Organizational Context a. Organizational Setting This is a project based post located under the Capital Master Plan funded Global IP Platform Program. The program is aimed at introducing a single common IT platform (hereinafter referred to as ‘the Global IP Platform’), which connects the multiple IT platforms supporting the WIPO Global IP systems and the services of the WIPO Arbitration and Mediation Center (AMC). The Global IP Platform would provide a single entry portal to users of WIPO Global Protection systems services and AMC services via a single WIPO account for each user and implement a user-friendly navigation policy with a common user interface and a central payment portal using a new global payment system. b. Purpose Statement The main role of the incumbent is to design, prototype, implement and test descriptive and predictive analytics models, work with technicians to determine operational models and to collaborate with business areas to identify and explore opportunities for the application of predictive analysis. c. Reporting Lines The incumbent works under the supervision of the Global IP Platform Program Manager, with indirect supervision from the Senior Project Manager. 2. Duties and Responsibilities The incumbent will perform the following principal duties: a. Modelling and analyzing data in the Global IP platform data warehouse to develop algorithms and mathematical models that contribute to the organization’s capacity to make strong decisions based on qualitative and quantitative data. b. Collaborate with business areas to improve adoption of data science based insights into their decision-making process. c. Define and communicate the value that can be derived from analytical models. d. Measure and continue to improve the predictive accuracy of models. e. Establish ethical, secure and performant data science based operations for the Global IP Platform and propose emerging methodologies and techniques. f. Establish ethical, secure and performant data science based operations for the Global IP Platform and propose emerging methodologies and techniques. g. Collaborate with technical teams to ensure that once proven algorithms are implemented in ethical, secure and performant solution architectures. h. Perform prototyping, tests and other exercises required to improve the functioning of the analytics platform. i. Prepare concise data reports and present information using visualization techniques to management and other stakeholders. j. Perform other related duties as required. 3. Requirements Education Essential Advanced university degree in Statistics, Mathematics, Economics, Computer Science, Information Management or a related field. A first-level university degree plus two years of relevant experience in addition to the experience requested below may be acceptable in lieu of an advanced university degree. Desirable Certifications related to Data science. Understanding of Agile and or PRINCE2. Experience Essential At least seven years of relevant professional experience. At least four years of experience in data science or related areas. Demonstrated ability to deploy solutions that apply data science oriented methodologies such as time series methods, econometric methods, machine learning algorithms, etc. Desirable Experience in computer programming. Experience in working in one or more data science languages such as R, Python, SPARK, MATLAB, etc. Language Essential Excellent knowledge of English. Desirable Knowledge of UN languages.
