The NCI Agency is currently seeking experienced Project Managers with focused on Cyber Security area to manage medium-scale to large projects. You should have extensive experience in project management in Cyber Security, and relevant qualifications such as Prince 2, MSP or PMP. In addition, you will also have a strong ability to manage people and matrix teams; as well as establish and maintain stakeholder relations.
 
The Cyber Security Service Line (CS SL) provides cyber security services to NCI Agency customers and users, as well as to all other elements of the Agency; this includes all Service Lines, Programme Offices, CIS Support Units/Elements, and the Agency Ops Centre. The CS SL is responsible for providing the broad spectrum of services in the following specialist security areas: CIS Security, Cyber Defence, Information Assurance, and Computer Security & Communications Security.
  
Role responsibilities
Under the direction of the Head Project Management Officer (HPMO) and Principal Project Manager, but largely on his own initiative, you will perform duties such as the following:
  • Be responsible for the management of NSIP projects and, in particular, the implementation of major procurement projects in the area of Cyber Security;
  • Manage procurement processes, including insourcing and outsourcing agreements, in order to ensure projects are delivered within agreed scope, time, cost and quality limits;
  • Develop project proposals, technology evaluations and other project activities requiring subject matter expertise;
  • Support reporting and communications with the Cybersecurity Service Line and NCIA’s top management, in order to ensure projects are monitored and controlled across all management levels;
  • Using the MS-EPM (Microsoft Enterprise Project Management) framework used by NCIA, develop and maintain agreed project plans and detailed stage plans in compliance with the NCIA’s directives and project management best practices;
  • Monitor and control project progress to ensure resources are consumed in accordance with the approved budget and within the approved timelines;
  • Identify, plan, request and manage the deployment of resources to meet project milestones and initiate corrective actions when necessary;
  • Stay abreast of technological developments in the area of Cybersecurity;
  • Deputize for higher grade staff
  • Performs other duties as may be required
 
Person specification
 
Qualifications required:
 
You will be required to have a University degree equivalent to Bachelor’s in a relevant discipline, or equivalent combination of appropriate qualifications and experience. Exceptionally, the lack of a university degree may be compensated by the demonstration of particular abilities or experience (at least 12 years) of interest to the Agency.

In addition, you will be required to have recognized PM qualifications, such as:
  • PRINCE2 Practitioner (or equivalent)
  • Project Management techniques, i.e. based upon PMI Knowledge Areas.
It will be considered and Asset if you hold any industry leading certification in the area of Cybersecurity such as CISSP, CISM.
 
Experience required: 

You will be required to demonstrate extensive experience (at least 5 years’) in managing of large Cybersecurity or ICT projects. Proactive attitude in seeking and maintaining trust from stakeholders and roven ability to communicate effectively orally and in writing with good briefing skills are a must.
 
Extensive experience with the MS-EPM Toolset will be considered as asset. Preferably, you will have knowledge and experience with NATO’s procurement process for ICT projects.

Languages:
A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable.
NOTE: Most of the work of the NCI Agency is conducted in the English language.
 
Travel:
Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCIA offices;
May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.
 
Contract
 
NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.
 
Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:
  • Renewal is in the interest of the Agency.
  • Staff member's desire to remain with the Agency.
  • The financial situation provides sufficient funding for the post held.
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.
  • Staff member has served the Agency with performance to the required standard as defined by the Agency,
  • Staff member's deployability to operational theatre.
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
 
The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
