Organizational Context a. Organizational Setting This post is located in the Information and Communications Technology Department (ICTD) of the Administration and Management Sector. b. Purpose Statement As WIPO’s most senior technology executive, the Chief Information Officer (CIO) provides leadership and vision for the transformation of the Organization’s information and communication technology systems and structures, with a focus on service excellence, quality, efficiency and integration. The incumbent is responsible for developing the organization-wide ICT strategy in coordination with all internal technology groups, leading the day-to-day operations of the ICT Department, advising WIPO senior management on technology matters and suggesting innovative solutions that will enhance WIPO’s ability to serve its clients and staff and to control ICT-related costs. The CIO will closely collaborate with the business stakeholders and leaders of internal (federated) ICT teams to ensure world-class service from ICTD, streamline operations, coordinate with the leaders/stakeholders of WIPO’s business services and develop the standards, policies and architectures necessary to develop and operate ICT for WIPO. The CIO is expected to play a persuasive role and to scale up his / her business influence, guiding senior management and business leaders on how to thrive in a fast-changing technology and business environment. c. Reporting Lines The incumbent will report to the Assistant Director General for Administration and Management and be accountable to the Information Technology Board (ITB). 2. Duties and Responsibilities The incumbent will perform the following principal duties: 1. Direct the Department's portfolio of work and take overall management responsibility for its human and financial resources, determining priorities and allocating resources for the timely and quality delivery of work products in accordance with WIPO’s results-based management framework; develop and periodically review department work plans, budgets, project plans, and department strategies; determine and track Key Performance Indicators (KPIs) to make sure objectives are met. 2. Develop an Organization-wide ICT strategy. Within WIPO’s governance structure, work with business stakeholders and ICT leaders from the federated groups to develop a comprehensive three-year rolling ICT strategy that will inform the Program and Budget development process. Map the strategy to WIPO’s Medium-Term Strategic Plan to ensure the ICT strategy supports the plan. 3. Develop and forge strong relationships with business stakeholders and federated group ICT leaders to ensure the Organization’s ICT strategy is aligned with the business strategy and that Organization-wide ICT objectives are achieved, to identify and provide solutions for the reduction of overlapping functions and technology tools and address needs proactively to ensure that ICTD is providing superior support. 4. Promote and implement ITB decisions and directions and ensure that ITB directions are effectively communicated and followed throughout WIPO. 5. Keep fully abreast of ICT-related trends, opportunities and risks to ensure that WIPO is making the best use of the technologies available, that the installed technologies are up-to-date and are responsive to business needs and identify emerging technologies that could be useful to WIPO. Recommend, obtain endorsement for and implement changes or additions to WIPO’s technology base that enhance WIPO’s ability to provide superior customer service and support business requirements. 6. Develop, implement, and provide ongoing supervision of a comprehensive service management approach for ICTD that follows industry standards and best practices. Ensure that agreed to service levels are maintained or exceeded. 7. Oversee and guide the operations of ICTD, including service management, infrastructure operations, internal ICT customer support, Enterprise Architecture (EA) and innovation activities, applications support and development and the Program Management Office (PMO). 8. Provide for the resilience of WIPO’s ICT infrastructure and applications. Ensure that plans and processes are established and in place to maintain and secure WIPO systems in the event of a business-impacting event or disaster. Periodically test resilience plans. 9. Work in close collaboration with the Security and Information Assurance Division to ensure policies, standards and processes necessary to secure WIPO’s systems are implemented and maintained; coordinate with the Division to periodically test and verify that security systems and processes are working properly. 10. Perform any other duties as required. 3. Requirements Education Essential An advanced university degree in computer science, information technology or a related discipline. A first-level degree in a relevant discipline plus two years’ relevant experience in addition to the experience requested below may be considered in lieu of the advanced university degree. Desirable An advanced university degree in business management. Recognized certifications in state-of-the art IT-related subjects, including project management, ICT service models (such as ITIL), etc. Experience Essential At least 15 years’ relevant professional experience, including a minimum of seven years’ managerial experience and a minimum five years’ experience in a senior role in the IT department of an international organization or multinational company. Demonstrated record of successfully transforming ICT teams to high-functioning and customer-oriented groups that are aligned with and responsive to their organization’s business requirements and strategy. Desirable Experience working in a federated ICT environment. Language Essential Excellent written and spoken knowledge of English. Desirable Knowledge of French. Information Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Annual salary: Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.
