This is a position within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO). The NCI Agency is looking for Engineer (Security Accreditation) to join our Cyber Security Service Line. Role Responsibilities The NCI Agency has been established with a view to meeting to the best advantage the collective requirements of some or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange. This post is assigned to the Cyber Security (CS) Service Line (SL) which provides governance, scientific, technical, acquisition and sustainment support in the area of cyber security, throughout the lifecycle of NATO Communications Information Systems (CIS). The CS SL enables secure conduct of the Alliance’s operations and business in the NNEC environment and in the context of NATO’s C4ISR. Under the direction of the Chief CS SL but largely on his own initiative, you will perform duties such as the following: Provide security accreditation advice and guidance to NCI Agency Project and System Managers during the whole life cycle of NATO CIS; Conduct Security Risk Assessment in support of NATO CIS; in particular, identify the level of threats and vulnerabilities for all the assets comprising NATO CIS, derive the residual risks and provide risk management recommendations; Identify, plan, request and manage the development of required documents for accreditation (CIS Description, Security Accreditation Plan, Security Risk Assessment Report, Security Requirement Statements, Security Operating Procedures, Security Test and Verification Plan); Build and sustain effective communications with different stakeholders specifically the Security Accreditation Boards, NATO Security Accreditation Authorities and NCI Agency organization units supporting accreditation process; Provide subject matter related briefings and presentations; Represent the Agency on security accreditation matters; Support projects and/or service level agreements within an Agency portfolio; Contribute directly to security deliverables and provide technical and professional guidance to project members to ensure ‘fit-for-purpose’ deliverables; Stay abreast of technological developments relevant to the area of work; Perform any other duties as may be required. Person Specification Qualifications Required It is essential that you hold a university degree in information security, communications or information systems, preferably equivalent to a Master’s. The lack of a Master’s degree may be compensated by relevant working experience and the demonstration of particular abilities or experience of interest to the NCI Agency. Experience Required You will be required to prove good knowledge and experience (at least 2 years) in the following areas: Working experience in the Security Accreditation domain related to the implementation of major Communication and Information Systems (CIS) acquisition and/or development projects for a large organization; Working knowledge and experience with multiple security risk assessment methodologies; Working experience with PILAR (software tool for security risk assessment); Experience in planning, design and system engineering, and implementation of military or other INFOSEC/COMSEC systems/CIS components; Knowledge and experience of COMSEC engineering of information or communication systems, including fully up-to-date technical knowledge related to future developments in the field of COMSEC equipment and systems, and familiarity with related international/commercial/industrial standards. You will be asked to demonstrate ability to communicate effectively orally and in writing with good briefing skills. In addition it would be considered highly desirable if you can demonstrate: Prior experience of working with NATO security accreditation process (e.g. participation in NATO-led security accreditation boards, development of documentation for security accreditation of NATO CIS as a NATO Contractor); Knowledge of NATO Security Policy and supporting directives; Prior experience of working in an international environment comprising both military and civilian elements; Knowledge of NATO responsibilities and organization, including ACO and ACT. Languages Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable. Travel You may be required to travel for business purposes to NATO, national (NATO and non-NATO) and some Operational facilities (Both Inside and Outside of NATO boundaries).
