      PART II - PE DETAILS

 

A. POST CONTEXT

 

Allied Maritime Command is the Maritime Theatre Component Commander delivering 360 degree maritime focused awareness and connectivity while planning and commanding the full range of maritime operations.

 

The Support Directorate directs the delivery of operational support functions and activities.

 

The Cyberspace Division is responsible for advising the Command Group (CG) on matters relating to Communications and Information Systems (CIS) in support of C2 for maritime operations, exercises and training as well as  Cyberspace related issues.

 

The Enablement Branch is responsible for developing, managing and controlling of the provision of CIS to MARCOM HQ through the Service Level Agreement.

 

Engineer (Information Systems) acts as Principal Advisor on Information Systems Technology.  He has the overall responsibility for providing CIS Engineering expertise to CIS cells and across the HQ.

 

B. REPORTS TO:  OMC RCCX 0010 – Branch Head (CIS Enablement), OF-4.   C. PRINCIPAL DUTIES

 

The incumbent’s duties are:

 

Operational tasks (CIS Area Senior Engineer)

Senior Engineer acting as Principal Advisor on CIS Technology.

Senior Engineer overall responsible for providing CIS Engineering expertise to CIS cells and across the HQ.

Senior Engineer overall responsible for developing emergent CIS operational requirements.

Senior Engineer overall responsible for developing formal maritime CIS agreements with other non-NATO military & civil organizations.

Senior Engineer overall responsible for developing technical memoranda required to implement operational plans.

Senior Engineer overall responsible for management and implementation of CIS solutions in the Joint Operational Requirement (JOR) for NATO, non-NATO military and civil organizations.

Senior Engineer responsible for providing specialist maritime CIS support to other NATO Commands or entities.

Provides long-term HQ CIS continuity and coherency across operations.

Senior Engineer responsible for providing tactical and strategic CIS Subject Matter Expertise (SME) to ensure maximum interoperability of networks.

Deploys as necessary with Operational and Crisis Action Teams.

Senior Engineer responsible for providing SME on all CIS technical matters ensuring maximum interoperability of communications networks both within the HQ as well as between the HQ, other NATO Commands and non-NATO forces.

Formulates, develops and trials technical CIS operational solutions.

Contributes and supervises the development of CIS projects and management of the capability packages.

Coordinates and supervises the technical aspects of the installation of CIS systems.

Supports the HQ’s management of SLAs and TAs with NATO CIS agencies and in particular ensures long term continuity of the HQ’s CIS requirements.

Acts as an intelligent interface between N6 Division and external agencies in the development of technical users’ requirements and maintains a close liaison with technicians and engineers in the NCIA Squadron.

Provides long term continuity in the preparation of CIS budgets; represents the HQ at budget Pre-screening and Working Group of National Technical Experts (WGNTE) meetings.

Stays abreast of technical developments relevant to area of work.

Represents the HQ as Senior Engineer at international Maritime CIS conferences.

Represents the HQ at NATO CIS management and services meetings and conferences.

 

 

Acts as Officer of Primary Responsibility (OPR) for the assigned CIS projects and in particular represent the HQ on major CIS infrastructure change projects.

Responsible for overseeing the training programme of COMMAR HQ staff, ensuring the effectiveness

of such programme and ensuring the training addresses the needs of new technologies and future systems.

Contributes to and monitors the development of the Maritime Situation Awareness (MSA) project and plays a vital role in defining the Future Maritime Services (FMS).

Incumbent is required to conduct complex managerial and project planning duties as a Senior Engineer.

NATO Committee Responsibilities.  As required by N6 CIS Enablement Branch Head including strategic and regional CIS conferences.

Submits observations in his/her area of expertise and contributes to the Lessons Learned process.

 

D.  SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

 

The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

 

The incumbent may be required to undertake operational deployment and/or TDY assignments both within and without NATO’s boundaries for up to 30 days.

 

The work is normally performed in a normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

 

Normal Working Conditions apply.

 

The risk of injury is categorized as: No risk / risk might increase when deployed.

 

 

PART III – QUALIFICATIONS

 

A. ESSENTIAL QUALIFICATIONS

 

1. Professional/Experience

 

(a)  Command and Control Support (Operational Planning – Information Services)

 

Activities that provide for effective Information services to support the exercise of command and the exchange of essential information and to advise the commander of information systems capabilities and limitations for the operation plan and its execution: performance, capabilities, supported operational processes, facilities and personnel.

Experience

 

Demonstrates capability of converting evolving Military Operational Requirements into Information Systems solutions.

Detailed knowledge of architectural design as applied to computer systems.

Broad and sound technical knowledge of distributed Information Systems as they are applied to modern information and Command and Control Information Systems.

 

(B) Command and Control Support (Operational Planning)

 

Activities that ensure consideration of Communications and Information System (CIS) and Cyber Defense aspects during the production of an Operational Plan.  CIS must be deployed, maintained, protected and defended to achieve maximum overall effectiveness in the employment of military forces consistent with the projected rate of activity and scope of operations.  Cyberspace planners should be brought into the planning process at the beginning and must interact continuously with those who will conduct operations.

 

2. Education/Training

 

University degree and 4 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years’ function related experience.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

 

B. DESIRABLE QUALIFICATIONS

 

1. Professional/Experience                 

 

Demonstrable evidence in maintaining knowledge of advances in Information and Communications Technology.

Experience in Maritime CCIS development.

Technical understanding of Maritime CIS Communications Systems.

UNIX training/experience.

Detailed knowledge of maritime point-to-point and broadcast radio communications over the entire radio frequency range, from VLF up to EHF.

 

2. Education/Training

 

ITIL Foundation Certificate.

Advanced University degree or Post Graduate Diploma in a Computer Science discipline.

Chartered Engineer.

Member of a professional body or institution.

 

NATO CIS Operational Planning (CCC-ET-32208) provided by NATO-Communications and Information Systems School (NCISS).

NATO C4ISR Orientation for Officer (CCC-CS-2411) provided by NATO-Communications and Information Systems School (NCISS).

C. CIVILIAN POSTS     1. Personal Attributes

 

The incumbent must be able to work with little or no supervision as the senior technical Subject Matter Expert.  They should be able to provide engineering advice and actively participate in the decision making process on all Communication matters. Reviews developments in telecommunications technologies and ensures developments are reflected in HQs systems.  The incumbent must display motivation, initiative, capabilities for planning, organizing, coordinating, prioritizing and controlling complex projects.  The incumbent must also have good inter-personal, communication and negotiation skills as well as thought and professional judgment.  Exercises and operations planning frequently require working under pressure, carrying high workload, and accomplishing activities with short deadlines.  May be able to travel regularly on temporary duty.

3. Professional Contacts

 

Coordinates and conducts negotiations of formal technical agreements, protocol and memoranda of understanding between the Command and commercial, NATO, and National civil and military agencies.  Coordinates with the operational users and with NCIA for the definition of requirements and CIS services for HQ MARCOM.

Maintains internal contacts at all managerial levels of the Command.

Maintains professional contacts with other Headquarters, contractors, services providers and/or suppliers for establishing local Communications capabilities during operations or exercises.

 

4. Contribution to the Objectives

 

Significantly contributes to the operational capability of CIS services and of the HQ through supporting the planning.  The incumbent’s decision – conjunction with the service provider – involves both technical risk and expenditure of significant funds, which directly impacts the efficiency and effectiveness of any Command activities.

 

5. Supervisory Responsibilities

 

Dependent upon requirements may be required to direct and supervise the work priorities of one or more multi-functional teams.
