Description
:  
1. SUMMARY
 
The engineer in this post will act as a bridge and translator for hardware and network components between architectural system descriptions up to the Enterprise level (as validated by the Enterprise Architect) and to the detailed system designs and their implementations.
 
He/she, although organically in OTD, will also maintain a functional working relationship with the Enterprise Architect. The BPMB will ensure that his/her assignments in activities and/or projects are prioritized in support of OTD or the Enterprise Architecture team (“dual-hatted” post).
 
 
2. QUALIFICATIONS AND EXPERIENCE
 
Essential
 
  • Master of Science degree in Electrical Engineering or IT Engineering or a Bachelor of Science degree coupled with extensive experience in Network and Systems Administration.
  • Extensive experience (5 years or more) in the design and implementation of IT systems at functional services level;
  • Profound knowledge on current information technology capabilities regarding technology architecture and knowledge of interoperability platforms, and views on upcoming future technology;
  • Very good knowledge of architecture framework principles, ideally coupled with a professional certification in recognised industry standards;
  • Experience in practical systems architecture work in the field of Network and Systems engineering;
  • Knowledge of implementing enterprise architecture best practices and goals;
  • Must be fluent orally and in writing in one of the official languages of the Organisation; a working knowledge of the other is desirable.
 
Desirable
 
  • Knowledge of NATO and national information technology Policies;
  • lTlL v3 certified;
  • Experience working in a multinational and/or mixed military/civilian environment;
  • A working knowledge of NATO organisations and procedures;
  • Familiar with NATO and/or national intelligence systems.
 
Personal attributes:
 
  • Personal qualities of tact, judgement and adaptability. A sense of diplomacy and propriety in order to work harmoniously with colleagues, both military and civilian, from nations and from NATO, as well as with staff from private scientific/industrial organisations.
 
3. PRINCIPAL DUTIES
 
  • Work in the development and continuous improvement of an Enterprise Architecture for BICES with the focus on the technology related components;
  • Assess and advise on the fit of entire IT systems, with the focus on the hardware and network components either in-house developed or Commercial-/Government-Off-The-Shelf (COTS/GOTS), into the BICES Enterprise Architecture;
  • Analyse, evaluate and advise on architecture interoperability aspects between BICES and currently interconnected domains (e.g. NSWAN) as well as other architecture developing initiatives relevant to BICES (FMN, JISR, etc.);
  • Be part or lead capability development project teams or participate in other sustainment or baseline activities where engineering knowledge and skills are required as directed by the AD OTD and with BPMB endorsement;
  • Participate in the tasks of the Enterprise Architecture Functional Team, composed of an Enterprise Architect (team lead), an Information Manager, an Information Architect, an Information Assurance Software Engineer and him/herself;
  • In support of the Enterprise Architect, develop and maintain a BICES Architecture Framework focusing on the systems architecture aspects, covering the applications and functional systems;
  • Develop a coherent Information and Systems architecture in conjunction with the Information Architect;
  • Support the development cycle with architecture guidance/direction;
  • Define, based on business requirements, architecture specifications at systems level;
  • Support architecture transition and architecture governance aspects;
  • Support, when mandated by the Enterprise Architect, in coordinating architectural aspects with external bodies, working groups or boards;
  • To represent and support the BGX at meetings of national and NATO bodies as required;
  • To liaise with national and NATO bodies and individuals as required;
  • Perform other duties as may be required.
 
4. PROFESSIONAL CONTACTS            :
 
  • Promote and maintain professional relations with appropriate officials, both military and civilian, within nations, NATO and other organizations as required.
 
5. SUPERVISORY/GUIDANCE DUTIES
 
  • To analyse architectural aspects as requested.
  • To give guidance as necessary to the appropriate personnel of the BICES Group Executive.
 
6. TRAVEL REQUIREMENTS
 
  • Some travel is required, including Theatres of Operation.
 
 
7. CONTRACT:
 
The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period.
 
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period subject also to the agreement of the national authority concerned.
 
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. 
 
NOTE: 
Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
 
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates.  These circumstances are described in the IS directive on twin-graded posts.
