The EIB, the European Union's bank, is seeking to recruit for its Corporate Services (CS) - Information Technology (IT) – Business Services Department (BSD) – Enterprise Applications Division (EA) – Collateral Management Unit (CM) at its headquarters in Luxembourg, a:

 

Banking software specialist (Collateral Management)

This is a full time position at grade 5/4 - E/F

The term of this contract will be 4 years

 

The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,

with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

 

Purpose

The Banking software specialist (Collateral Management) (internally referred to as (Associate) Officer IT Applicationswill provide expertise on business requirement analysis, interface design, Collateral Management System (CMS) software configuration, development of customer-specific components for ongoing projects and future evolutions of CMS. The position also entails project management, 2nd level user support, system monitoring and maintenance for the modules which are already deployed in production.

As a member of the Enterprise Applications Division (EA), s/he will also have to dynamically respond to new business initiatives, take project management responsibilities and contribute to projects on other banking software.

Operating Network

Within the Enterprise Applications Division (EA), the Collateral Management Unit (CM) drives the development, implementation and maintenance of the collateral management software. Its main purpose is to promptly raise short-term funds against a real time inventory of all EIB’s assets accepted in secured markets. Several critical modules are already live (e.g. margining/settlement processing) and the scope will progressively grow as new requirements arise from new regulatory requirements or evolutions of business processes.

The Banking software specialist (Collateral Management) will report to the Head of the Collateral Management Unit and work in close cooperation with all other IT Divisions and the user community. Externally, s/he will maintain a network of contacts with relevant suppliers of software and/or software related services.

Accountabilities

The Banking software specialist (Collateral Management) will be responsible for:

  • Ensuring that IT policies and initiatives in own domain are implemented and key operational processes are run in the most effective and efficient way

  • Conducting and coordinating business analysis efforts with business analysts/or business representatives and external IT consultants in order to produce application specifications in line with business needs

  • Analysing and proposing possible technical solutions consistent with business and functional requirements and IT plans; and if relevant define required customisations in close collaboration with EIB’s data integration unit and the software vendor

  • Taking project management responsibilities to deliver medium, then progressively larger projects and coordinate with business users and other IT technical teams, in order to ensure the completion of project within set time, budget and quality objectives

  • Acting as technical expert in own specialist IT fields and provide subject matter expertise and a specialised advice on horizontal issues impacting several IT domains in order to contribute to a better integration of the Bank’s IT systems

  • Providing 2nd level user support: channelling and prioritisation of enquiries from end-users, analysis of technical incidents, identification of temporary work-arounds, follow-up of resolutions in co-operation with other IT teams and the external software vendor.

  • Reporting regularly to inform the supervisors of progress

  • Coordinating and supervising external IT consultants

Qualifications

  • Full University degree, preferably in computer science

  • A degree or certificate in banking or finance would be an advantage

  • At least 3 years’ professional experience involving requirements analysis and programming (preferably in the financial sector)

 

Key technical/professional knowledge and skills

  • Experience in project management and knowledge of project management techniques

  • Technological expertise in IT, including the design, development, implementation and maintenance of information management systems Experience with a collateral management system such as SunGard Martini/Apex, Calypso, Algo Collateral, Omgeo, Lombard Colline, Rockall, Murex, 4Sight would be an advantage

  • Alternatively, experience with a front-back banking system (such as ION WallStreetSuite, Avaloq Banking Suite, Olympic Banking System ) would be acceptable

  • Experience with relational databases and scripting languages e.g.: Unix shell, Perl, Python, Visual Basic, SQL

  • Knowledge of some financial instruments (such as bonds, derivatives, repos) and business processes.

  • Strong interest to acquire new business knowledge

  • Knowledge of package customisation and interfacing techniques, databases

  • Excellent knowledge of English and French(*), with a good knowledge of the other.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
