1.         Organizational context

 

(a) Organizational Setting

The post is located in the Program Performance and Budget Division (PPBD), Department of Program Planning and Finance. The Program Performance and Budget Division is responsible for facilitating the planning and budgeting, implementation and monitoring, and assessment of the performance of WIPO’s programs in accordance with WIPO’s Results-Based Management (RBM) framework and the Financial Regulations and Rules.  The implementation of Enterprise Resource Planning (ERP) is supported by WIPO’s Administrative Information and Management System (AIMS), which consists of Enterprise Performance Management (EPM), Business Intelligence (BI), PeopleSoft Finance and Human Capital Management (HCM), and Enterprise Risk Management (ERM).

 

(B) Purpose Statement

 

The incumbent provides first-level support to EPM, BI and ERM users across the Organization on a range of program performance and budget-related issues, liaises with the technical teams to ensure timely implementation of PPBD routine business processes and supports PPBD in the definition and documentation of user requirements as well as development and maintenance of reports in the systems.

The incumbent works under the supervision of the Senior Performance and Budget Analyst responsible for system developments.

 

(d) Work Relations

The incumbent liaises extensively with colleagues throughout the Organization and with the Office of the Controller (ERM) and the AIMS technical teams.

 

2.         Duties and responsibilities

 

The incumbent performs the following principal duties:

(a)  Translate and document business requirements into data models;

 

(B)  Provide technical and substantive support to WIPO managers in relation to the use of the ERP EPM applications (biennial planning and annual work planning applications), the BI Program Management dashboards and ERM.  Manage the user support help line (phone and email);

 

©  Develop reports as required in the ERP EPM biennial and annual work planning applications and ERM and design and develop BI dashboards;

 

(d)  Manage EPM/ERM/BI system security including end-user access rights;

 

(e)  Provide training to end-users in the use of new applications and/or new functionalities;

 

(f)   Perform user acceptance testing;

 

(g)  Contribute towards review of business requirements and other documentation in relation to data maintenance and further development of the ERP applications;

 

(h)  Implement routine PPBD operational business processes (annual roll-over of funds, monthly reconciliations between the PeopleSoft HCM and EPM, daily data quality checks);

 

(i)    Perform other duties as required.

Education

Essential

First-level university degree in economics, business administration or related discipline.

Experience

Essential

Professional experience in an area relevant to the role.

Languages

Excellent knowledge of written and spoken English.

Desirable

Knowledge of French.

5.         Information

 

Mobility:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the October 2017 rate of 76.6%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

* Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
