:  
In 2018, NATO continues to respond to the most complex security environment in a generation. In order to help NATO protect its nations and citizens, BICES plays a key role by enabling multinational sharing and exchange of Intelligence between and among participating nations and other organizations.
 

To support its mission, the BGX is looking for an experienced Network and Communications Technician to contribute to the day-to-day Incident & Problem Management processes but also support to the design, documentation, testing and implementation of assigned projects.

1. SUMMARY
 
The incumbent’s primary role as a Network and Communications Technician is that of providing 1st, 2nd and when possible contributing to 3rd level support for complex technical resolutions in thearea of all networking and associated components, including but not limited to those associated with all cryptographic materials. He/She also provides support to the design, documentation, testing and implementation of assigned projects, to include all stages of Service Transition processes. He/She will also play a key role during the investigating of possible security vulnerabilities, by performing in-depth analyses, and providing reports to the Information Assurance/Cyber Defence section with recommendations of possible actions to eliminate, remove, and/or mitigate network security risks.
 
Primarily he/she will contribute to the day-to-day Incident & Problem Management processes by performing recovery, troubleshooting, and maintenance and activities associated with Incident and Problem Management methods. He/she will also provide training and knowledge sharing to all Service Desk and additional stakeholders, through the organizing, developing and leading internal/external training workshops as directed by Service Delivery Manager.
 
He/she maybe required to represent Battlefield Information, Collection, & Exploitation System (BICES) in technical coordination meetings with NATO and national technical experts, to ensure services; configuration and interoperability are properly taken into consideration.
 
 
2. QUALIFICATIONS AND EXPERIENCE
 
Essential
  • The management and operation of IT infrastructure (typically hardware, software and communications) and resources required to plan, develop, deliver and support properly engineered IT services and products to meet the needs of the BICES user community;
  • At least six years of professional experience as Network Technician of IP networks, communication and cryptographic materials;
  • Ability to understand, assess and solve technical issues in a troubleshooting environment and under time pressure constraints;
  • Detailed knowledge of Local Area Network (LAN)/Wide Area Network (WAN) communications, router/switched based networks and routing protocols, with specific expertise on Thales Crypto Equipment Internet Protocol (TCP/IP), MPLS and Cisco products/technologies;
  • Extensive hands-on experience with Internet Protocol (IP) Cryptographic devices (e.g. TCE IP family);
  • Detailed knowledge and four years experiences of Firewalls, Voice and Video guards, sniffer/snort capabilities, Certificate Servers and Public Key Infrastructure (PKI) environments;
  • Knowledge and four years of experiences with Cisco Voice/Video over IP technologies, including trucking of voice and video end user devices using SIP protocol;
  • Experience in configuring/connecting/cabling Data Circuit Terminating Equipment/Data Terminal Equipment;
  • Ability to effectively prepare and maintain documentation, of a technical nature (e.g. configuration guides, diagrams, training preparations, request for changes);
  • Knowledge with at least four years’ experience in the implementation and managing of Fourth Version of Internet Protocol (IPv4) and 6 schemas;
  • Knowledge with at least four years’ experience with managing, installing and maintaining electronic keymat.    
 
Desirable
 
  • Infrastructure-Configuration management: The systematic management of information relating to the documentation, software, hardware and firmware assets of an organization. This will involve identification and appropriate specification of all configuration items (CIs);
  • This required information will directly relate to keeping processing and reporting of all network related Cis, specifically under the terms of change control. The overall application of status accounting and auditing, often in line with acknowledged external criteria such as ISO 9000, throughout all stages of the CIs’ life history
  • Recent experience in Military Operations, with Coalition Operations experience highly desired;
  • Certification on IT industry/service provider standards, (e.g. Information Technology Infrastructure Library (ITIL);
  • Knowledge of NATO and national information technology security polices and experience in the installation, configuration, and maintenance of network based systems in accordance with NATO and/or national Security regulations.

3. EDUCATION
 
Essential:
Higher Secondary education and completion of advanced vocational training leading to a professional qualification, or professional accreditation with six years’ post related experience.
 
Training:
  • CISCO Certified Network Associate (CCNA).
  • CISCO Certified Network Professional (CCNP).
  • Formal Training in Call Managers (e.g. CUCMs)
  • Formal Training in the use and maintenance of cryptographic materials. (e.g. TCE family)Formal Training on Handling Crypto Keys
     
     
4. LANGUAGE PROFICIENCY
 
Must be fluent orally and in writing in one of the official languages of the Organisation; a working knowledge of the other is desirable. (Note: most of the work, both oral and written, in this post, and in BGX as a whole, is conducted in English).

