Description
:  

Are you knowledgeable within the Programmes, Projects and Portfolios Management (P3M) domain? Do you have hands-on experience of the Microsoft Enterprise Project Management (MS-EPM)? Can you supervise a team of more junior staff to achieve results? If so, this post is ideal for you!

Role responsibilities

Under the direction of the Business Management Executive (P3M), you will perform duties such as the following:

  • Act as point of contact for the PSO with other organisational elements within the NCI Agency, in particular the Financial Management Service Centre (FMSC) and the production directorates;
  • Supervise, mentor and balance the workload of The Hague based PSO support staff, and coordinate the workload across all PSO staff members within Mons, The Hague and Brussels;
  • Oversee the organization of P3M training courses and allocation of staff to the courses;
  • On request collect and maintain consistent and accurate project data (e.g. financial data, schedule performance data, labour costs, time and travel expenditures, etc.);
  • Provide reports and analyses to the Directors, Programme / Portfolio Managers, Service Centre Chiefs and PMs to support project execution and management decision making;
  • Provide advice and guidance to PMs and other staff on issues relating to Project Management; including the mentoring / training of inexperienced staff; - Maintain the P3M knowledge sources, i.e. Directives, WIKI, Sharepoint etc;
  • Ensure proper operation of the NCI Agency time accounting system (TAS) as necessary, including data collection, storage and processing as required;
  • Assist Demand Management, Service Centre Chiefs and PMs in the development of Price Proposals, resource plans and Agency project / service cost information;
  • Assist in the development of processes and procedures to ensure efficient execution of P3M across the Agency;
  • Deputise for the Business Management Executive (P3M);
  • Performs other duties as may be required.

This role will require coordination and cooperation with the P3M community within the NCI Agency, as well as internal contacts with PMs, Service Centre management and support staff, Demand Management and support staff and Finance Management staff.

Person specification

Qualifications required:


You will have a university degree in a relevant discipline or equivalent combination of appropriate qualifications and experience. Ideally, you will hold PRINCE2 or other recognised Project Management qualification.

Experience required:

In addition to at least 2 years of experience within Customer Funded organization with staff management responsibilities within a PSO or equivalent organization, you will have: practical extensive experience within the P3M domain, in the use of a project management methodology and the associated project management tools and techniques (note that PRINCE2 is used by the NCI Agency).

  • Working experience in the use of MS-Project / MS-EPM
  • Experience in project analysis and control, including progress tracking

Preferably, you will also be familiar with financial accounting systems, preferably PeopleSoft Financials and / or Oracle Financials, and will have experience in the use of advanced computer-based tools in the areas of office automation, such as Excel and SharePoint.

Language skills:

A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable. NOTE: Most of the work of the NCI Agency is conducted in the English language.
