The NATO Communications and Information Agency (NCI Agency) is looking for a Database Engineer to monitor the performance of assigned systems and the definition and implementation of adequate measures ensuring an optimal performance and high availability of the DB services.
 
Role responsibilities:
 
This is a position within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO).  The NCI Agency serves the Alliance through unbiased application of scientific and technical support, and C4ISR (Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance) acquisition expertise and through life service support.  
  
This post is assigned to the Core Enterprise Services (CES) Service Line, whose mission is to provide through the Director of Infrastructure Services, the Director of Demand Management and under the guidance of the Director of Service Strategy, full life-cycle services and products to sponsors through successful completion of contracted projects.
 
The CES Service Line’s area of work includes but not limited to areas of Information Technology Infrastructure (ITI) and Enterprise Information Services (EIS), e.g. Operating Systems, Storage/Availability, Systems Management, Directory, Messaging, Web, Document Management, Workflow, and Collaboration Tools.  In addition to the technology that addresses these services, the SL is also responsible for the design of their integration with Network and Functional Service components of the overall NATO Automated Information Systems (AIS) and the acquisition of end user devices (e.g. workstations, laptops, tablets, mobile telephones, etc.).
 
Under the direction of the Branch Head but largely on your own initiative, you will perform duties such as the following:

 

  • Level 3 support to the overall operations and maintenance of the various database (DB) services used at Data Centres in NATO;
  • Monitoring the performance of assigned systems and the definition and implementation of adequate measures ensuring an optimal performance and high availability of the DB services;
  • Defining DB backup strategies and ensuring a valid and maintained recovery plan is in place;
  • Providing Level 3 expertise support to the various Service Lines and CSUs regarding DB technology;
  • Working closely with the other service lines and CSUs when resolving incidents and problems as well as during required application and infrastructure updates;
  • Defining and implementing an upgrade strategy to keep the DB environment current;
  • Selecting and implementing appropriate DB infrastructure configurations in support of business/technology architectures;
  • Identifying improvement opportunities not only for the assigned systems but also for the underlying infrastructure;
  • Working closely with Agency Coherence sections to ensure the appropriate security measures are implemented and systems are developed adhering to business continuity standards;
  • Contributing to and influencing projects where Database Management is a stakeholder.
  • Deputize the Service Area Owner when needed for the PLT006- Database Services.

 

 
Person Specification
 
Qualifications Required
 
You must hold a Master of Science (MSc) degree at a nationally recognized/certified University in Computer Science or Information Engineering or related fields and 2 years post-related experience; or a Bachelor of Science (BSc) degree at a nationally recognized/certified University in Computer Science or Information Engineering or related fields and 4 years post related experience. Exceptionally , the lack of a university/college degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCI Agency; that is, at least 10 years extensive and progressive expertise in the duties related to the function of the post. 
Postgraduate degree in Computer Science or Information Engineering or related fields will be considered an asset.
 
Experience Required
 
You will need to demonstrate at least 2 years of recent relevant experience, including:
  • Extensive experience on database management;
  • Expert knowledge in the two DBMS technologies currently in use (Oracle and Microsoft SQL server, both at various versions);
  • Good understanding of middle tier solutions (Oracle forms, WebLogic, Microsoft SharePoint Portal);
  • Strong problem solving and analytical capabilities allowing to analyse database related problems including the ability to think beyond the database space;
  • Current and in-depth knowledge and practical working experience of Microsoft Windows server operating systems (latest versions) in a LAN-based client-server environment using Active Directory Services;
  • Current and in-depth knowledge and practical working experience of Unix/Linux operating systems;
  • A good understanding of more advanced architectures like server clustering and virtual infrastructures;
  • A sound knowledge of the issues and techniques of information processing and web services and storage facilities, including practical analytical experience of IT servers and system architecture implementations;
  • A good awareness of access security and knowledge on security policies implementation with good understanding and knowledge of systems usability;
  • Excellent written and verbal communication skills.
 
It is considered desirable if you can demonstrate:
 
  • Practical experience as Database Administrator in an international environment;
  • Practical experience in deploying/using/optimising mainstream Service Management Tools (e.g. SCOM and Oracle Enterprise manager);
  • Experience with Oracle EBS and Hyperion technology;
  • Sound experience in the installation, tuning and monitoring of clustered Operating Systems (like Solaris, Windows…) and network shared file systems.
  • Prior experience of working in an international environment comprising both military and civilian elements;

 

Knowledge of NATO responsibilities and organization, including ACO and ACT.

Language Skills:
A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable. NOTE: Most of the work of the NCI Agency is conducted in the English language.
 
Travel:
Business travel to NATO and national (NATO and non-NATO) facilities as well as travel between NCI Agency locations. May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.
 
Contract
NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.
Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:

 

  • Renewal is in the interest of the Agency.
  • Staff member's desire to remain with the Agency.
  • The financial situation provides sufficient funding for the post held.
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.
  • Staff member has served the Agency with performance to the required standard as defined by the Agency,
  • Staff member's deployability to operational theatre.
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
 
The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
