The NCI Agency is currently seeking a Principal System Engineer / Product and Service Manager to work within their AirC2 Programme Office and Services – Requirements Management Branch based in the Hague, Netherlands. As the Principal System Engineer / Product and Service Manager you will be expected to lead and manage one, or several of the AirC2 products or services from Conception to disposal; to Manage related requirements, enhancements and changes; and to help develop the long-term vision and contribution to the AirC2 PO&S.

Role Responsibilities

This is a position within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO);

The Air C2 Programme Office and Services (PO&S), as part of the NCI Agency, ensures the harmonised planning, implementation, deployment evolution and support of the Air Command and Control System (ACCS) and other AirC2 assigned programmes, in a way that satisfies the operational requirements and minimizes the military risk, taking into account the NATO political, economic and schedule requirements and using the most suitable industrial and technological solutions.

The Requirements Management Branch (RMB) develops future requirements and maintains the AirC2 requirements baseline, manages technical and operational changes.

As the Principal System Engineer / Product and Service Manager and under the direction of Chief Requirements Management Branch (RMB), you will perform duties such as the following:
Lead and manage one or several AirC2 products or services lifecycle (such as Real-Time components of the AirC2 capability, ACCS support) from conception to disposal; 
Manage the related (operational, user, capability, service and system) requirements, enhancements, change requests, and maintain the service portfolio; 
Develop the related long-term vision and contribution to the AirC2 PO&S strategic plan, the assigned products and services roadmap, identify the project vehicles and funding sources to sustain the plan, proposes supplementary services to be offered in support of the assigned products to increase the value to customers; 
Organize the maintenance of the assigned product data sheets, release records, and service descriptions, manages the information to be disseminated to all relevant stakeholders, and the related contribution to the NCI Agency Customer Services Catalogue; 
Communicate the assigned products and services plan to the various NATO Committees and Working Groups, as required, and manage expectations of key stakeholders from NATO and the Nations; 
Coordinate the planning and preparation for new projects with the senior management, prioritize and harmonize the activities of multiple projects in direct support of the assigned products and services to improve the overall efficiency of the team, and coordinate the development of related TBCEs, of SLAs, and of non-standard offers, in cooperation with other AirC2 PO&S Branches, as appropriate; 
Occupy the role of Senior User for the assigned products and services in the related Project Boards, and coordinates with the Project Managers the timely and cost effective implementation of the assigned products and services plan; 
Collect the user feed-backs on the assigned products, monitors key performance indicators and operational data for the assigned services, and proposes potential changes or improvements; 
Perform other duties as may be required.

You may be required to travel for business purposes to NATO, national (NATO and non-NATO) and some Operational facilities (Both Inside and Outside of NATO boundaries). As well as this frequent travel between the NCIA offices may also be required.

Person Specification

Qualifications Required

The Successful candidate will hold a university degree in a relevant discipline equivalent to a Master’s level and supplemented by relevant postgraduate qualifications. Exceptionally, the lack of a Master’s degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this post, or with a military experience in the Air operations.

It is considered highly desirable if you hold qualifications or formal training in:
ITIL Service Management 
Project Management (e.g. Prince 2 or MSP) 
Requirements Management

Experience Required

The ideal candidate will be required to hold, a minimum of eight (8) years of relevant experience involving product lifecycle management and in-service support planning, project and configuration management, operations in a business or military organisation; and within this be able to display Knowledge and experience involving the development or acquisition, implementation and sustainment of major Command and Control systems and/or programmes, decision support systems, large-scale IT systems, embedded or real-time systems, transaction processing, computer system architectures, client/server, LAN/WAN and network concepts, programming techniques, Data Base Management Systems and data management concepts.

 

In addition to this you must be able to display:
Experience in the preparation and promotion of products and service proposals, including SLAs
Proven experience in the use of computer-based support tools with an emphasis on Microsoft Office and planning tools;
A good understanding of the NATO Organisational structure and NATO procedures for planning, acquisition, programming and implementation of common-funded projects as well as Operation and Maintenance of these capabilities;
Proven ability to effectively communicate orally and in writing, with excellent briefing skills and the ability to produce clear and concise reports.

It would be considered highly desirable if you can display:
Extensive and recent operational experience (at least 8 years) in the use of fielded Air C2 systems;
Knowledge of the NATO’s future Air C2 systems (ACCS and Air C2IS), and of the NATO Integrated Air and Missile Defense environment;
Knowledge and experience of Requirements Management;
Prior experience of working in an international environment comprising both military and civilian elements;

Languages

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
