SUMMARY
 
1.  POST CONTEXT
 
NATO Second Signal Battalion provides Communication and Information Systems (CIS) services to deployed NATO Headquarters, connects supported headquarters to available communication and information systems, and sets up transmission media.  Establishes, operates, and maintains two independent Command & Control and Technical Control Centres (C2TCC), and all available deployable DCIS equipment.
 
2NSB sets up and administers deployed Local Area Networks (LAN), and provides support and maintenance services up to field level, and provides support to testing of new DCIS equipment with subordinate units. 
 
The CIS Operations Specialist is part of the S3 Branch, which is responsible to Commander NSB for the overall preparation, supervision and execution of all internal training exercises and NATO exercises and operations, for producing communications plans and orders for training exercises, deployments, and support of operations, and for evaluating the training readiness of all subordinate organizations by planning and coordinating all commercial training, in-house, and NCISS-based training.
 
The CIS Operations Specialist is responsible to assist with the coordination and delivery of plans and orders in support of 2NSB missions. 
 
The incumbent reports directly to the 2NSB S3 Chief.
 
 
2.  DUTIES
 
Prepare, coordinate, and issue plans and orders for deployments, operations, and exercises of the NATO Second Signal Battalion and its subordinate organizations,
 
Draft communications and electronics operating instructions for the unit.
 
Provide advice and recommendations to superiors on the feasibility of communications plans.
 
Advise staff users on all deployment and training matters.
 
Under routine circumstances, the job is performed in a typical office environment and various CIS facilities and field site environments in Grazzanise, Caserta, Italy, where the risk of injury is categorized as “none”, and where slightly undesirable conditions may apply.

3.  QUALIFICATIONS AND EXPERIENCE
 
ESSENTIAL
 
Higher secondary education and 6 years of post-related experience
 
Experience with command and control support of operational planning in a communications and information systems environment.
 
Knowledge of European military and civilian telecommunications and ADP systems.
 
Previous experience with mobile communications organization, including SATCOM
 
Experience in project management.
 
Must have an English Standard Language Proficiency level of “Professional” in Listening and Speaking, and “Functional” in Reading and Writing (SLP 3322 based on NATO standards).
 
 
DESIRABLE
 
University degree in a CIS-related field, with a minimum of 3 years of experience in CIS operations.
 
Experience with NATO CIS and its concepts, policies, and architectures.
 
Experience with NATO CIS capability planning and programming procedures.
 
Possession of a Light Vehicle Driving Licence.
 
 
4. REMUNERATION:
 
The basic entry-level monthly salary for a NATO Grade B-5 equivalent in Italy is Euro 4,111.70 which is not exempt from taxation.
 
In accordance with the provisions of NATO Personnel Civilian Staff Rules (NCPRs), temporary personnel whose place of residence is more than 100km from the place of employment, shall be entitled to the reimbursement of direct travel expenses to and from the place of residence on taking up duty, and on leaving the service of the Organization.  Installation allowance will not be paid to personnel on a temporary assignment.
 
5. ADDITIONAL INFORMATION
 
Travel
 
The Individual may be required to travel to other NATO Headquarters and/or remote sites. Such travel is normally of short duration, up to 1 week, and occurs infrequently. 
 
Physical Security/Safety Requirements
 
The individual will be briefed on the approved site physical security, safety regulations and emergency services upon arrival. Access passes will be provided subject to Host Nation/Base regulations.
 
Direction and Evaluation
 
The individual is expected to work as a member of the S3 Branch and will establish his/her own daily routine based on a self-assessment of defined requirements and priorities. The designated supervisor may provide additional guidance as required or requested and may provide prioritization of work. The designated supervisor will evaluate performance. 
 
Quality Assurance
 
A formal monthly meeting between the individual and the supervisor/alternative will be scheduled in order to evaluate performance.
 
Hours of Operations: 
 
Normal working hours for the place of work are as follows:
 
Monday to Thursday 0830 – 1730, and Friday 0830 - 1530.
Lunch is 1 hour to be taken between 1130 and 1345. 
 
Monthly Execution Report
The individual shall apply best efforts towards accomplishing the work.
