Description
:  
BICES is looking for a skilled Network Engineer whose primary role is to design, document and implement new network capabilities on the BICES system, within the Intelligence Service Design Division.
 
Do you have experience as a Network Engineer designing and implementing complex LANs/WANs operating at a classified level? Do you master VoIP, CISCO R&S, virtualization, storage and PKI technologies? Then you might be the colleague we are looking for!
 
1. DUTIES OF THE POST
  • Support the preparation, implementation and execution of BGX-supported exercises, regarding the network engineering aspects.
  • Be accountable for the specification, design, documentation and implementation of new or updated capabilities related with BGX-operated networks up to NATO Secret level.
  • Assess and propose solutions on Computer Information System (CIS) interoperability issues within the Battlefield Information Collection and Exploitation Systems (BICES) domain as well as with interconnected domains.
  • Advise on technical specifications such as Ports and Protocols to be used on the BICES network.
  • For technical aspects, contribute to the development of BICES requirements statements.
  • Execute technical development tasks within project teams he/she is assigned to and as programmed by the responsible project manager.
  • Provide third level support to solve incidents that occur on BICES Group Executive (BGX)-operated networks.
  • Prepare technical instructions, procedures, concepts and requests for change.
  • Evaluate commercial network services and components regarding their suitability for BICES purposes.
  • Assist the BGX Configuration Manager in recording, maintaining and verifying network-specific configuration items.
  • Represent and support the BGX at meetings of national and NATO bodies as required.
  • Liaise with national and NATO bodies and individuals as required.
  • Perform other duties as may be required by the AD ISD or the Deputy AD ISD.
 
2. QUALIFICATIONS AND EXPERIENCE
 
Essential
  • Extensive experience in the field of Network and Systems Engineering (a minimum of 5 years).
  • A minimum of 3 years’ experience in implementing and managing complex and extendedLocal and Wide Area Networks (LAN/WAN).
  • Experience in designing networks which are operating at NATO SECRET level (or comparable national classification), including a cryptographic overlay (e.g. Virtual Private Network - VPN) using NATO-approved IP encryptors.
  • CISCO professional training leading to a CISCO Certified Network Associate (CCNA) qualification or equivalent.
  • Experience in working in a multinational and mixed military/civilian environment.
  • Master of Science degree in Electrical Engineering or IT Engineering or a Bachelor of Science degree coupled with extensive experience in Network and Systems Administration.
 
Desirable
  • Extended CISCO Network training – leading to a qualification equivalent with a CISCO Certified Network Professional (CCNP) certificate.
  • Experience in complex Voice over Internet Protocol (VoIP) / Video Tele Conferencing(VTC) environments using Session Initiation Protocol (SIP), including security aspects of implementing that capability (i.e. Cisco CUBE).
  • Experience in designing and implementing virtual environments using vSphere, including the use of Storage Area Network (SAN) technology.
  • Experience in designing and implementing redundant Network Operation Centres covering High Availability, Disaster Recovery and Continuous Operations aspects.
  • Experience in designing and implementing Public Key Infrastructures (PKIs) using Open Source components such as Open Secure Sockets Layer(OpenSSL).
  • Experience in designing and implementing Intrusion Detection Systems, including the detailed configuration of the detection engine in accordance with established security policies.
 
 
3. LANGUAGE PROFICIENCY
 
Must be fluent orally and in writing in one of the official languages of the Organisation; a working knowledge of the other is desirable.
 
Note: The work, both oral and written, for this post and within the organization as a whole is conducted mainly in English.
 
 
4. PERSONAL ATTRIBUTES
  • Personal qualities of tact, judgement and adaptability.  
  • A sense of diplomacy and propriety in order to work harmoniously with colleagues, both military and civilian, from nations and from NATO, as well as with staff from private scientific/industrial organisations.  
     
     
5. PROFESSIONAL CONTACTS
 
Promote and maintain professional relations with appropriate officials, both military and civilian, within nations and NATO as required.
 
 
6. SUPERVISORY/GUIDANCE DUTIES
  • Supervise technical implementation as requested.
  • Give guidance as necessary to the appropriate personnel of the BGX
 
 
7. TRAVEL REQUIREMENTS
 
Some travel is required, including Theatres of Operation.
 
 
8. CONTRACT:
 
The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period.
 
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period subject also to the agreement of the national authority concerned.
 
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. 
 
NOTE: 
Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade.

There are certain specific circumstances in which a serving staff member may be appointed directly to the higher grade.  These are described in the IS directive on twin-graded posts.

Advancement to the higher grade is not automatic and at least a minimum period of 3 years’ service (2 years for an A.1/A.2 post) is required before promotion to the higher grade can be considered.
