Description
:  
Do you have experience in Routing and Switching as an Engineer? Can you demonstrate experience in 1st level technical support for Local Area Network Elements? Can you  prove the ability to coordinates and performs Local Area Network infrastructures design, configuration and maintenance activities?

The NCI Agency is currently seeking Engineers (Network) to liaise and collaborate internally throughout the NCI Agency Service Line infrastructures and to external organizations for fault rectification activities during project implementation and early life support.
 
We are looking to fill Engineers (Network) positions in multiple locations: Naples (Italy) and Bydgoszcz (Poland).  
 
Role Responsibilities
 
This is a position within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO).
 
The NCIA has been established with a view to meeting to the best advantage the collective requirements of some or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange.
 
The NCI Agency Directorate of Infrastructure Services holds life-cycle responsibilities for its services, which include consultative and technical services to the NATO Strategic Commands, to other NATO organizations and member Nations, and internally within NCI Agency, in the form of requirements analysis, concept development, project definition, system design, trade-off analyses, acquisition management, and support to operations, sustained delivery, and maintenance. The mission of the Network Services and IT Infrastructure (NSII) Service Line is to provide, through the Director of Information Services, these services and products to sponsors through successful completion of contracted projects.
 
Under the direction of the Service Owner, the NCI Service Area supplies the facilities, skills and competencies required for full life-cycle support of Network services within NATO.  Within the NCI Service Area the incumbent of this post is responsible for the system transmission and support services necessary to sustain secure and reliable operations and maintenance of the assigned NATO CIS in particular the Network Component of the NGCS. 
  
You will be under the administrative control of the FSP Service Manager and the technical control of the Service Line, and will perform the following duties:
  • Direct 1st level fault resolution on Network Elements to sectors, sites and the Service Area routing cells;
  • Responsible for the delivery of 3rd level technical support for Network Services;
  • Performs fault diagnosis using the Network Management System;
  • Coordinate with sites for Routing and Switching elements centralisation, standardisation and best practices;
  • Supervises and carries out routine maintenance of Network infrastructure, management appliances and other NATO Network equipment;
  • Completes the update of routing tables;
  • Completes any changes to the system documentation;
  • Completes backups and restores of Network core devices; Management Appliances;
  • Supervises the work undertaken by the FSP Network Technicians;
  • Performs remote fault diagnosis and rectification as required;
  • Performs on the Job Familiarization with the Customer;
  • Deputize for higher grade staff, if required;
  • Performs other duties as may be required.
 
Person Specification
Qualifications Required
 
You need to hold a Master of Science (MSc) degree at a nationally recognized/certified University in a technical subject with substantial Information Technology (IT) content and 2 years post-related experience or a Bachelor of Science (BSc) degree at a nationally recognized/certified University in a technical subject with substantial Information Technology (IT) content and 4 years post related experience. Exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency; that is, at least 10 years extensive and progressive expertise in the duties related to the function of the post.
 
In addition you need to have a minimum qualification of Cisco Certified Network Associate (CCNA)  and ITIL Foundation.
 
Experience Required
 
You will be required to prove:
  • At least two years’ operation and configuration experience of CISCO Routing and Switching Elements;
  • At least two years’ operation and configuration experience of and operation of HP Network Automation or equivalent network automation and orchestration systems;
  • A minimum of two years’ experience with the configuration and operation of Network Monitoring and Event Management systems;
  • Very good knowledge of Transmission and Telecommunication Systems Engineering and the associated aspects;
  • Extensive knowledge of implementing and operating network authentication and authorization systems and technologies (e.g. Secure ACS 5.x, 802.1x, 802.1ae MACSEC, RADIUS, TACACS+);
  • A high level of knowledge of network, system and application level troubleshooting techniques;
  • Sound knowledge of communications protocols and practical experience of using diagnostic test equipment;
  • Working knowledge of TCP/IP protocols;
  • Experience in Service Management processes for Incident Management Change Management and Service Fulfilment;
  • Experience in customer support, user incident handling;
  • Experience of preparing technical documentation and Standard Operating Procedures.
It is considered desirable for you to have:
  • Sound knowledge of communications protocols and practical experience of using diagnostic test equipment;
  • Familiarity with military Networks and data systems;
  • Experience with integrating communications systems with Active Directory and PKI technologies;
  • Demonstrable evidence in maintaining knowledge of advances in Information Technology;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities, structure and organization, including ACO and ACT.

Language Skills
Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
 
Travel
Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCI Agency offices.
May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.
 
Contract
NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.
Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:
  • Renewal is in the interest of the Agency.
  • Staff member's desire to remain with the Agency.
  • The financial situation provides sufficient funding for the post held.
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.
  • Staff member has served the Agency with performance to the required standard as defined by the Agency,
  • Staff member's deployability to operational theatre.
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
 
The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
