S/he will engage in data improvement projects and contribute to the development of the foundations to ensure that data are well governed and managed ensuring adequate technical support to TMR operational needs.Specific Post EnvironmentTMR monitors counterparts and contracts and acts on contractual events under its responsibility, as well as on distressed transactions, to protect the EIB's financial interest and reputation. The Directorate is responsible for the Financial Monitoring, Event Resolution and Restructuring of (i) EU and non-EU counterparts, (ii) EU and non-EU fully invested funds and equity as well as (iii) EU and non-EU private sector distressed transactions. TMR is also responsible for developing and updating Bank-wide Financial Monitoring guidelines.Operating NetworkS/he reports to the Head of Systems & Data Management Unit, and cooperates closely with the Corporate Services Directorate. S/he has contact internally with different IT partners and other directorates involved in the production cycle of corporate information which serves both internal and external audiences.AccountabilitiesUnder the responsibility of the Head of Systems & Data Management Unit, the Data Governance analyst/officer: Contributes to the development and implementation of the bank-wide corporate data governance action plan and strategy and policies, as well as standards, principles, projects, processes and solutions Acts as business lead for data governance and data management projects covering TMR Directorate generated business information Plays an active role as member of Working Groups for specific improvement projects with bank-wide transversal information/data domains as the focal point Executes typical tasks and activities analysing business requirements to implement data governance and data management, notably regarding:Business glossary: define and maintain business terms, data fields and related metadata following the Bank’s guidelines establish a network of subject matter experts to ensure quality definitions check and update compliance with data roles and data responsibilitiesData quality: define, apply and monitor quality criteria, metrics and controls identify and analyse data quality issues and root causes, propose and implement sustainable improvements, clean and correct data implement data quality processes follow-up timely on IT project implementation and test new releases in TMR systemsInformation architecture: define the appropriate capture, usage and business criticality of data contribute to the definition and improvement of how data are organised (e.g. structures & models) and how data in TMR fit into the Bank’s wider data landscapeTransversal activities: raise awareness of the value of corporate data as an asset and promote governance, definition, quality and organisation of data draft business cases and translate into functional specifications for TMR users assess data impacts of changes, ensure that related data-centric deliverables are reflected in business cases and project charters, and mitigate related risks share knowledge with peers and provide guidance to colleagues in the execution of data-centric activities or activities with data impactsQualifications University degree, related to risk management, preferably in Finance, IT or Information management. At least 3 years’ professional experience covering business data analysis and management, documentation, improvement and management activities Knowledge or exposure to financial monitoring is a key advantage Hands-on knowledge and experience of the Technology Landscape supporting data governance and data management Hands-on knowledge of the Bank's IT applications and databases, notably Serapis, PiRat, LMS and GED Excellent knowledge in testing of IT applications and writing queries in Business Objects Experience with IT Project management (drafting of Business cases, project charters and follow-up of deadlines Knowledge of best practice frameworks (e.g. DMBOK, BPMN, TIQM) Good knowledge of the Bank’s purpose, organisation, business activities and operational cycles Excellent knowledge of English and/or French(*) and a good command of the other. Knowledge of other EU languages would be an advantageCompetencies Written and Oral communication: communicates information verbally and in a written format in a clear, logically structured, concise and confident manner Analysis and problem solving: breaks down and analyses information independently and effectively, identifying the possible issues and proposing realistic and pragmatic outlooks and solutions Organising and prioritising: organises his/her own work in a multi-task context, is able to prioritise tasks according to their urgency and/or importance, and delivers on time Results focus: focus on results and objectives, including delivery of accurate reviews in line with the quality standards of the division under time pressure Developing relationships: establishes and develops positive professional relationships with internal and external counterparts, instils confidence and is able to effectively conduct negotiations Judgement and decision making: exercises good judgement in making proposals, considering all the available sources of information, underlying the rational reasons(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French.
