Description
:  
The significance of BGX Intelligence, Surveillance and Reconnaissance (ISR) Cell under BICES Group Executive has recently been recognised entailing its rapid expansion. BGX ISR Cell aims to enable operations capabilities to synchronize and integrate the planning and operations of all collection capabilities with the processing, exploitation, and dissemination of the resulting information in direct support of the planning, preparation and execution of operations. Therefore, we are looking for a self-motivated experienced network technician to be capable of handling cryptographic equipment. Although many requirements have been set to be clarified, candidates may consider that all relevant applications will be examined with attention.

 

1. SUMMARY

 
The incumbent's primary role is to be the BICES System Administrator for the network and communications aspects of ISR services within the BICES Group Executive (BGX) ISR Cell. He/She is the designated technician to support the ISR Cell Exercise Officer for NATO and Coalition Exercises.
 
He/She fulfils tasks as directed by the BGX ISR Cell Chief, through the ISR Cell Engineer/Architect and ISR Cell Exercise Officer, responsible to BICES ISR Working Group (BISRWG) nations for the execution of the BISRWG Programme of Work (POW) and associated projects and activities. He/She is supervised by the ISR Cell Lead Technician.
 
He/She also acts as a conduit of technical information between the ISR Cell and those of BGX Intelligence Service Operations (ISO) Division, Systems and Server & Applications Section and cooperates with other individuals of the BGX for ISR-related issues. This includes security, event, incident, problem and configuration management activities with regards to ISR network and communication services.
 
As an authorized BGX System Administrator, he/she maintains a functional dependency from the BGX Operational Authority through the BGX Head ISO and ensures security and operational requirements when managing and administering ISR Systems within the BGX Element and Central Node.
 
2. RESPONSIBILITIES OF THE POST
 
The incumbent is responsible to:
  • Support BICES ISR networking and communications requirements: installation, integration, programming, operations and maintenance of ISR services within the BGX with regards to networking, Internet Protocol (IP) management, overseeing Crypto equipment, modems, Packet Transfer Component (PTC) routers, switches and IP related equipment components, including Security Boundary devices, i.e. Firewalls, Sniffers, Snorting.
  • Support the ISR Cell Exercise Officer and the ISR Cell Engineer/Architect for the provision, implementation and operation of BGX ISR services and systems to NATO and Coalition Exercises/Trials/Events/Demonstrations and Risk Reduction Events (RREs).
  • Assist in all aspects of lines and connections with installation, maintenance, upgrades; and, provide technical advice during additional actions required to improve overall communications performance supporting ISR functionality.
  • Assist the Configuration Management process, by updating the Configuration Management Database (CMDB) and providing data to be tracked and included into the CMDB; and, participate in any/all auditing, accounting and verification processes in support to the ISR Lead Technician.
  • Support the development of change and release plans, to include testing, rollout and rollback plans. Assist during the periodic testing of Disaster Recovery/Business Continuity Plans; and, report findings with recommendations on improvements for further developments with regards to ISR-related communications.
  • Execute established and proper preventive maintenance plans for all ISR related networks and cryptographic components.
  • Help ensure all technical and service-oriented ISR documentation pertaining to assigned ISR systems, interconnections, networking topologies and supporting cable plant, etc. are prepared, properly stored and kept up to date.
  • Prepare Requests for Change (RFCs) on behalf of customer support, as they pertain to ISR-related incidents and RFC management processes.
  • Review and test as required, any/all ISR Standard Operating Procedures (SOPs) for Networking and Cryptographic troubleshooting, ensuring accuracy and standardization of implemented procedures.
  • Help collect and validate ISR systems and services performance metrics, optimizing performance. Assist the BGX Service Delivery Manager in the creation and execution of Service Improvement Plans (SIPs).
  • Collect, analyse and forward proposals for required service and technical underpinning support contracts through the BGX Section Network/Communications Technologist.
  • Stay abreast of technological developments relevant to the area of work.
  • Maintain ISR Services at the IT testing facility within the same standards as provided above.

