The EIB, the European Union's bank, is seeking to recruit for its Legal Directorate (JU) – Coordination Unit (COORD) at its headquarters in Luxembourg, an:
IT and Coordination Analyst
The term of the contract is 4 years.
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to its business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
The screening of applications may foresee a written technical test for selecting whom to interview.
Purpose
The IT and Coordination Analyst will support JU on Information Technology matters, business analysis, reporting, project coordination, and internal administrative tasks, interfacing with central services and executing a wide range of coordination duties.
Operating Network
The Legal Directorate has more than 170 posts end employs also in-house legal consultants. The Coordination Unit reports to the Director General / General Counsel and provides support to JU on HR, Budget, IT, reporting, office-logistics, missions and other various coordination-services, liaising with the relative Central Services and other Coordinations.
The IT and Coordination Analyst reports to the Head of the Coordination and provides services to JU management and staff. The Coordination Team being small, the job holder will have to contribute on a wide range of technical, administrative, conceptual but also very operational tasks.
Accountabilities
The IT and Coordination Analyst will work both independently and as part of a team, seeking guidance in sensitive and complex issues from the Head of JU/COORD. The span of accountabilities will include:
 Manage projects and administer project cycles (e.g. Project Evaluation Forms, projects’ execution, timely follow-up of IT projects implementation, testing, communication)
 Execute business analysis tasks: draft business cases, analyse business requirements, translate them into functional specifications, assist in their translation into technical specifications
 Ensure operational reporting and statistics, maintaining and developing them according to evolving needs
 Provide IT assistance and ensure assistance / maintenance / development from central IT, from other services and/ or from external providers, if applicable), covering systems used by JU (including SERAPIS, GED, PeopleSoft Time & Labour, PIRAT, Intranet, Extranet, specific JU applications like HotDocs / GOLD, etc.)
 Hold overall accountability for JU Intranet (technical maintenance and developments, webmaster, content-management)
 Support knowledge-management
 Ensure ITCL services needed by JU (software, hardware, access-rights, out-of-policy requests, distribution lists / mailboxes, chrono-register, etc.), liaising with central-IT and other relevant services (e.g. OSD, IMD, etc.)
 Maintain and develop policies, processes, procedures, standards, manuals, documentation, working tools, training, and templates related to systems used by JU, as needed
 Support JU participation to the IT Steering Committee and to other IT working groups
 Support the Business Continuity Plan of JU as needed
 Provide support to internal audits related to JU (e.g. coordination of the Internal Control Framework, monitoring of AAPs)
 Ensure / organise own back-up within JU Coordination team and offer back-up to other team-members
Qualifications
 University degree related to the assigned business area, preferably in IT or Information management
 Minimum 3 years of relevant professional experience
 Knowledge and experience in IT project-management, functional analysis and reporting: analysing and defining IT needs, drafting business cases and functional specifications, running IT projects, implementing and testing applications respecting deadlines, using / writing queries and reports
 Good knowledge and experience of EIB applications (GED, Intranet, Extranet, Business Objects, PeopleSoft (e.g. Time & Labour module), with proven ability to support them, delivering assistance and maintenance services to internal users
 Knowledge of the Bank's Project Cycle and its support via SERAPIS/LEAP (EIB’s lending application) would be an advantage
 Knowledge of JU activities and processes and of the EIB internal processes/procedures, relevant to the areas of accountability, would be an advantage
 Excellent knowledge of written and spoken English and/or French and good command of the other (*)

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages.
