Organizational Setting
The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for more than 170 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

Within the Department of Safeguards, the Office of Information and Communication Systems (SGIS) is the centre of competence for the specification, development and maintenance of ICT systems and for the management of all ICT infrastructure and services to support safeguards. In partnership with other organizational entities, SGIS is responsible for planning and implementing an ICT strategy as well as enforcing ICT standards.

Main purpose
To serve as the lead system administrator for Windows based systems, including the design, installation, configuration and operation of a multi-forest environment. To ensure secure and reliable connectivity among servers and workstations as well as various devices supporting the Safeguards IT infrastructure. To lead projects to enhance and support the Safeguards IT landscape with the objective of maintaining confidentiality, integrity and availability of Safeguards IT assets. To establish standards, policies and procedures for the efficient and secure operation of the Department's computing and networking infrastructure.

Role
The Systems Engineer is: 1) a technical specialist, designing and implementing secure Windows based IT solutions; 2) a specialist adviser, providing advice to management on establishing secure IT systems and best practices; 3) a project manager, defining, planning and executing secure server infrastructure projects; and 4) a solution provider, functioning as an expert in troubleshooting Windows and other server hardware and software related issues and coordinating service delivery.

Partnerships
The Systems Engineer collaborates extensively with the security team, networking team, data integration team, software development team, project managers and the business architects, providing technical expertise and solutions pertaining to the integrated Safeguards environment. He/she works with regional office staff to solve computing systems related issues and collaborates with external vendors and product suppliers on new information and technical specifications to evaluate and assess the suitability of their products. The Systems Engineer collaborates with the Division of Information Technology in the Department of Management on operational and system infrastructure related matters.

Functions / Key Results Expected
Ensure the reliability and availability of the Department of Safeguards servers and hosted services
Design and plan for growth, accommodation of new technologies, and to meet customer needs the server infrastructure in terms of both hardware and software
Installing, configuring, tuning and maintaining the server infrastructure in terms of both hardware and software
Installing, configuring, trouble-shooting and maintaining server based applications and services such as application proxies, e-mail, collaboration platforms, web hosts, system monitoring, authentication and authorization infrastructure components, file services, DNS and DHCP
Enhancing and implementing maintenance schemes including the application of regular maintenance and security patches as well as service packs while adhering to a quality regime based on structured change management system
Provide computing, communications and security infrastructure design solutions; participate in infrastructure and application architectural teams; provide design reviews and implement solutions for the integrated Safeguards environment
Plan, document and lead infrastructure projects; participate in the Department's application development projects as a system specialist and solution provider, with the overall aim of providing well engineered, secure and integrated solutions
Design and participate in the development of future directions for the Department's information management technology infrastructure
Conduct technical evaluations and proofs of concept to evaluate software and hardware products from external vendors and report on the same as a technical expert and advisor
Work closely with security coordinators and advisers to remediate security risks through technical and procedural endeavors
Knowledge, Skills and Abilities
In-depth technical knowledge of Windows Server Operating Systems
Thorough knowledge and understanding of secure computing infrastructure design and operation
Thorough knowledge and deep understanding of virtual server infrastructures and management systems
In-depth knowledge of service and hardware monitoring solutions, server patch deployment systems, backup software, collaboration platforms, application proxies, LDAP and identity management frameworks, Storage Area Networks (SAN), fibre networks and blade server hardware
Strong understanding of Public Key Infrastructure systems and data encryption technologies used in a secure environment
Advanced understanding of directory services
Proven ability to develop replication solutions in a multi-forest Windows environment
Strong understand of authentication, authorization, identity management and IT security technologies
Proven skills in system integration
Solid knowledge of all LAN-based services, including e-mail, file sharing, communication protocols, and authentication technologies
Project management skills: Good knowledge of and practical experience in disciplined approaches to project management
Documentation: Excellent skills in producing well-structured technical documents and operational procedures
Team skills: Proven ability to build team spirit and to recognize the contribution of others
Quality management: Good knowledge of quality standards, industry standard best practices and continuous improvement processes
Communication skills: Strong communication skills, including effective presentation skills
Strong interpersonal skills to establish and maintain good relationships with internal and external counterparts and to work harmoniously in a multicultural/multidisciplinary environment with respect and sensitivity for diversity
Education, Experience and Language Skills
University degree in fields related to information technology, computer science or related engineering field
A minimum of seven years of working experience in the relevant field(s) mentioned above, especially in an environment with significant IT security constraints
Experience with Active Directory, SharePoint Portal Server, Forefront Identity Manager framework, and VMWare desirable
Practical experience in system installation, configuration, integration of diverse systems, trouble shooting and problem resolution
Practical experience in producing functional specifications and formulating solutions to meet user requirements
Practical experience with IT service quality standard processes and service delivery (for example, ITIL)
Fluency in written and spoken English essential. Working knowledge of other IAEA official languages (Arabic, Chinese, French, Russian or Spanish) as well as German desirable
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $67 483 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $34 079*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
