Description

:  

Do you have experience in implementation and maintenance of authorized software changes? Can you prove experience in following established procedures for quality, configuration control, testing, documentation and security? Are you experienced in Level 2/3 support services? If the answer is yes, this position is ideal for you.

 

The NCI Agency is currently looking for a System Administrator responsible for the maintenance, support and technicalintegrity of Directory Synchronization and the Collaboration Services.

This post is assigned to the Core Enterprise Services (CES) Service Line, whose mission is to provide through the Director of Infrastructure Services, the Director of Demand Management and under the guidance of the Director of Service Strategy, full life-cycle services and products to sponsors through successful completion of contracted projects.

 

Under the direction of Section Head (Unified Communication and Collaboration, Informal Messaging Services), you will perform duties such as the following:

·        Responsible for Directory Synchronization and Collaboration Services;

·        Performs implementation and maintenance of authorized software changes, related to assigned applications and the integration/tailoring of vendor supplied components, following established procedures for quality, configuration control, testing, documentation and security;

·        Provides expeditious Level 2/3 support services (including technical help desk and emergency on-site assistance) to ensure Collaboration services remain operational;

·        Assists in the maintenance of the operational and support environments for the software of all assigned systems;

·        The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract;

·        Performs other duties as may be required.

 

Person Specification

  

Qualifications Required

You will be required to have a Master of Science (MSc) degree at a nationally recognised/certified University in Computer Science and 2 years post-related experience or a Bachelor of Science (BSc) degree at a nationally recognised/certified University and 4 years post related experience or exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency, that is, at least 10 years extensive and progressive expertise in the duties related to the function of the post.

 

Further to this it would be considered desirable if you have:

·        Advanced/Graduate degree in a field related to the function of the post;

·        Microsoft Windows Server certifications (MCSA, MCSE).

 

Experience Required

For this position you will need to prove:

·        Sound practical experience in the management, design, implementation, support, testing and maintenance ofassigned applications;

·        At least two years of experience in all Lifecycle aspects of Information Systems to achieve effective systemdevelopment and deployment;

·        Knowledge of architectural design as applied to computer systems;

·        Knowledge and experience related to design, implementation, operation, maintenance, support, configuration and administration of Microsoft Forefront Identity Manager (FIM 2010) and Microsoft Identity Manager (MIM 2016);

·        Broad and sound technical knowledge and experience in distributed Information Systems as they are applied to the modern management information and Command and Control Information Systems. 

It is considered highly desirable if you can demonstrate:

·        Knowledge and experience related to design, implementation, operation, maintenance, support, configuration and administration of Microsoft Lync/Skype for Business;

·        Sound knowledge of SQL and PowerShell scripting;

·        Prior experience of working in an international environment comprising both military and civilian elements; 

·        Working knowledge of ITIL v3/v2011 Incident Management and Service Request Fulfilment processes.

Language Skills

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.

 

Travel

Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCI AGENCY offices;

May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.

 

Contract

NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.

 

Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:

·        Renewal is in the interest of the Agency.

·        Staff member's desire to remain with the Agency.

·        The financial situation provides sufficient funding for the post held.

·        The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.

·        Staff member has served the Agency with performance to the required standard as defined by the Agency,

·        Staff member's deployability to operational theatre.

Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

 

The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
