Description
:  
1. SUMMARY
 
The incumbent’s main responsibilities will be as follows:
  • Lead the Operations and Maintenance (O&M) activities related with Cyber Defence equipment (e.g. firewalls, IDS sensors) embedded within the overall O&M activities executed by the OTD division.

  • Lead the Information Assurance aspects of Projects for Capability Development he/she might be assigned to.

  • Maintain a technical security oversight in OTD in order to ensure compliance with BICES IA and CD policies and procedures, including the support to security incident handling activities.

  • Responsible to the Deputy Assistant Director OTD for all duties allocated to him/her.

  • He/she will always work in close coordination with the IA&CD office regarding his responsibilities and duties.

 
 

2. QUALIFICATIONS AND EXPERIENCE

 
Essential:
 
  • Minimum 5 years proven experience in CIS security activities.

  • A university degree in information technology or engineering with a core area in information technology, or similar.

  • Familiar with:
    • NATO and/or national intelligence systems.
    • Communications and information systems design.
  • Ability to understand, assess and solve complex technical security issues.

  • Proven ability to communicate effectively orally and in writing with good briefing skills.

  • Detailed experience of Local Area Network (LAN) and Wide Area Network (WAN) technology and communication protocols, with the ability to define, design and implement network infrastructures.

  • Demonstrated experience with of intrusion prevention and detection as well as border protection technologies (firewalls, guards, etc.).

  • Ability to manage a team.
  • Must be fluent orally and in writing in one of the official languages of the Organisation; a working knowledge of the other is desirable. (Note: most of the work, both oral and written, in this post, and in BGX as a whole, is conducted in English).

 
Desirable:
 
  • Knowledge of NATO security policy and supporting directives.

  • Post graduate experience in computer engineering or information management systems, or equivalent combination of appropriate qualifications and experience.

  • Experience working in a multinational environment.
  • A working knowledge of NATO organisations and procedures.

  • Awareness of best practices/Information Technology Infrastructure Library (lTlL) methodology and its implementation.

  • Extensive experience in the Cyber Defence field in areas such as log analysis, IDS/IPS analysis and security incident support.

  • Knowledge of BICES environment.
  • IT project management methodology and security related certifications, ideally coupled with a formal PRINCE2 certification.

Personal qualities of tact, judgement and adaptability.   A sense of diplomacy and propriety in order to work harmoniously with colleagues, both military and civilian, and more particularly from nations and from NATO.

 
 
3. PRINCIPAL DUTIES
  • Contribute, as assigned by the BICES Programme Management Board (BPMB), to Information Assurance specific projects within the Capability Development work stream up to the role of a Team Lead for these projects.

  • Review security requirements and ensure their integration into projects for CAPDEV and O&M activities.

  • Formulating and keeping under review, the security related documentation of the BGX element required by the Security Accreditation Authority (SAA).

  • Providing proposals on the CIS Security measures to be implemented, iccw the CIS Planning and Implementation Authority of the BGX and the SAA, while ensuring that the agreed CIS Security measures are implemented.

  • Establishing the OTD resources required to fulfil day-to-day CIS Security Management functions. When security related resources cannot be drawn from OTD, he will propose to the AD OTD a request for support from other Division, BPMB function or IA&CD.

  • Propose to the Deputy AD OTD the Security Training that OTD personnel should take.

  • When directed by AD OTD, he/she will support IA&CD in the operation of the implemented CIS security measures in the BGX element.

  • For Exercises, he/she will team within OTD with the Exercise Network Engineer supporting with the technical security aspects. He/she will also coordinate with IA&CD to ensure that all accreditation requirements are in place for Exercises.

  • Ensure and support in the configuration and implementation activities in the areas of network equipment, firewalls, service guards and host based information assurance components.

  • Support IA&CD, when assigned by AD OTD, in the development and maintenance of BGX Cyber Defence related documentation, including standard operating procedures, reporting to SAA, etc.

  • Support security inspection activities for cybersecurity related matters.

  • Support any urgent matters in the field of cyber security.

  • To represent the BGX at meetings of national, NATO or other international bodies as required by AD OTD.

  • To liaise with national, NATO or other international bodies and individuals as required.

 
 

4. PROFESSIONAL CONTACTS            :

 

Establish and maintain professional relations with appropriate officials, both military and civilian, within nations, NATO and other international organisations as required.

 
 
5. SUPERVISORY/GUIDANCE DUTIES

 

Lead technical staff assigned to projects and activities he/she is leading.

 
 
6. WORK ENVIRONMENT & TRAVEL REQUIREMENTS

 

Working in fielded environments might be necessary for shorter periods.

Some travel is required, including occasional travel into theatre of operations.

 
 
7. CONTRACT:

 

The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period.

 

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period subject also to the agreement of the national authority concerned.

 

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. 

 
NOTE: 

Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.

 

Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates.  These circumstances are described in the IS directive on twin-graded posts.
