Description:

NCI Agency is currently seeking a Senior Technician (Information Systems AirC2) to work within our CIS Support Unit is Uedem, Germany. We are looking for someone with a background in Systems Administration of complex computer systems, who can demonstrate knowledge of AirC2 Systems. Role Responsibilities

This is a position within the NATO Communications and Information Agency (NCIA), an organization of the North Atlantic Treaty Organization (NATO).

The NCIA has been established with a view to meeting to the best advantage the collective requirements of some or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange.

NCI Agency CIS Support Unit (CSU) Uedem, located in Uedem (Germany), enables end-to-end CIS services as it installs, operates, maintains and supports the full range of CIS capabilities during peacetime, crisis and war throughout its allocated Area of Responsibility (AOR) and as otherwise directed.

The Service Operations Branch (SOB) is responsible for providing local support to the provision of CIS services in direct support of local and remote customers in accordance with SLAs and other agreements. Under coordination of the NCI Agency’s OPS Center, SOB directs, coordinates, supervises and executes all local Service Operation activities required in support of all Service Lines. SOB provides local Level 1 and 2 support, directly or as directed by the Ops Centre and/or in coordination with the appropriate service lines. SOB contributes to Continual Service and Process Improvement and reports Key Performance Indicators to appropriate service lines. SOB is locally responsible for the installation, operation, maintenance and administration of assigned IT, Network, Cable, VTC, Voice and Video equipment, as well as all operating system, core and specific application software. SOB ensures physical Security is monitored and maintained, and Cyber Security activities are performed as delegated by Cyber Security SL. It coordinates the real life support with the local hosting HQ. SOB contributes to Problem Management, Access Management, Event Management, Request Fulfilment, Release and Deployment, Test and Validation, Configuration Management and Change Management in support of appropriate Service Lines and in coordination with Service Management Branch. SOB is responsible for the provision of limited support to corporate customers within the CSU AOR. SOB is responsible for the development and continual improvement of Configuration, Problem, Change and Release Management processes and procedures. Service Operations branch executes/contributes to Level 1 support of Incident Management and Request Fulfilment. This branch supports service provision to the local customer as defined in the SLA; this includes the end-to-end service, as well as proactive local Incident Management, Problem Management, Event Management. It also installs local software in support of release and deployment management in DAS and ensures that appropriate KPIs are met and reports to Service Lines and Service Management Branch on a regular basis.

Under the direction of Branch Head Service Operations NSV VSO 0010, the successful candidate will perform duties such as the following:
Installs, operates and maintains assigned CORE Systems software, Databases and other Applications and ICT Platforms (IS) and stays abreast of latest developments in these areas.
Supports the applications and data integrity and integrity of assigned ICT Platforms (IS), supports IT Service Continuity Management (ITSCM), Business Continuity and Disaster Recovery Plans.
Maintains liaison with other CSU internal units, Service Lines and other technical organisations.
Provides support related to local CIS Service provision during the execution phase.
Documents the design and configuration of assigned applications and ICT Platforms (IS) and the required operating procedures.
Implements procedures, tools and techniques for monitoring and managing the performance of applications and ICT Platforms (IS) and provides reports as required.
Monitors and reports on the capacity of the assigned applications and ICT Platforms (IS).
Assists with and implements assigned project work packages.
May participate in 24/7 duties if required.
May perform any other duties as required.

Person Specification

Qualifications Required

We are looking for a candidate with vocational training at a higher administrative level in a relevant discipline or equivalent.

Experience Required
At least 5 years’ experience within the area of Systems Administration of complex computer systems.
Knowledge of AirC2 systems.
It will be considered an asset if you can prove:
Prior experience of working in an international environment comprising both military and civilian elements.
Knowledge of NATO responsibilities and organization, including ACO and ACT.
Knowledge of ACCS

Language Skills
Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.

Travel
Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCI Agency offices.
May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.
