best practices;
  • Liaise and collaborate internally throughout the NCI Agency Service Lines and to external organisations for fault rectification activities during and post project implementation as required;
  • Responsible for providing inputs to the maintenance of Standard Operating Procedures within the Cell;
  • Configuration, implementation, and evaluation, of test scenarios within the NGCS / NCI Reference Facility, pertinent to the area of network service;
  • Maintain an awareness of all ongoing network infrastructure configuration and maintenance activities to build and maintain a up to date picture;
  • Ensure a common understanding of the available toolsets and method of utilization within the centralised and distributed user base;
  • Investigate and propose long term solutions to re-occurring problems and identify areas for greater efficiency to Line Managers and Project Managers.
  • Deputize for higher grade staff, if required;
  • Performs other duties as may be required.
 

Person Specification

Qualifications Required
 
For this role, we’re looking for you to have Higher Secondary education and completed intermediate vocational training in that discipline leading to a professional qualification or professional accreditation with 8 years’ post related experience.
 
In addition you will need the qualification of Cisco Certified Network Associate (CCNA);

Experience Required

For this position, we are looking for you to have the following:
 
  • Over 4 years’ experience of CISCO Routing and Switching Elements and LAN environments;
  • A minimum of 1 years’ experience with the configuration and operation of HP Network Automation or equivalent network automation and orchestration systems; 
  • A minimum of 2 years’ experience with the configuration and operation of Network Monitoring and Event Management systems ideally Intermapper, Spectrum, HP Openview and Splunk;
  • Proven experience in the use of an Incident Management System such as BMC ITSM;
  • Extensive knowledge of implementing and operating LAN technologies (e.g. HSRP, STP, Switching, VLANs, DHCP snooping, ARP Inspection, Port-Security) and working knowledge of OSPF, and BGP;
  • Extensive knowledge of operating network authentication and authorization systems and technologies (e.g. Secure ACS 5.x, 802.1x, 802.1ae MACSEC, RADIUS, TACACS+, ISE);
  • Knowledge and experience with commercial IPSEC encryption solutions such as Secure Virtual Tunnels (sVTI), SSLVPN, DMVPN, GETVPN, Cisco ASA.
It is highly desirable if you can display:
 
  • 4 years’ experience in all aspects of maintenance, repair, and operation of large complex multi-vendor IP communications networks and related equipment;
  • General understanding of related telecommunications systems and techniques of TDM, ATM, Frame relay, MPLS, Video, Voice and VOIP technology;
  • Experience with IPv6 network technologies and concepts;
  • Experience with Datacentre technologies and Virtualized Switching such as VMWare and Nexus1000V;
  • Experience implementing and operating a multi-tenancy network environments (VRF/VLAN);
  • Experience implementing and operating network technologies, such as IGMP, PIM and VRF/VLAN;
  • Experience developing, and maintain scripts using EXPECT, Python or PERL;
  • Familiarity with Thales TCE 621 family IP Cryptographic Equipment or similar Encryption devices;
  • Experience with IP Diffserv QoS in Networks;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities, structure and organization, including ACO and ACT.

Languages: 
A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable.
NOTE: Most of the work of the NCI Agency is conducted in the English language.
 
Travel:
Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCIA offices;
May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.
 
Contract
NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.
 
Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:
  • Renewal is in the interest of the Agency.
  • Staff member's desire to remain with the Agency.
  • The financial situation provides sufficient funding for the post held.
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.
  • Staff member has served the Agency with performance to the required standard as defined by the Agency,
  • Staff member's deployability to operational theatre.
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
 
The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
