The EIB, the European Union's bank, is seeking to recruit for its Corporate Services (CS) - Information Management & Procurement Department (IMP) – Corporate Information & Processes Division (CIP) – Data Governance Unit (DG), at its headquarters in Luxembourg, a:

 

(Associate) Data Governance Officer – Glossary & Metadata Lead

 

This is a full time temporary position at grade 4/5

 

The term of this contract will be 1 year; as this is a temporary replacement assignment, no extension or conversion of the contract is foreseen

Panel interviews are anticipated for end of September/beginning of October

 

 

 

Purpose

As (Associate) Data Governance Officer – Glossary & Metadata Lead within the Data Governance Unit (DG) you will support data management and governance activities by validating and improving definitions of data assets and metadata in the EIB’s “Business Glossary”.

 

Operating Network

You will report directly to the Head of Data Governance Unit.

You will work in close cooperation with colleagues throughout the Information & Processes Division (CIP), counterparts from all Directorates, CIP clients and IT partners involved in the production cycle of corporate information. Externally, you will be in contact with consultants and counterparts in peer organisations to keep abreast of best practice.

 

Accountabilities

  • Drive the “Business Glossary” initiative across the EIB, including validating definitions and metadata attributes for business objects, terms and concepts submitted by EIB data officers
  • Contribute to the review of project charters and change requests submitted by project managers in order to ensure proper definition and documentation of data governance deliverables
  • Liaise with the network of EIB data stewards and reporting officers
  • Lead the EIB Data Governance Office’s (DGO) transversal Reporting Working Group to build and maintain corporate report inventories based on the new Reporting Governance Framework
  • Cooperate with IT-Data Warehouse counterparts to oversee the upgrade of the “Business Glossary” to introduce new functionality
  • Support the validation of data quality rules as part of the DGO’s Data Quality framework.

 

Qualifications

  • University degree in business administration, finance, risk management or a related field with exposure to data governance and quality subjects and deep understanding of IT and information management
  • Minimum of three years’ professional experience covering data governance, business reporting and data quality management activities, ideally gained within the financial services sector and in an international context

Key technical/professional knowledge and skills

  • Demonstrable track record in data management
  • Experience of the technology landscape supporting data management and governance
  • Experience of financial reporting including relevant data warehouse tools
  • Good knowledge of enterprise data management and data governance best-practices and guidelines such as the Data Management Body of Knowledge (DMBOK) and BCBS 239
  • Awareness of Best Banking Practices and the regulatory frameworks for financial institutions
  • Strong written communication and report drafting skills both in English
  • Excellent negotiation skills at various levels
  • Excellent knowledge of English and/or French(*), with a good knowledge of the other. (Knowledge of other EU languages would be an advantage).

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
