Description
:  
Are you Senior Analyst (Server Administration) with experience in installation, configuration, testing, securing, monitoring and management of server hardware and server software as well as associated data stores. If yes, this position is ideal for you!
 
Role responsibilities: 
NCI Agency CIS Support Unit (CSU) Brussels, located in Brussels (BEL) is the primary Information, Communications and Technology (ICT) service provider for 24/7 support to SecGen, the International Staff (IS), the International Military Staff (IMS) and other customers of the NATO Headquarters in Brussels. CSU Brussels enables end-to-end CIS services as it installs, operates, maintains and supports the full range of CIS capabilities during peacetime, crisis and war throughout its allocated Area of Responsibility (AOR) and as otherwise directed.
The Service Management Branch (SMB) supports the Agency’s Demand Management (DM), Operations Centre, and Service Lines, and is responsible for liaison with all NCI Agency customers in the CSU’s AOR and supports the Head CSU in the role as NCI Agency representative and provides a single entry point for customers. SMB contributes and/or conducts monitoring and measurement of customer satisfaction. SMB supports the management of all agreements concerning Service Provision, Operations and Exercises within the CSU AOR. SMB supports Service Lines in the implementation and improvement of service management processes. This branch directs, co-ordinates and supervises all activities of CSU’s assigned resources in support of Exercises, Operations, Plans, Requirements, Project and Service Management.
You will be involved in a wide range of tasks related to the installation, configuration, testing, securing, monitoring and management of server hardware and server software as well as associated data stores. This includes the resolution of 2nd level support calls. You will also help to identify short, medium and long-term requirements, assist in the preparation of specifications for future upgrades to the server landscape at NATO HQ and associated data stores and participates in the evaluation and selection of commercial solutions.
 
 
Under the direction of the Head Service Management Section, you will be responsible for:
  • Coordinate and conducts own work to meet quality targets;
  • Maintain and improves sound knowledge on implemented technologies;
  • Analyse technical issues, plans, designs, requirements and associated risks, and advises on appropriate actions on technical solutions;
  • Investigate and resolves issues in a systematic approach;
  • Create, installs, operates, maintains and supports server software images, both for Operating Systems and assigned applications, and stays abreast of latest developments in these areas;
  • Analyse and resolves assigned level 2 incident and problem tickets;
  • Support IT Service Continuity Management (ITSCM), Business Continuity and Disaster Recovery Plans;
  • Maintain liaison with other CSU internal units, Service Lines and other external technical organisations;
  • Operate assigned CIS systems and resolves alerts and error conditions; ;
  • Document the configuration of assigned CIS equipment and related operating procedures as well as execution of the latter;
  • Implement procedures, tools and techniques for monitoring and managing the performance of assigned CIS systems and provides reports as required;
  • Monitor and reports on the capacity of the assigned CIS systems;
  • Assist with and implements assigned project work packages;
  • Assist in developing new architectures as Subject Matter Expert in its assigned area of responsibility;
  • Create, installs, operates and maintains Linux server software images, both for Operating Systems and assigned applications, and stays abreast of latest developments in these areas;
  • Support and maintains mobile secure and unsecure infrastructure including 2nd Level support for iOS devices for VIP users;
  • Support specific applications assigned to the team (Call-Out system, Tumba, etc);
  • Conduct the out-of-office hours Brussels Duty Officer role;
  • Deputize for higher grade staff;
  • Perform other duties as may be required.
Person specification 

Qualifications required: 

We are looking for a candidate with a vocational training at higher level in a relevant discipline, or equivalent or diploma of secondary education with 5 years post related experience.
 
Experience required: 

In addition to 5 years’ post related experience you will also have practical experience in the following areas:
  • Current in-depth knowledge and practical work experience of Microsoft Windows operating systems (latest versions) in a large scale LAN-based client-server environment using Active Directory Services;
  • Current in-depth knowledge and practical work experience of Linux operating systems in a large scale heterogeneous client-server network;
  • Current knowledge and recent practical experience of implementing VMware virtual infrastructure;
  • Current knowledge and recent practical experience in managing the mainstream Mobile Device Managers (MDM);
  • Server side scripting (Microsoft PowerShell and Linux bash shell);
  • Experience in compliance and configuration enforcement/management using Puppet (Linux);
  • Experience in configuration, deployment and data visualization (dashboards) in Microsoft System Centre Operation Manager (SCOM);
  • A sound knowledge of the issues and techniques of information processing and web services
  • Experience with data management and storage facilities, including practical analytical experience of IT servers and system architecture implementations;
  • A good awareness of access security and know how to implement security policies, with a good understanding and knowledge of systems usability;
  • Recent experience with server clustering technology, storage systems and backup systems;
  • ITIL Foundation certification.

The following will be considered as an advantage:

  • Support and implementation of IBM & Dell Blade Centers;
  • Management of a groups of Oracle Linux (or RedHat) servers, possibly clustered, in a High Availability configuration;
  • Experience in compliance and configuration enforcement/management using Puppet (Windows);
  • Experience in implementing an end-to-end application SCOM monitoring;
  • Experience with System Center Configuration Manager;
  • Internet Information Services (IIS) and Apache web servers;
  • Blackberry server, Mobile Iron – infrastructure management and deployment;
  • Storage systems and Storage Area Networks including their cluster services (NetApp, HP EVA, HP 3PAR, IBM StorWize,);
  • MS Exchange;
  • MS Lync;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT.

Language skills: 

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.

 

Contract
 
NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.
 
Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:
  • Renewal is in the interest of the Agency.
  • Staff member's desire to remain with the Agency.
  • The financial situation provides sufficient funding for the post held.
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.
  • Staff member has served the Agency with performance to the required standard as defined by the Agency,
  • Staff member's deployability to operational theatre.
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
 
The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
