The EIB, the European Union's bank, is seeking to recruit for its Operations Directorate (Ops) - Operational Support Department (OSD) - Information Systems and Applications Division (OSD - 2), at its headquarters in Luxembourg, a:
(Senior) Business Analysis Officer
The term of this contract will be 4 years
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,
with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
Context
The Operation Support – Information Systems and Applications Division (OPS/OSD-2) ensures the functional consistency of SERAPIS across the entire lending cycle, analyses the functional and technical requirements of Ops and defines the required evolutions of the IT tools used by Ops including Serapis, the Datawarehouse (DWH) and other tools.
The Senior Business Analysis Officer will work on projects not only concerning Ops but also other Directorates and should therefore have a thorough understanding of the EIB. He/she will need to develop a specialisation in a functional domain understanding in detail not only SERAPIS but also all related other IT applications and functional requirements as well as the relevant procedure manuals.
Operating Network
You will join a team of Business Analysts, reporting directly to the Head of Business Analysis & Project Management Unit within OPS/OSD-2 and works in close cooperation with the leader of the application support team.
You will also cooperate closely with other Directorates.
Accountabilities
 In every project, you will be responsible for:
 Identifying all relevant stakeholders for the project (across different directorates)
 Confirming the identified business need with all relevant business stakeholders
 Conducting autonomously the analysis of the impact on procedures, existing business rules and reporting with the relevant business/process experts
 Analysing the impact on existing IT solutions and definition of a target solution together with the IT experts
 Creating all required project documentation (meeting minutes, business case, project charter, detailed requirements, test case document, etc.)
 Supervising the testing process
 Coordinating all stakeholders and management of the project (incl. the planning, meetings, communications, user trainings, etc.)
 Coaching of more junior members of the team
 Representing OPS in working groups and business initiatives requiring expert knowledge
Qualifications
 University degree in the field of business administration or IT or similar
 At least 5 years of relevant professional experience, performing similar tasks in a bank or in a financial institution
 Very good knowledge of English and/or French (*) and a good command of the other is a must
 Certified business analysis skills (CBAP, PBA-PMI or similar) is a plus
 Knowledge of project management principles, methods and practices (PMI; PRINCE 2 or similar) is a plus
 Certified audit skills (CIA or similar) is a plus
 Knowledge of business process and data modelling (UML, ERM or similar) is a plus
 Proven experience with the Software Development Lifecycle is a plus
 Proven experience in transfer projects, transferring business processes from one IT platform to another platform is a plus
 Good SQL and office tools knowledge (MS-Office or similar) is a plus
 Knowledge of data-warehouse and reporting tools (Business Objects or similar) is a plus

 Capacity to communicate clearly and concisely, both orally and in writing; strong drafting skills in English and preferably also in French (*)
(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
