This is a position within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO).

The NCI Agency is currently seeking a talented Engineer to be responsible for managing, designing and developing Wi-Fi Networks and its components; so, if you have extensive experience with test plan creation, utilization, and results reporting for systems testing, if can demonstrated extensive experience and in-depth knowledge of Local Area Networks/Wide Area Networks (LAN/WAN), and if would like to join an enthusiastic and dynamic team, we are definitely looking for you!
 
Role Responsibilities
 
The mission of the Network Services and IT Infrastructure (NSII) Service Line is to provide these services and products to sponsors through successful completion of contracted projects.
Under the direction of the Service Owner, the NCI Service Area supplies the capabilities, skills and competencies required for full life-cycle support of the static CIS infrastructure services of within NATO.  The incumbent of this post is responsible for the service management team responsible for delivering static CIS infrastructure services to the NATO community.
 
Under the direction of the Internal CIS Cell Head, but largely under own initiative, you will perform duties pertaining to the delivery of CIS services to internal NCI Agency customers, in particular for the Wi-Fi and VPN services. The Wi-Fi Engineer will play a key role in the Internal CIS team of NSII to deliver Wi-Fi services to NSII’s customers. The Wi-Fi Engineer will utilize his or her expertise and experience to manage (at a later stage design and develop) Wi-Fi Networks and its components. The Wi-Fi Engineer will also be responsible for the creation of necessary manuals and support documents (CONOPS, Wi-Fi SOP). In more detail the said duties consist of:
  • Day to day management of the Internal IT services as part of the Internal CIS team;
  • Focusing on Services delivered through Internal IT Projects and initiatives, in particular Wi-Fi implementationsand VPN setup:
  • Manage / Maintain (design and develop) Wi-Fi Networks within NCIA locations;
  • Responsible for error detection, analysis, and timely intervention regarding all configuration functions;
  • Provide performance monitoring, tuning, and capacity planning;
  • Apply field experience to build a cohesive, consistent, standardized Wi-Fi architecture solution;
  • Document, build, and execute test plans to qualify vendor solutions;
  • Develop evaluation criteria and scoring, and perform integration testing of network elements;
  • Advising and assisting the Internal CIS Cell Head on ECP’s (CCP’s) for representation at the Communication and Network Change Advisory Board to NCIAs CIS Configuration and Control Board;
  • Responsible for maintaining service-related documentation, e.g., Standard Operating Procedures (SOPs) for aspects such as maintenance, supply, and training;
  • Contribution for the preparation of contingency plans and recovery procedures;
  • Contribute proactively to new service development;
  • Work closely with the Project Managers and across Agency Service Lines to ensure the customer is provided with a seamless transition into service;
  • Strive to achieve consistent customer satisfaction ratings and respond appropriately to customer feedback in areas for improvement;
  • Provide support to the Internal CIS Cell Head and chain of command as required;
  • Deputize for higher grade staff, if required;
  • Performs other duties as may be required.
 
Person Specification
 
 
Qualifications Required
 
You will be required to hold a Master of Science (MSc) degree at a nationally recognized/certified University in a technical subject with substantial Information Technology (IT) content and 2 years post-related experience; or a Bachelor of Science (BSc) degree at a nationally recognized/certified University in a technical subject with substantial Information Technology (IT) content and 4 years post related experience. Exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency; that is, at least 10 years extensive and progressive expertise in the duties related to the function of the post.
 
You must hold ITILv3 certified at foundation level. .
It will be considered and asset if you possess ITIL v3 certified in Service Operations.
 
Experience Required
 
In addition to at least 2 years’ relevant experience, you will need to prove:
  • Minimum 2 years’ experience of leading a team of technical engineers;
  • Minimum 2 years’ experience with and in-depth knowledge of Local Area Networks/Wide Area Networks (LAN/WAN)/Telco provider networks and services delivery based on Alcatel-Lucent/NOKIA Service and Service Access Routers (SR/SAR) and Cisco routers and switches;
  • Experience in working in an SLA / SOP driven IT organisation;
  • Minimum 2+ years of experience as a technical engineer in the Wireless Communications Industry in IEEE 802.11 standards;
  • Intermediate knowledge in optical transport systems;
  • Intermediate knowledge in authentication technologies;
  • Fundamental knowledge in all packet based protocols such as TCP/IP (including protocols like DHCP, DNS, TCP, UDP, etc.), MPLS and routing protocols such as OSPF, BGP4;
  • Knowledge of and experience with test plan creation, utilization, and results reporting for systems testing;
  • Experience in CIS engineering and in the management of CIS systems.
 
It is considered highly desirable if you can demonstrate:
  • Demonstrable evidence in maintaining knowledge of advances in Information Technology;
  • Proven success as an operational and technical team lead;
  • Familiarity with military telecommunications and information systems;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT.

Language Skills
Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
 
 
Travel
Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCI AGENCY offices;
May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.
 
Contract
 
NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.
 
Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:
  • Renewal is in the interest of the Agency.
  • Staff member's desire to remain with the Agency.
  • The financial situation provides sufficient funding for the post held.
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.
  • Staff member has served the Agency with performance to the required standard as defined by the Agency,
  • Staff member's deployability to operational theatre.
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
 
The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
