NATO Communications and Information Agency (NCI Agency) is looking for a Principal Technician (Test Environment), to fill the role within the Independent Verification and Validation Service Line. You will be responsible to operate and maintain a number of IT systems, as well as necessary features, equipment and procedures ensuring safety of personnel within and around an assigned facility.

 

Role responsibilities

 

This is a position within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO).

 

The NCI Agency has been established with a view to meeting to the best advantage the collective requirements of some or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange.

 

The NCI Agency Independent Verification and Validation (IV&V) Service Line (SL) is responsible to Service Strategy Director for performing independent testing, verification and validation as part of project life-cycle activities. Within the IV&V SL, the IV&V Lifecycle support group is responsible for operating and maintaining the Reference environment as well as the Combined Federated Battle Laboratories Network (CFBLNet) European Point of Presence and nodes.

 

Under the direction of the group head and under the technical oversight of a Project Manager, but largely on his/her own initiative, the successful candidate will be responsible to operate and maintain a number of IT systems. The successful candidate will also be responsible for implementing and maintaining all necessary features, equipment and procedures to ensure the safety of personnel within and around an assigned facility.

 

You will perform duties such as the following:

  • Ensure all hardware, software, and patches meet current NATO standards.
  • Recommend and maintain up to date Test lab equipment and software.
  • Monitor on a day-to-day basis the system status.
  • Troubleshoot technical problems associated with the reference facilities
  • Create and configure either virtual or physical domains to be used by testers.
  • Install, maintain, operate and troubleshoot the following:
    • Microsoft and Linux operating systems and applications , both server and client environments;
    • IP based network equipment (routers, switches, crypto); 
    • Virtualized environments, including storage solutions (SAN and NAS); 
    • Voice over IP and Videoconferencing solutions.
  • Maintain and control the patching and updating of patches and anti-virus servers.
  • Provide technical support to the testers. 
  • Interact with and supports national CFBLNet teams. 
  • Investigate developments in currently used technologies and in emerging technologies.
  • Act as lab manager; this includes assisting in performing the configuration management and updating documentation of the systems; 
  • Perform IV&V testing for changes requested on NATO systems;
  • Participate in testing at operational sites as required. 
  • Author and maintain Policy and Standard Operating Procedures (SOP's) to meet the needs of the ever changing technical environment. 
  • Perform other duties as may be required.

Business travel to NATO and national (NATO and non-NATO) facilities, as well as, travel between NCI Agency locations, may be required to undertake duty travel to operational theatres inside and outside NATO boundaries.

 

The successful candidate will also be responsible to establish and maintain professional contacts with co-workers, within organisation element and the Agency, and on occasion with staff in other NATO organisation and external body.

 

Person specification

 

Qualifications required:

 

You will hold a Higher Secondary education and completed higher vocational training leading to a formal technical or professional certification.

 

It is desirable that the successful candidate possesses:

  • ITIL Foundation Certificate; 
  • ISTQB certification;

Experience required:

 

The successful candidate is to have at least 8 years’ relevant System Administration and virtualization experience with a very good understanding of VMware products. He/she is to have 5 years of experience in IT network infrastructure with very good understanding of CISCO equipment, as well as, 3 years of experience in management, execution and reporting of tests, using appropriate testing tools and techniques.

 

It is also desirable that the successful candidate possesses:

  • Prior experience of working in an international environment comprising both military and civilian elements.
  • Knowledge of NATO responsibilities and organization, including ACO and ACT.
  • Knowledge or have experience with test tools, network load test tool, test management tool.
  • Experience in up to date network security principles and practices.

Language skills:

 

A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable. NOTE: Most of the work of the NCI Agency is conducted in the English language.
