NOTIFICATION OF INTERNATIONAL CIVILIAN HIRE (ICH) VACANCY 
 
DIVISION: Communication Information Systems (CIS)
TITLE: Staff Officer/CIS Engineer
GRADE: ICH-7
 
 
1.  POST CONTEXT
 
NATO is a member of the Global Coalition to Defeat ISIS/Daesh, and coordinates its efforts to support Iraq with the United Nations, the European Union and individual countries.
 
NATO Mission Iraq (NMI) is a non-combat mission which complements the broader international effort to support Iraq to eradicate terrorism, thus increasing the long- term stability of the region.
 
NMI will be focused in establishing in Baghdad a network of advisors, mentors and trainers within Iraqi Security Institutions, primarily the Ministry of Defense, and Professional Military Education Institutions, in order to advise on Security Sector Reform and to support the Iraqi institutions in enhancing their capabilities and functionality.
 
The Staff Officer CIS Engineer is responsible for all technical coordination and liaison with relevant authorities to ensure that robust C5ISR support is provided to the NMI.
The Staff Officer CIS Engineer will provide detailed and thorough technical knowledge for all aspects in support of CJ6 to include Information Systems Projects and Service Level Agreements. 
 
The Staff Officer CIS Engineer reports to the CJ6 Branch Head (NTI CSX 0010).
 
2.  DUTIES
 
The Staff Officer/CIS Engineer acts as the lead CIS subject matter expert on Information Systems for NMI.
 
The Staff Officer CIS Engineer reviews the information Systems portion of any new CIS projects, addressing integration aspects with respect to existing capabilities.
The Staff Officer CIS Engineer provides first level design and estimates as inputs to the HQ prioritisation of CIS requirements.
 
The Staff Officer CIS Engineer participates in the production of project documentation throughout the various phases, from initiation (TBCEs, PIDs) to user acceptance (JFAI report)..
 
The Staff Officer CIS Engineer interfaces with external CIS service providers regarding Information Systems requirements, technical planning and implementation of Information Systems.
 
The Staff Officer CIS Engineer performs CIS technical consultation for the other CIS sections.
 
The Staff Officer CIS Engineer validates the requirements for the CIS budget of the HQ, its lead operations and the associated Medium Term Financial Plan (MTFP).
 
The Staff Officer CIS Engineer presents cases to resource and financial committees on CIS requirements.
 
The Staff Officer CIS Engineer provides expert advice on CIS projects concerning the most suitable, cost effective funding resources to other members of the CIS staff.
 
The Staff Officer CIS Engineer ensures HQ system Life Cycle Management for CIS.
 
The Staff Officer CIS Engineer monitors the quality of information services and identifies deficiencies.
 
The Staff Officer CIS Engineer provides oversight and operational guidance of CIS projects.
 
The Staff Officer CIS Engineer prepares and produces Information Systems operations and maintenance financial plans and budget requirements submission for CRO and NMI budget for the NATO HQ WGNTE screening.
 
The Staff Officer CIS Engineer drafts, maintains and advocates CIS-related service level agreement and management and serves as the ‘Intelligent’ Customer for the HQ and liaises with CIS service providers.
 
Under routine circumstances, the job is performed in a typical office environment, within a secure facility, where slightly undesirable working conditions apply.
Within the current identified threats, the overall risk is moderate.  The level of threat requires adherence to the detailed in-theatre instructions on personnel security.
The risk may increase if personnel are moving outside of designated secure areas. 
The incumbent may be required to perform like duties elsewhere within the organisation as directed.
 
 
3.  QUALIFICATIONS AND EXPERIENCE
 
ESSENTIAL
 
University Degree in Information Technology, Computer Science, Electronics, or related discipline, and 4 years of post-related experience
 
Or
 
Higher Secondary education and completed advanced vocational training in a post-related field leading to a professional qualification or professional accreditation, with 5 years of post-related and 2 years of function related experience.
 
Experience in Data Processing technology.
 
Capability of converting evolving military operational requirements into Information Systems development.
 
Extensive knowledge of System Analysis principles to direct and guide Information Systems development.
 
Broad and sound technical knowledge and experience in distributed Information Systems as they are applied to modern information management and Command and control Information Systems.
 
Detailed knowledge of architectural design as applied to computer systems.
 
Sound technical knowledge on wide area networks and local area networks.
 
Must have English Standard Language Proficiency level of “Professional” in listening, speaking, reading, and writing (SLP 3333 based on NATO standards).
 
 
DESIRABLE
 
Specific experience in Project Management.
 
Specific proven experience in maintaining knowledge of advances in CIS technology.
 
Knowledge of NATO CIS and its concepts, policies, and architectures.
 
Knowledge of NATO in-service and planned Information Systems.
 
Knowledge of NATO funding mechanism.
 
NATO CIS Orientation course
 
NATO Staff Officer Orientation course
 
INFOSEC Course – NATO CIS School.
 
Mission Rehearsal Training (MRT).
 
 
Personal attributes
The Staff Officer CIS Engineer will be required to work towards the accomplishment of broadly defined aims and assist in definition and application of a wide range of procedures.  He/She must have good interpersonal and communication skills, good health, maturity, poise, tactfulness, firmness and persuasion.
The Staff Officer CIS Engineer must also possess considerable professional judgement to make decisions on technical matters within the general framework of available procedural guidance, and he/she must be able to work long hours, when required.
 
Professional contacts
The Staff Officer CIS Engineer maintains regular professional contacts with others inside and/or outside immediate organisation on functional matters.  He/she solicits/gives information and provides advice/guidance.
 
Contribution to the objectives
The work involves the analysis and research of a complete task with recommendations affecting the plans and management of the organisational element.
 
 
4.  EMPLOYMENT CONDITIONS
 
The successful candidate will be offered a 12-month definite duration contract, which may be renewed subject to satisfactory performance, and the continued operational need/funding for the position.
 
The basic salary for an ICH-7 is Euro € 9,643.00 per month (exempt from local taxation). A further amount of 12% of the basic salary will be paid every month to satisfy personal pension obligations.
 
The benefit package may include allowances based on personal circumstances.
