1.  POST CONTEXT
 
The Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area. 
 
The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating support staff functions.
 
The J6 Cyber Ops Division is responsible for developing plans, policy, and procedures for CIS support of JF HQ missions in static, deployable, or in deployed operations.
 
The Cyber Branch will directly align all functional Cyber activities under the CIS division and will ensure top to bottom approach providing a roust Communication and Information System (CIS) support relationship between the strategic and operational level HQs.
 
The Staff Officer (Information Assurance) supervises CIS Information Assurance programmes within JFC HQ Naples, providing technical assistance to operations and exercises. The incumbent manages and provides advice on CIS information and computer security activities, and he/she is responsible for overlooking the Intelligence Cycle.
 
The Staff Officer (Information Assurance) reports directly to the Branch Head (Cyber Defence) - OF-5.
 
2.  DUTIES
 
The Staff Officer (Information Assurance) supervises CIS Information Assurance programme within the JF HQ.
 
The Staff Officer (Information Assurance) provides advice and manages CIS information and computer security activities to include cyber defence.
 
The Staff Officer (Information Assurance) provides technical assistance to operations and exercises.
 
The Staff Officer (Information Assurance) evaluates, coordinates and monitors implementation of all CIS INFOSEC requirements for the theatre of operations.
 
The Staff Officer (Information Assurance) provides CIS INFOSEC, COMPUSEC inputs and advice to operational planners on feasibility and methods of exercise and operation requirements.
 
The Staff Officer (Information Assurance) provides CIS Information Assurance guidance on development of technical specifications and concepts for Local and Wide Area Networks (LAN/WANs) required in exercises and operations.
 
The Staff Officer (Information Assurance) Provides technical advice and contributes to the overall CIS planning with regards to Information   Assurance.
 
The Staff Officer (Information Assurance) has Functional Area Decision Authority.
 
The Staff Officer (Information Assurance) may be required to direct and supervise the work priorities of one or more HQ multifunctional teams, depending on requirements.
 
Under routine circumstances, the job is performed in a typical office environment where the risk of injury is categorized as “none”.  However, the Staff Officer (Knowledge Management) may be required to undertake deployments in support of military operations and exercises, and/or short-term travel assignments, both within and outside of NATO boundaries. Such operational deployment may be up to 30 days, and may be on short notice. Acceptance of an employment contract linked to this post constitutes agreement to deploy up to 30 days, if required.
 
3.  QUALIFICATIONS AND EXPERIENCE
 
ESSENTIAL
 
University Degree in information security, computer science, or related discipline, and 2 years of function-related experience,
or
Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation, with 4 years of post- related experience.
 
Extensive experience in the implementation of INFOSEC and COMPUSEC policies and procedures.
 
Experience in Command and Control support for operational planning (performing activities aiming at ensuring consideration of Communications and Information System (CIS) and Cyber Defence aspects, during the production of an Operational Plan)
 
Knowledge of CIS, and its concepts, policies, and architectures.
 
Experience in cyber defence and project management.
 
Knowledge of CIS capability planning and programming procedures
 
Must have an English Standard Language Proficiency level of “professional” in Listening, Speaking, Reading and Writing (SLP 3333 based on NATO standards).
 
 
DESIRABLE
 
University Degree, preferably in Research and Informatics area studies, in configuration and  inter-connection of networks, and 2 years post related experience,
or
Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years of post-related and 2 years of function- related experience.
 
National General Staff College, or NATO Defence College-graduate.
 
Knowledge of Security-related issues
 
Background experience covering Joint staff functions, preferably in a NATO environment.
 
Experience in Security Management and Information Security.
 
Knowledge of the Intelligence cycle and processes, and J6, J3, and J2, functional activities.
 
Prior experience as participant in NATO training and exercises

4.  POSITION AND CANDIDATE PROFILE
 
Personal attributes
The incumbent must be able to integrate into a military organization and work in a team. Good communication skills are essential to interaction at required levels. He/she must be able to work under pressure, long/irregular hours, and to carry high workload. He/she must be able to work outside normal office hours and environment.  
The incumbent will travel regularly to other HQs for co-ordination and must be ready to deploy temporarily to deployed HQ in support of development of Security requirements.
The incumbent must be flexible and able to work in more than one context simultaneously. High level of organizational, coordination and communication skills required. Good health is required
 
Professional contacts
The incumbent routinely interrelates not only with work associates, but also with outside immediate organization on functional matters.  Solicits/gives information and provides advice/guidance. The assistance role in managing information assurance activities will become more and more relevant in the context of support to operations and exercises, where the contacts will be fundamental for executing joint plans and operational activities together with stakeholders not necessarily fully familiar with NATO-standards. The open-mindedness and socializing attitude will be a key asset to manage these contacts and make them beneficial to NATO.
 
Contribution to the objectives
The work involves the analysis and research of a complete task with recommendations affecting the plans and management of the organisational element.
 
5.  CONTRACT
 
The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract.
 
The basic entry-level monthly salary for a NATO Grade A-2 in Italy is Euro 5,285.21 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
