1.      Organizational Context

 

a.    Organizational Setting

 

The post of Senior Application Software Implementer is located in the Internal Systems Development Section, PCT Information Systems Division (PCTISD). The Section is responsible for the provision of ICT development activities relating to the automated systems supporting the PCT, a highly successful patent filing treaty.

 

 

b.    Purpose Statement

 

The main role of the incumbent is to gather, interpret and analyze business requirements emanating from the PCT, and to design, develop or oversee internal development of software solutions in line with the Organization’s objectives and functions and ensure their implementation and maintenance as well as interoperability and integration with existing systems and infrastructure.

 

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Head of Internal Systems Development Section. 

 

 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties:

 

a.   Conceive the strategy and master plan for solution development projects and act as project manager for such development projects involving coordination and interface with users and other specialists.

 

b.   Plan and schedule projects within the Organization’s overall development activities and build long-term, strategic partnerships with stakeholders and clients to ensure engagement and buy-in; act to make sure that products and services are aligned with expectations and business needs.

 

c.   Review, analyze and improve solution development processes, guidelines and standards within the Organization, and ensure justification by measurable business benefits.

 

d.   Draft policy and other technical documentation for the selection of architecture components.

 

e.   Evaluate and undertake impact analysis on major design options and assesses and manages associated risks.

 

f.    Ensure that the system design balances functional, service quality, security and systems management requirements.

 

g.   Oversee and report on the progress of development projects, ensuring that projects are carried out in accordance with agreed standards, methods and procedures and take action to resolve problems.

 

h.   Apply and design secure development assurance and improvement practices.

 

i.    Assess the potential benefit of specific technologies, products, methods and techniques; investigate these in detail, recognize further avenues of research and identify early users, if any; provide expertise and leadership on technological changes for the Organization.

 

j.    Perform other related duties as required. 

 

 

3.      Requirements

 

Education

Essential

Advanced university degree in information technology, computer science or a related field. A relevant first-level university degree plus two years of relevant professional experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.

 

Education

Desirable

Certification as a secure software development lifecycle professional such as CSSLP or SSCP.

Project management certification, preferably PRINCE2, SCRUM and / or Agile.

 

Experience (Essential)

At least nine years’ relevant professional experience, including with: software development life cycle, software development process improvement, systems analysis and design, tools and methods and customer experience practices and techniques.

Project management experience obtained in a software development / implementation environment.

Experience working with a wide range of ICT standards, methods, tools and applications.

Experience researching, integrating and applying new / emerging technologies. 

Experience in several of the following areas: information assurance, application security, IT service management, enterprise and business architecture.

 

Desirable

Experience in the field of IP.

 

Language

Essential

Excellent written and spoken knowledge of English.

 

Desirable

Knowledge of other PCT publication languages (Arabic, Chinese, French, German, Japanese, Korean, Portuguese, Russian or Spanish).

 

Job Related Competencies

Essential

Advanced knowledge of Java, Java EE, XML, system architecture and web application design.

Advanced  knowledge of UNIX and database environments including Oracle, MySQL or similar.

Sound knowledge of standard project management methodologies and frameworks such as PRINCE2, SCRUM and / or Agile.

Excellent people management skills, with the ability to matrix manage project teams consisting of internal staff and on- and off-shore resources.

Excellent analytical and problem-solving skills.

Excellent communication and interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.

 

Desirable

Knowledge of HTML.

Vendor management skills, with the ability to develop, manage and control vendor contracts, relationships and performance for the efficient delivery of contracted products and services.

Change management skills.

5.         Information

 

Mobility:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the February 2018 rate of 81.6%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

* Initial period of two years, renewable, subject to satisfactory performance.  No fixed-term appointment or any extension hereof shall carry with it any expectancy of, nor imply any right to, (further) extensions or conversion to a permanent appointment.
