The post is located in the Internal Systems Development Section of the PCT Information Systems (PCTIS) Service. The Section delivers software development and maintenance for a portfolio of business applications which operate internally at WIPO to support the Patent Cooperation Treaty (PCT), a highly successful patents filing Treaty.

The main role of the incumbent is to interpret business requirements emanating from the Treaty, to analyze, propose and subsequently develop, or oversee internal or off-shore development of, technical solutions designed to meet those requirements.

The incumbent works under the supervision of the Head, Internal Systems Development Section. Main duties:

The incumbent will perform the following principal duties:

a) Manages large and/or complex software development projects.

B) Designs large and/or complex software applications programs and application software program modifications from supplied specifications using agreed standards and tools, to achieve a well-engineered result.

c) Creates, amends and keeps track of software application programs in accordance with the approved design.

d) Plans, designs and conducts tests of software application programs; corrects errors and re-tests to achieve an error-free result.

e) Conducts reviews of supplied specifications of requirements, with involved stakeholders as necessary.

f) Conducts review of own work and leads reviews of colleagues'/external contractors' work.

g) Provides guidance and assistance to colleagues in any aspect of program design, creation, testing and documentation.

h) Takes part in evaluations and reviews of application software programming methods, tools and standards.

i) Keeps informed of developing technologies and their applications and, where necessary, takes responsibility for personal development.

j) Performs other related duties as required. Competencies:

Essential:

First-level university degree in information technology, computer science or a related field.

Desirable:

Certification in Java, UNIX, System architecture, Prince2 and/or Web application design. Experience:

Essential:

At least six years of relevant professional experience, including in systems analysis and design tools and methods, ergonomic methodology, project management and vendor management.

Experience in Java, Web-based technologies and database environments including Oracle, MySQL or similar products.

Working with off-shore development resources.

Desirable:

Experience in the field of IP. Skills:

Ability to select appropriately from applicable ICT standards, methods, tools and applications.

Ability to apply an analytical and systematic approach to problem solving.

Ability to plan, schedule and monitor work and meet time and quality targets.

Ability to present complex technical information to both technical and non-technical audiences.

Ability to rapidly absorb new technical information and apply it effectively.

Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Desirable:

Knowledge of all or several of the following: business analysis, problem management, release and deployment management, security administration, enterprise and business architecture development. Languages:

Essential:

Excellent written and spoken knowledge of English.

Desirable:

Knowledge of French or another publication language of the PCT. Annual salary: (Net of tax)
56,766 USD
60,813 USD (with primary dependants) Post adjustment: 96.4 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. Additional Information:

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

* Initial period of two years, renewable, subject to satisfactory performance. No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