6. PRINCIPAL DUTIES

  • Directly oversees the installation, integration, programming, operations and maintenance of the BBN node with regards to networking, IP management, overseeing all Crypto equipment, Modems, Packet Transfer Component (PTC) routers, switches and IP related equipment components, including Security Boundary devices. i.e. Firewalls, Sniffers, Snorting.
  • Directly oversees the installation, integration, and programming, of tracking all secure voice and video related devices as it pertains to, Voice over Internet Protocols (VoIPs) and Video Telephone Conferences (VTCs) devices and services.
  • Directly oversees all aspects of lines and connections with installation, maintenance, upgrades, and providing technical advice during additional actions required to improve overall performance.
  • Directly supports Configuration Management process, providing data to be tracked and included into the CMDB, and participate in any/all auditing, accounting and verification processes.
  • Directly involved in the development of change and release plans, to include testing, rollout and rollback plans. Supports during the periodic testing of Disaster Recovery/Business Continuity Plans, and reporting findings with recommendations on improvements for further developments.
  • Ensures that disaster and backup recovery capabilities are implemented into every aspect of systems and services and tests solutions as directed by the Service Delivery Manager.
  • Executes established and proper preventive maintenance plans for all networks, cryptographic, and communication components.
  • Ensures all technical and service oriented documentation pertaining to assigned systems, interconnections, networking topologies, and supporting cable plant etc. are prepared, properly stored and kept up-to-date.
  • Prepares Request for Changes on behalf of customer support, as it pertains to Incidents and Requests for Change management processes.
  • Prepares, review and tests any/all Standard Operating Procedures (SOPs) for Networking and Cryptographic troubleshooting, ensuring accuracy and standardization of implemented procédures.
  • Collects and validates systems and services performance metrics, optimizing performance. Assists Service Delivery Manager in the creation and execution of Service Improvement Plans (SIPs).
  • Collects, analyses and forwards proposals for required service and technical underpinning support contracts.
  • Supports in the analysis of incident/problem patterns and developments spare parts kit and recover action plans, which minimize downtime of services.
  • Stays abreast of technological developments relevant to the area of work.
  • Maintains additional BICES Points of Presence (POPs) e.g. Alternate BICES Operations Centre (Alt BOC site), 2nd server and Application Test Lab enclaves) to the same standards as outlined above.
  • Deputise for the Service Delivery Manager as required

     

The incumbent may be required to perform a similar range of duties elsewhere within the organization at the same grade without any change to the contract. The work is normally performed in a typical Secure Facility environment. Slightly undesirable conditions apply. The risk of injury is categorized as: Light Risk of Injury.
 
  
7. RESPONSIBILITIES OF THE POST
 
Ensures that all required steps and actions are taken to resolve incidents and customer requests following the established models, outlined by the Service Delivery Manager. These actions are in concert with additional support tiers including: Service Desk, Systems Section, Information Assurance and on a case-by-case basis including the appropriate Engineering section, with an overall aim of providing timely 1st, 2nd and when possible 3rd level support for networking and communication services, and their inherent associated technical assets (e.g. routers, switches, crypto Manager, etc.). Will also maintain, update and modify network management and monitoring services, and support Networking and Communication Technicians in planning both Incident and Problem Management functions based on scheduled and systematic analysis reviews. Will be responsible for providing advice for upgrades, changes and modification of network services through Capacity Management studies, such as: bandwidth utilizations, limitations of operational devices, as they reach limitation thresholds and lifecycle effectiveness and hold a supporting role in all Configuration Management aspects. And through the Application Test Lab (ATL) Manager, be responsible for the overall maintenance for the ATL, with an aim of reflecting the current operational environments.

9. WORK ENVIRONMENT AND TRAVEL REQUIREMENTS
 
The incumbent may be required to undertake operational deployments and/or Temporary Duty (TDY) assignments both within and without NATO's boundaries. The Service Desk operation consists of a combination of Service Desk members: Operators, Server/Application Specialists and Network Specialists. In a combined effort, these members provide support to services and systems on a 24/7 basis, thus are subject to on-call and overtime duties after normal working hours. These duties are established by the Head Intelligence Service Operation (ISO) at any time and will follow NATO Civilian Personnel Regulations (CPRs).
 
Limited travel required to include short term deployments.
 
 
10. CONTRACT:
 
The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period.
 
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period subject also to the agreement of the national authority concerned.
 
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. 
 
NOTE: 
Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
 
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates.  These circumstances are described in the IS directive on twin-graded posts.
