Description
:  

The NCI Agency has been established with a view to meeting to the best advantage the collective requirements of some or all NATO nations in the fields of capability delivery and service provision related to Consultation, Command & Control as well as Communications, Information and Cyber Defence functions, thereby also facilitating the integration of Intelligence, Surveillance, Reconnaissance, Target Acquisition functions and their associated information exchange.

 

The Directorate of Air and Missile Defence Command and Control (DAMDC2), as part of the NCI Agency, ensures the harmonised planning, implementation, deployment evolution and support of the Air Command and Control System (ACCS) and other AirC2 assigned programmes, in a way that satisfies the operational requirements and minimizes the military risk, taking into account the NATO political, economic and schedule requirements and using the most suitable industrial and technological solutions.  DAMDC2 is charged with the effective planning, execution, delivery into Service, evolution and through-life logistic support of NATO’s and assigned national AirC2 systems.
 
The Service Delivery Branch (SDB) manages the transition and operations of AirC2 products and services under the responsibility of AMDC2. Release and deployment covers the arrival/acceptance of new products/services and their introduction into an operational environment. This includes on-site installations and where applicable user acceptance. The service operations function manages these products/services in their 'in-service' phase, and provides request fulfilment, incident management and problem management. The SDB ensures that new and modified services meet the expectations of the customer and are fit-for-use and fit-for purpose.
 
The Delivery Support Section (DSS) provides services to RDS and IMS in support of service delivery and operations. These services include CIS logistic support planning and related CIS fund/contract management, software licence management for fielded sites, (re-)production and delivery of software upgrades to sites and general web services. For AMDC2 internal & dedicated CIS, DSS is responsible to establish and maintain an IT asset management system with contribution of other stakeholders.  It further contributes to obsolescence management based on information received through the CIS logistic support and licence management.
 
Role Responsibilities
 
Under supervision by Head DSS, but largely on own initiative, you will perform the following duties:
  • Monitor the market to maintain and gain knowledge and understanding of currently emerging technologies.
  • Analyse and identify new and emerging hardware and software technologies and products specifically in the areas of Commercial Off-the-Shelf (COTS).
  • Assess the relevance and potential value to AMDC2’s maintained systems and internal support system of new and emerging technologies, perform a cost/benefit analysis and propose further actions.
  • Advise and support the Project Managers regarding the transition of AMDC2 capabilities to In Service Support (ISS) (installing systems, fielding of updates etc.)
  • Coordinate related transition activities with AMDC2 and stakeholders.
  • Coordinate, define and maintain the COTS policies for AirC2 ISS.
  • Monitor the implementation of the COTS policies in AMDC2.
  • Support the definition of medium and long-term technology strategies.
  • Attend, as directed, meetings of tasking committees and other forums where technology strategies are discussed at technical expert level.
  • Maintain a high level of expertise in the areas above and stay abreast of related best practices.

Person Specification

 

Master of Science (MSc) degree or Bachelor of Science (BSc) degree at a nationally recognised/certified University in a technical subject with substantial Information Technology (IT) content or exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency; that is, extensive and progressive expertise in the duties related to the function of the post or progressive managerial experience in fields directly related to the function of the post.

 

Along with 5 years of experience (Masters degree) or 7 years of experience (Bachelors Degree) we also require the following:

  • Recent experience in system engineering and integration engineering of large-scale distributed software intensive transaction processing or management support systems (like information management, decision support systems etc.).
  • General up-to-date knowledge of computer system architectures, virtualization, service oriented architectures and technologies, client/server, LAN/WAN and Network concepts, programming techniques, Data Base Management Systems (DBMS) and Data Management concepts.
  • Experience in the (architectural) design of large-scale distributed software-intensive transaction processing or management support systems (like management information-, decision support systems, etc).
Additionally it would be considered highly desirable if you are able to display the following:
  • Experience in cost modelling and cost/benefit analysis;
  • Knowledge of system life cycle management;
  • The ability and experience to brief international audiences;
  • Experience of working in an international environment and/or within a multi-national organization;
  • Experience in risk management;
  • Experience in the development and maintenance of large-scale real-time systems.
Language Proficiency:
  • A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable.
  • NOTE:  Most of the work of the NCI Agency is conducted in the English language.

Travel:  
  • You will be required to undertake operation deployments and/or TDY assignments both within and without NATO's boundaries.

Supervisory/Guidance Duties:

 

You may supervise, administer and give professional guidance to staff, as required.

 

Contract

 
NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.
 
Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:
  • Renewal is in the interest of the Agency.
  • Staff member's desire to remain with the Agency.
  • The financial situation provides sufficient funding for the post held.
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.
  • Staff member has served the Agency with performance to the required standard as defined by the Agency,
  • Staff member's deployability to operational theatre.
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
 
The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
