1.      Organizational Context

 

a.    Organizational Setting

 

This is a project based post located under the Capital Master Plan funded Global IP Platform Program. The program is aimed at introducing a single common IT platform (hereinafter referred to as ‘the Global IP Platform’), which connects the multiple IT platforms supporting the WIPO Global IP systems and the services of the WIPO Arbitration and Mediation Center (AMC).  The Global IP Platform would provide a single entry portal to users of WIPO Global Protection systems services and AMC services via a single WIPO account for each user and implement a user-friendly navigation policy with a common user interface and a central payment portal using a new global payment system.

 

b.    Purpose Statement

 

The main role of the incumbent is to convert business requirements and needs into future architecture and design, guide the development and communicate on high-level structures of integrated solutions. He or she provides guidance on the modifications and integration of components and ensures that they take account of existing architectures, strategies, policies, standards and practices. He or she also ensures that existing and future components remain compatible.

 

c.    Reporting Lines

 

The incumbent works under the supervision of the Global IP Platform Program Manager, with indirect supervision from the Senior Project Manager.


 

2.      Duties and Responsibilities

 

The incumbent will perform the following principal duties:

 

a.   Leads the design of target architectures for complex and highly secure IT systems, based on business requirements and needs, within a business change program, ensuring viability, stability and consistency with existing system.

 

b.   Performs the development of above mentioned designs, by establishing comprehensive strategy and policy for architecture components, promoting the discipline to ensure consistency and using appropriate tools, following Global IP Platform and WIPO Enterprise Architecture and its technology standards.

 

c.   Provides expertise in establishing and improving Global IP Platform and WIPO Enterprise Architecture and its technology standards.

 

d.   Overseas the development of portal and application integration solutions covering all stages of the software development life cycle.

 

e.   Provides expertise in establishing and improving converged Global IP Platform and WIPO wide developer community practices and adoption and usage of software development tools.

 

f.    Provides expertise in digital transformation activities including the adoption of emerging technologies and disciplines such as big data, machine learning, data science and data analytics.

 

g.   Liaise with business representatives to present any options or considerations which require a business decision.

 

h.   Maintain technology awareness, propose and validate technical solutions.

 

i.    Produces detailed component specifications and translates these into detailed designs for implementation using selected products.

 

j.    Perform other related duties as required.

 

 

3.      Requirements

 

Education

Essential

Advanced university degree in Computer Science, Information Systems or a related field. A first-level university degree plus two years of relevant experience in addition to the experience requested below may be acceptable in lieu of an advanced university degree.

 

Desirable

Certification in Project Management, IT Security and or Software Engineering or similar.

 

Experience

Essential

At least seven years of relevant professional experience, including in the domain of Enterprise Architecture, system and application architecture, large scale IT transformation projects with direct business impact by using industry standard methodologies and tools.

 

Desirable

Experience leading ICT projects.

 

Language

Essential

Excellent knowledge of English.

 

Desirable

Knowledge of other UN languages.

Knowledge and demonstrated experience in integrating diverse application architecture platforms.
Knowledge and understanding of infrastructure, network configurations, physical and virtual servers etc.
Knowledge of public and private Cloud based architecture and solutions.
Knowledge of methods and techniques for delivering effective presentations.
Knowledge of methods and techniques for preparing and presenting business cases, requests for proposal (RFP) invitations to tender (ITT) and statements of requirements/work both orally and in writing.

5.       Information

 

Mobility:  WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization.  Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

 

Annual salary:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment.  The post adjustment (cost of living allowance) is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.  The figures quoted below are based on the June 2018 rate of 72.4%

Salaries and allowances are paid in Swiss francs at the official rate of exchange of the United Nations.

Additional Information

 

* Initial period of one year, renewable, subject to funding and satisfactory performance.  Fixed-term appointments granted for approved projects shall be for a period whose minimum and maximum duration are tied to the funding and terms of reference of the project.  The overall duration of a fixed-term appointment for a project shall normally not exceed five years.  Fixed-term appointments granted for approved projects shall not be converted to a permanent or continuing appointment.
