Description
:  
NCI Agency is currently looking for a Communications Information Systems (CIS) and Deployable CIS (DCIS) Technician. If you are Microsoft Certified Systems Engineer and have advanced understanding of server and client technologies such as Microsoft Active Directory implementations, Microsoft Exchange  this position is ideal for you! 
Role responsibilities:
 
This is a position within the CIS Sustainment Support Centre (CSSC). CSSC is accountable to provide 3rd level maintenance capabilities for designated NATO CIS equipment, systems and associated non-CIS.
 
Resource Management Branch (RMB) is responsible to the Commander CSSC for operations by providing planning, coordinating, scheduling and tracking capability of CIS related activities to make optimal use resources available (manning, materials, infrastructure).  It conducts current and medium to long-term planning of CSSC support activities, to include preventive maintenance tasks, logistics support for new equipment engineering design and planning and coordination of activities in support of operations and exercises.
 
The Forward Support Point “Service Lines Forward” (FSP) element provides operational sustainment and logistic support on behalf of the NCI Agency to the co-located 1st NATO Signal Battalion of the NATO CIS Group. The FSP is responsible to the Commander CSSC to provide logistic and engineering maintenance capabilities in support of DCIS of the adjacent Signal Battalion. The services provided includes front-line Asset Management and limited maintenance support and additionally accounting, receipt, dispatch and limited warehousing in support of the FSP activities.

In this position, under the direction of Resource Management Branch Head you will perform duties such as the following:
 
  • Assist in the planning, synchronizing, scheduling, and tracking of CSSC assets for corrective and preventative maintenance on all NATO CIS equipment based on the Central, Operational, and Deployable Service Level Agreements;
  • Ensure the scheduling and tracking capability of CSSC activities in support of operations, exercises, projects static Communications Information Systems (CIS) and Deployable CIS (DCIS);
  • Assist in the directing, supervising, planning, coordinating, monitoring and reporting upon all technical work and ensures that all technical work is performed in line with Agency’s, industrial and/or military standards;
  • Conduct coordination with Resource Management Branch (RMB) in regards to the execution, planning, technical, logistical, and asset issues;
  • Develop the detailed analysis of system deficiencies and provides advice on technical solutions in line with existing standards to ensure operational readiness for all customers and deployable Operational Systems Owners;
  • Assist and monitor assigned technical tasks efficiently to ensure that they can be executed and are in line with set target dates.  Explain and provide system technical and logistical advice to senior management and initiates necessary actions to ensure that set maintenance and project targets are met;
  • Assist with design and configuration documentation on assigned projects and systems, including the required operating procedures and processes. Plan and manage implementation of procedures, tools and techniques for monitoring and managing the performance of systems under maintenance and provides official reports.
  • Ensure and monitor all CIS equipment discrepancies are fully identified, investigated, documented, reported and implements corrective actions in accordance with NCI Agency directives;
  • Assist with Key Performance Indicator (KPI) targets, and monitors progress against agreed quality and performance criteria. Provide effective feedback, throughout the performance management cycle, to ensure optimum performance;
  • Can be called upon to perform other internal duties within the organization as directed.

 

Person specification 

Qualifications required: 

We are looking for a candidate with Vocational training at a higher level in Telecommunications, Electronics, Electrical, or Computer Engineering or relevant discipline leading to a professional qualification, or equivalent combination of qualifications.

You are also required to have Microsoft Certified Systems Engineer (MCSE) National or NATO certification or Industry equivalent.

In addition to the above it is considered highly desirable if you can display: 

  • Valid Driver License;
  • Truck and Trailer license (C,E) or equivalent;
  • Forklift License. 
Experience required: 

In addition to at least 5 years relevant experience you will also have:
  • Working knowledge of Local Area Networks (LAN) / Wide Area Networks (WAN) technologies, Transmission Control Protocol (TCP)/Internet protocol (IP) and standards;
  • Good Working knowledge of system network troubleshooting techniques utilising complex and diverse test equipment and software tools;
  • Advanced understanding of server and client technologies. Microsoft Active Directory implementations, Microsoft Exchange.

In addition it is desirable if you have:

  • Advanced understanding of Microsoft Virtualisation and clustered environments, iSCSI, Network based Storage Solutions and Industry standard disaster recover techniques;
  • Advanced knowledge of Microsoft Pre-deployment Environments and Microsoft Deployment Toolkit, Microsoft operating systems and LINUX server software;
  • Advanced understanding of power cabling and associated sub-systems, grounding and bonding, copper based structured cabling, an advanced understanding of fibre based structured cabling, working understanding of fibre optic modems, line drivers, media convertors;
  • Experience with using Graphical User Interface and command line interface applications and the reporting of details of hardware and software installed so that configuration management records can be updated;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT.

Languages 

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of other NATO language is desirable. 

Travel

 

Business travel to NATO and national (NATO and non-NATO) facilities as well as travel between NCI Agency locations. May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.

May have to be deployed to operational theater up to 180 days.

 

Contract

 

NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.

 

Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:

  • Renewal is in the interest of the Agency.
  • Staff member's desire to remain with the Agency.
  • The financial situation provides sufficient funding for the post held.
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.
  • Staff member has served the Agency with performance to the required standard as defined by the Agency,
  • Staff member's deployability to operational theatre.
 
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
 
The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
