The NCI Agency is currently seeking a Principal Technician (System Support) to work within the AirC2 Programme Office and Services area, within their Engineering Enabling Section – In-Service Support (EES – ISS) section based in Glons, Belgium. As the Principal Technician (System Support) you will be supporting sites, both remotely and on-site with the operation, installation and maintenance of assigned systems; to integrate new elements into assigned systems and to monitor performance and resolve issues to ensure the system remains operational.

Role Requirements

The Air C2 Programme Office and Service (AirC2 PO&S) is the procurement and implementation body of the NCI Agency, charged with the effective planning, execution, delivery into service, evolution and through-life logistic support of NATO’s and assigned national AirC2 systems. The Engineering Branch (ENB) manages, controls, guides and orchestrates all technical aspects of all AirC2-related projects throughout their lifecycle.

The Engineering Enabling Section (EES) manages, controls guides and orchestrates all activities of engineering and maintenance resources allocated for Internal CIS support, Documentation and Training.

As the Principal Technician (System Support), and under the direction of the Chief EES-EES, you will be expected to:

  • Support sites, remotely or on-site, with the operation, installation, monitoring and maintenance of assigned systems, sub-systems or assets

  • Install, configure, administer, monitor and maintain the assigned systems, sub-systems or assets, and documents the appropriate actions based on requirements and architectures.

  • Integrate new elements into the assigned systems as directed in close co-operation with the subject matter experts from SYS-ISS and SES-ISS

  • Perform configuration control and IT Asset Tracking on the system software used on internal IT support systems. 

  • Ensure implementation of the appropriate security rules.

  • Monitor system performance and resolves system problems to ensure that systems remain operational and keeps the users appropriately informed on the system status.

  • Direct and support the Programmers in implementation and maintenance of scripting solutions.

  • Liaise with the Centralized Service Desk (CSD) for routine system tasks and provides second-line support.

  • Coordinate and supervise third line of support for system software through the activation of consultancy and maintenance contracts.

  • Provide expert support and technical expertise to all staff on internal IT support systems.

  • Develop and maintain local backup and recovery procedures and ensures their proper execution.

  • Perform and support on-the-job-training (OJT) as directed.

  • Monitor the work of external consultants at working level.

  • Maintain a high level of expertise in the areas above and stays abreast of related best practices.

  • Perform other duties as may be required.

     

The Principal Technician (System Support) may be required to travel for business purposes to NATO, national (NATO and non-NATO) and some Operational facilities (Both Inside and Outside of NATO boundaries). As well as this frequent travel between the NCIA offices may also be required.

Qualifications Required

The Successful candidate will hold a vocational training at a higher level in a technical subject with substantial Information Technology (IT) and supplemented by relevant qualifications, or, a High School Diploma or equivalent in a technical subject complemented by substantial Information Technology qualifications.

Experience Required

The ideal candidate will be required to hold, as a minimum, 10 years of extensive and progressive expertise in the duties related to the function of the post and hold a background in System Engineering with Strong Software, Communications and ADP knowledge. 

It is also essential that you are able to display:

  • Recent experience in the installation, administration and maintenance of Windows and UNIX-like systems in a network environment.

  • Experience on system debugging and on fault analysis.

  • Practical experience using and updating system documentation.

     

In addition to the above it is considered highly desirable if you can display knowledge and experience of:

  • Knowledge of and practical experience in administering networked systems for different operating systems and knowledge of air defence operations;

  • Knowledge and recent experience on VMware vSphere, Oracle SUN Cluster and Oracle Database Cluster;

  • Experience of system performance measurement and evaluation;

  • Prior experience of working in an international environment comprising both military and civilian elements;

  • Knowledge of NATO responsibilities and organization, including ACO and ACT

Languages

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