3. OTHER DUTIES

  • Ensure all required steps and actions are taken to resolve ISR network and communication incidents and customer requests following the established models outlined by the Service Delivery Manager. These actions are in concert with additional support tiers including: Service Desk Operators; Communications Section; Information Assurance; and, on a case-by-case basis, the necessary Engineering section, with an overall aim of providing timely 1st, 2nd and 3rd level support for all network, communication and security boundary devices and technical assets supporting the objectives laid out within the ISR Cell (e.g. establishing routes, connections, etc.).

  • Assist to maintain, update and modify ISR-related system management and monitoring services, and provide support to other BGX Network specialists, acting as a conduit of technical information between ISR Cell and BGX ISO Division under the supervision of the ISR Cell Lead.

  • Support the Event and Problem Management processes within the BGX with regards to ISR services.

  • Play an active role during any/all upgrades, changes and modifications of ISR services networking and communications aspects through Capacity Management studies, such as: system utilization, limitations of operational devices as they reach limitation thresholds and lifecycle effectiveness.

  • Coordinate with the BGX ISO Division networking and communications aspects of the Classified and Unclassified BICES exercise network/services environments supporting ISR functions.

  • Manage ISR applications within the Classified and Unclassified BICES ISR exercise network/services environments.

4. QUALIFICATIONS AND EXPERIENCE

 

Essential

  • Have a good general education at least to higher secondary level or to secondary level.

  • Experience providing networking and communication services support to Military Operations, with Coalition Operations support experience.

  • Experience providing networking and communication services support to NATO and/or Coalition Exercises.

  • Experience with the implementation and operation of the IT networking and communication infrastructure typically hardware, software and communications - and the resources required to plan, develop, deliver and support properly engineered IT services and products to meet the needs of the BICES ISR and general user community.
  • At least 5 years of professional experience as Network Technician of IP networks and cryptographic materials.
  • Detailed knowledge of LAN/WAN communications, router/switched-based networks and routing protocols, with specific expertise on TCP/IP and Cisco products/technologies.
  • Extensive hands-on experience with IP Cryptographic devices (e.g. Thales IP TCE family).
  • Experience in configuring/connecting/cabling network devices with detailed knowledge of relevant interfaces.
  • Ability to understand, assess and solve technical issues in a troubleshooting environment and under time pressure constraints.
  • Ability to effectively prepare and maintain documentation of a technical nature (e.g. configuration guides, diagrams, training preparations and requests for change).
  • Knowledge of NATO and/or national information technology security polices and experience in the installation, configuration, and maintenance of network-based systems in accordance with NATO and/or national security regulations.

Desirable

  • Experience with national BICES and NATO networking and communications infrastructure, technologies, policies and implementation.
  • Experience with storage, access, problem reporting and change control of Communication and Information Systems (CIS). Application of status accounting and auditing, in line with acknowledged external criteria, such as ISO 9000, throughout all stages of the CIS' life cycle.
  • Knowledge of Voice/Video over IP technologies with trucking of voice and video end-user devices and required protocols.
  • Detailed knowledge of Fortigate Firewalls, Cisco Voice and Video systems and their associate guards, sniffer/snort capabilities, Certificate Servers and PKI environments.
  • Experience with instant messaging and group chat service based on XMPP protocol (e.g. openfire servers).
  • Certification on IT industry/service provider standards, (e.g. ITIL, eTOM).
  • Expertise in following technical areas:
    • CISCO CCNA/CCNP.

    • Formal Training in Call Managers.
    • Formal Training in the use and maintenance of cryptographic materials.
    • eMail Clients/Web Browsers: Working Knowledge.
    • Web Content Management: Working Knowledge.
    • Chat Services: Working Knowledge.

  • Normal office environment.
8. TRAVEL REQUIREMENTS
  • Will be expected to travel to support planning meetings and execution of BICES ISR operations and multiple exercises per year. Travel to Operational Theatres in support of crisis or exercise operations may be required.
9. LANGUAGE PROFICIENCY
  • Must be fluent orally and in writing in one of the official languages of the Organization; a working knowledge of the other is desirable (e.g. English SLP 4443 - Listening, Speaking, Reading and Writing).
NOTE: The work, both oral and written in this post and in this organization as a whole is conducted mainly in English.
 
10. CONTRACT
 
The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period.
 
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period subject also to the agreement of the national authority concerned.
 
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
 
NOTE:
 
Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
 
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates.  These circumstances are described in the IS directive on twin-graded posts.
