Description
:  
NCI Agency is looking for a Section Head (Database Management). If you have experience in DBMS technologies and a good understanding of more advanced architectures like server clustering and virtual infrastructures, the ability to motivate and harmonise the work of assigned staff, this position is ideal for you!

Role responsibilities:
Under the supervision of Head, ICT Service Centre you will be involved in a wide range of tasks related to the installation, configuration, testing, securing, monitoring and managing of DBMSs and DBs to include resolution of 2nd level support calls.  You will also be required to help identify short, medium and long-term requirements and will support the preparation of specifications for future upgrades of systems under control.
 
In this position, you will perform duties such as the following:
 
  • The overall operations and maintenance of the various DB services used at NATO HQ;
  • Monitoring the performance of assigned systems and the definition and implementation of adequate measures ensuring an optimal performance and high availability of the DB services;
  • Defining DB backup strategies and ensuring a valid and maintained recovery plan is in place;
  • Providing specialist assistance regarding DB technology to the various sections in the CSU and NATO HQ (ICTM);
  • Working closely with the other sections when resolving incidents and problems as well as during required application and infrastructure updates;
  • Defining and implementing an upgrade strategy to keep the DB environment current;
  • Selecting and implementing appropriate DB infrastructure configurations in support of business/technology architectures;
  • Identifying improvement opportunities not only for the assigned systems but also for the underlying infrastructure;
  • Working closely with CSU and Agency Coherence sections to ensure the appropriate security measures are implemented and systems are developed adhering to business continuity standards;
Contributing to and influencing projects where Database Management is a stakeholder.
 
 
Person specification

Qualifications required:

We are looking for a candidate with a University degree in Information Technology or equivalent qualification from an institute of recognised standing in a technology management curriculum and at least five years working experience with ICT systems

 

Experience required:

In addition to a minimum of 5 years' of experience as a manager or team leader of a group of technical staff; you will also have:
 
  • Expert knowledge in the two DBMS technologies currently in use (Oracle and Microsoft SQL server, both at various versions);
  • Good understanding of Oracle’s middle tier solutions (forms, WebLogic, Fusion, SSO);
  • Strong problem solving and analytical capabilities allowing to analyse database related problems including the ability to think beyond the database space;
  • Current and in-depth knowledge and practical working experience of Microsoft Windows server operating systems (latest versions) in a LAN-based client-server environment using Active Directory Services;
  • Current and in-depth knowledge and practical working experience of Linux operating systems;
  • A good understanding of more advanced architectures like server clustering and virtual infrastructures;
  • A sound knowledge of the issues and techniques of information processing and web services and storage facilities, including practical analytical experience of IT servers and system architecture implementations;
  • A good awareness of access security and knowledge on security policies implementation with good understanding and knowledge of systems usability;
  • ITIL v3 certification;
  • Excellent written and verbal communication skills;
 
 
The following will be considered as an advantage:
 
  • Certification Prince2;
  • Practical experience as Database Administrator in an international environment;
  • Practical experience in deploying/using/optimising mainstream Service Management Tools (e.g. SCOM and Oracle Enterprise manager);
  • Experience with Oracle EBS and Hyperion technology;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT.

Travel:
 
May be required to undertake duty travel to operational theatres inside and outside NATO boundaries
 
Language skills:

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
