This is a position within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO).

NATO Communications and Information Agency (NCI Agency) is looking for a Branch Head for AIS (Automated Information Systems) and CSI (CRC Systems Interface) to assume responsibility for the Service Operations Branch’s provision of services to the customer. You will be acting as the subject matter expert for all aspects of assigned IT systems and responsible for the provision of Installation, Operation, Maintenance and Administration of these systems, which includes Networking, Voice, Operating Systems, Software Applications and Cyber Services.

 

Role Responsibilities

 

This is a position within the NATO Communications and Information Agency (NCI Agency), an organization of the North Atlantic Treaty Organization (NATO).

 

NCI Agency CIS Support Unit (CSU) Izmir, enables end-to-end CIS services as it installs, operates, maintains and supports the full range of CIS capabilities during peacetime, crisis and war throughout its allocated Area of Responsibility (AOR) and as otherwise directed.

 

The Service Operations Branch (SOB) is responsible for providing local support to the provision of CIS services in direct support of local and remote customers in accordance with SLAs and other agreements.

 

Under the direction of the CSU Commander, you will perform duties such as the following:

 

  • Responsible for day-to-day running of the Service Operations Branch. Provides Service Operations and responsible for supporting service provision to local customer as defined in the SLA.
  • Provides effective service delivery related advice in support of operations and exercise related CIS requirements and requests;
  • Directs, coordinates, manages and executes all Service Operation activities of assigned ICT in support of all Service Lines, and engages with Agency Operations Centre and Service Lines to receive and direct tasks for level 1 and level 2 support;
  • Supports Service Management Branch in the analysis, planning and designing solutions for delivery of services in Service Operations Branch area of responsibility;
  • Contributes to in depth engineering analysis of system and services performance and failures to identify root cause of failures in support of problem management;
  • Advises on support strategies for operations and exercises; 
  • Provides effective service delivery advice in support of operations and exercises requirements and requests;
  • Responsible for installation, operation, maintenance and administration of assigned IT systems, Network, Cable, Voice and VTC equipment, all operating system, core and specific application software, and Cyber Security Services in order to provide service in accordance with SLA;
  • Contributes to Problem Management, Access Management, Event Management, Request Fulfilment, Release and Deployment, Test and Validation, Configuration Management and Change Management in support of appropriate Service Lines. Stays abreast of development in Service and Project Management methodologies/tools and technology developments relevant to the area of work;
  • Contributes to the production of Lessons Identified in the post-recovery phase of operations and exercises; 
  • Contributes to planning of circuits in support of the NATO wide Area network;
  • Contributes to creation and maintenance of Standard Operating Procedures (SOPs) throughout the CSU in support of relevant Agency Processes;
  • Support s Service Management Branch in identification and management of resources needed for  delivery of specified information and communications systems services (including data, voice, text, audio and images).Monitors performance and takes corrective action where necessary;
  • Provides appropriate status and other reports to managers and service management branch. 
  • Ensures that operational procedures and working practices are fit for purpose and current;
  • Deputize for higher grade staff, if required;
  • Performs other duties as may be required.

 

 

Person Specification

 

Qualifications Required

 

You will have a university degree, preferably equivalent to a Master’s Degree, in a relevant technical subject with substantial Information Technology; Supported by a qualification in ITIL, Version 3.

Exceptionally, the lack of a university degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this post.

 

In addition to a university degree, it would be highly desirable if you hold:

·         Cisco Networking

·         Microsoft Technologies

·         Project Management

 

Experience required:

 

In addition to at least 2 years relevant experience, in IT, Networking and Information Systems; you will also be required to prove that you hold a solid technical background in engineering and the maintenance of communications and information systems; including pertinent training and practical experience. And demonstrable evidence in maintaining knowledge of advances in IS engineering and Service Management.

 

In addition to this, it would be highly desirable if you are able to display:

  • Experience in NATO CIS systems and Services;
  • Extensive experience in all phases of the Lifecycle of Information Systems aimed at achieving effective system development and deployment;
  • Experienced in supervising and leading personnel;
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT.
  • Experience in a CIS service organization while involving planning of service levels, service continuity and customer relations. Requirements Identification, implementation and operation of Information and Communications Technology Systems.

Language Skills

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.

 

 

Travel

Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCI Agency offices.

May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.
