The NCI Agency is looking for a talented Principal Technician (Information Systems). In this role, you will investigate and resolve technical issues while advising your superiors. In addition, you will install, operate and maintain assigned Functional Systems software, Databases and other Applications ensuring the applications and data integrity.If you possess relevant education, at least 8 years of relevant experience, and keep abreast of new technology, we would like to meet you!

 

Role responsibilities:

 

Application Management Section (AMS) supports, maintains and operates locally installed application software. AMS ensures that the technical knowledge and expertise is available to manage assigned applications. AMS ensures the seamless integration of the new and existing applications. The Section ensures that appropriate KPIs are met and reports to Service Integration Section and Service Lines in support of service transition and service operation on a regular basis. AMS contributes to Incident Management Level 1 and 2 support, Event Management, Access Management, Problem Management, Release and Deployment, Configuration Management and Change Management in support of appropriate Service Lines.

 

Within the Application Management Section, the Functional Services cell provides support to Operation and Maintenance of Functional Services within the AOR, it is responsible for database administration, installation, software maintenance and local systems support (as required) of assigned Functional Services. It provides support to special databases and projects as directed.

 

Under the direction of Section Head Application Management, you will perform duties such as the following:

  • Coordinates and conducts work to meet quality targets;

  • Investigates and resolves technical issues in a systematic approach;

  • Maintains sound knowledge on implemented technologies;

  • Advises his/ her superiors and recommends technical solutions;

  • Installs, operates and maintains assigned Functional Systems software, Databases and other Applications and stays abreast of latest developments in these areas;

  • Supports the applications and data integrity, supports IT Service Continuity Management (ITSCM), Business Continuity and Disaster Recovery Plans;

  • Maintains liaison with other CSU internal units, Service Lines and other technical organizations;

  • Provides support related to local CIS Service provision during the execution phase;

  • Assist in documenting the design and configuration of assigned applications and the required operating procedures;

  • Implements procedures, tools and techniques for monitoring and managing the performance of applications and provides reports as required;

  • Monitors and reports on the capacity of the assigned applications;

  • Assists with and implements assigned project work packages;

  • Deputize for higher grade staff, as required.

  • Performs other duties as may be required.

Person specification 

Qualifications required: 

We are looking for a candidate with a vocational training at higher level in a relevant discipline or equivalent combination of qualifications and experience, with at least 8 years of relevant experience.

 

Experience required:

 

In addition to at least 8 years’ relevant experience, you will also have:

  • ITIL training leading to certification in ITILv3 at the Foundation level or higher; 

  • Recent experience in:

    • Systems installation/decommissioning (SFIA HSIN Level 2);

    • Configuration management (SFIA CFMG Level 2);

    • Application Support (SFIA ASUP Level 2);

    • Database Administration (SFIA DBAD Level2);

    • Problem Management (SFIA PBMG Level 2).

Desirable Experience:

 

The ideal candidate will possess some or all of the following:

  • Knowledge of ITILv3 Service Transition

  • Prior experience of working in an international environment comprising both military and civilian elements;

  • Knowledge of NATO responsibilities and organization, including ACO and ACT.

Travel:

 

Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCIA offices;

May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.

 

Language skills:

 

A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable;

NOTE: Most of the work of the NCI Agency is conducted in the English language.

 

Professional Contacts:  

You will be required to:

  • Co-ordinate with a vast array of end-users and customer representatives from CIS divisions of all supported organizations;

  • Brief and present data in staff meetings up to CSU Commander’s level.

Supervisory/Guidance Duties:

 

None.

 

Working Environment:

 

Normal office environment.

 

Contract:

 

NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.

 

Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:

  • Renewal is in the interest of the Agency.

  • Staff member's desire to remain with the Agency.

  • The financial situation provides sufficient funding for the post held.

  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.

  • Staff member has served the Agency with performance to the required standard as defined by the Agency,

  • Staff member's deployability to operational theatre.

Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

 

The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
