INFORMATION FOR PROSPECTIVE CANDIDATES FOR THE POSITION OF DATABASE MANAGER – INTERNATIONAL CIVILIAN CONSULTANT LEVEL 6, AT HQ KFOR, PRISTINA, KOSOVO

Completing an Application Form

Thank you for your interest in the position of Database Manager at HQ KFOR. Separately find the following documents:

 


When completing the application form, please pay particular attention when completing Part Two. In this section you are required to give information and examples of your work experience which show that you have the essential requirements for the position.
 
The essential education, experience and skills requirements are:
• University degree in computer science or related subject.
• Minimum 6 years working experience creating and supporting databases to include clear evidence of: - MS SQL and MSOffice experience support and developing;
- Experience in the Microsoft Windows Server Operating Systems Management;
- Full-Stack development in Python; 
• Supervision, analytical and constructive thinking, evaluation, even creativity is required for the determination of best courses of action in the functional area. Work context results in actions and/or recommendations that may substantially impact on the efficiency, image and the financial resources of the HQ.
• Advance knowledge of Automated Data Processing
• A very good level of English language.
• Good communication and team working skills are also required.

In Part One of the application form, you should ensure you complete the sections confirming level of education and any training certification.

Failure to provide evidence against any of the essential requirements will likely result in the failure of your application.
Essential Language Requirements: Candidates will be required to have a very good level of English (spoken, reading written, and listening) (please indicate language skills in Section 8, of Part One of the Application Form). Candidates who are shortlisted for the position will be required to undertake a language test as part of the selection process.
 
Nationality Requirements: Applicants must be nationals of NATO member nations.

Applicants should complete and return only the Application Form. No additional documents (CVs, Letters of Reference, Commendations, etc.) should be submitted. Applications need to be sent electronically as MS Word document or .pdf file. No signature needed at this stage of the recruitment. Please attach proof of current citizenship: certificate, passport or national ID. Attachment to not exceed 1 MB file size. Evidence of educational qualifications and/or training certifications will be sought for candidates who are invited to interview.
 
Information on KFOR/the Job position

The NATO-led Kosovo Force (KFOR) is deployed in Kosovo to help maintain a safe and secure environment and freedom of movement for all citizens, irrespective of their ethnic origin. KFOR is part of the wider international effort to build peace and stability in the area. HQ KFOR is based in Film City, Pristina. The telecommunication (J6) Branch implements, operates, and maintains all Communication and Information Systems (CIS) at HQ KFOR. The responsibilities include all security aspects and the extension of the CIS architecture to subordinate units under operation control of Commander KFOR, including other formations in the area of operation as required.

Database Manager conducts surveys on all databases used within KFOR and rationalizes business strategies to form automated information flows through KFOR. Provides assistance and support to external parties from inside and outside of NATO on implementing and supporting database software solutions for KFOR AOR. Maintains, supports and documents applications / databases developed by Information management after acceptance as well as other theatre databases and advises on changes and/or integration into common systems. Designs, develops and implements applications/database solutions for KFOR staff liaising as appropriate with the relevant licensing and other authorities. 

The position will require someone who is educated to university degree level and who has extensive experience in creating and supporting databases. Normal courtesy, understanding and tact in dealing with others will be required. 

Information on Employment Conditions (this is provided as a guide only and is not meant to be an exhaustive list)

The starting salary for International Civilian Consultant Level 6 is 6,425 € per month (exempt from local taxation). 
Other employment benefits include:
• Affiliation to a Group Medical Insurance Scheme (premiums shared between employee / employer).
• 2 days annual leave per calendar month
• Up to 7 Special leave days per calendar year 
• Up to 11 days Official/National holidays per calendar year
• An installation allowance equal to one month’s salary if current residence is more than 300 km away from the Headquarters.
• A removal allowance equal to one month’s salary, after having completed at least three years of consecutive service, unless removal expenses are reimbursed by any other source.
• Travel Expenses paid to take up duty / end of tour.
 
Before any appointment is confirmed, the preferred candidate will be required to secure a NATO Security Clearance and to successfully pass a medical examination certifying fitness to work.

The successful candidate will be offered a 12-month initial contract which may be extended subject to satisfactory performance and the continued operational need/funding for the position.
