The NATO Communications and Information Agency (NCI Agency) is currently seeking an Engineer  to work as a member of a dynamic team to supervise and carry out routine maintenance of IT and Data Management Services infrastructure as well as to deliver 3rd level technical support for IT and Data Management Services.
 
Role Responsibilities 
 
The Core Enterprise Services (CES) Chief is accountable for planning and executing the full lifecycle management activities (design, transition and operations) for the identified area of responsibility. CES provides generic, domain independent, technical functionality that enables and facilitates the operation and use of Information Technology resources. CES services (including: subject matter expertise; software engineering; acquisition; operations and maintenance; and, disposal) are provided in the following technical areas: communication and collaboration, web and information services, infrastructure storage and processing, infrastructure networking, composition and mediation, and managed desktop and end user device services. Services are provided throughout the lifecycle to both internal and external customers.
  
You will be under the administrative control of the FSP Service Manager and the technical control of the Service Line and will perform the following duties:
  • Responsible for the delivery of 3rd level technical support for IT and Data Management Services in DCIS;
  • Performs fault diagnosis using the IT and Data Management Services Management System;
  • Supervises and carries out routine maintenance of IT and Data Management Services infrastructure, management appliances and other NATO IT and Data Management Services equipment;
  • Completes any changes to the system documentation;
  • Completes backups and restores of IT and Data Management Services devices;
  • Supervises the work undertaken by the FSP IT and Data Management Services Technicians;
  • Performs remote fault diagnosis on IT and Data Management Services as required;
  • Performs on the Job Familiarization with the Customer;
  • Deputize for higher grade staff
  • Performs other duties as may be required.
Person Specification
 
Qualifications Required
 
You will hold a Master of Science (MSc) degree at a nationally recognised/certified University in a related subject and 2 years post-related experience; Or a Bachelor of Science (BSc) degree at a nationally recognised/certified University in a related subject and 4 years post related experience. Exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency; that is, at least 10 years extensive and progressive expertise in the duties related to the function of the post.
 

Formal ITIL Certification in the Service Transition and Continued Service Improvement will be considered as asset.

 

Experience Required

 
You will be required to prove at least 2 years of relevant experience in the following areas:
  • Latest Virtualization Technologies and Operating Systems.
  • Implementation and troubleshooting Infrastructure Failover Clusters (VMware and Microsoft);
  • Latest Server, Storage, Client and Infrastructure Networking hardware technologies;
  • Antivirus Management Systems (i.e. McAfee ePolicy Orchestrator);
  • Enterprise Systems Management services, methods and tools (i.e. SCOM, SCCM, SCVMM).

You will nee to prove:

 

  • Experience in various areas of Software Engineering including some of the following;
    • Email and collaboration services technologies (e.g. MS Exchange and Skype for Business);
    • Configuration management practices and tools.
  • Knowledge of ITIL IT service management model;
  • Experience and applied knowledge of Service Transition.

 

 
It is desirable if you can for you to demonstrate experience with:
  • Project Management Concepts and Methodologies (PRINCE2 etc.);
  • Experience from working in a service provisioning organization;
  • Experience with at least two of the following:
    • Cloud Computing Systems such as Microsoft Remote Desktop Infrastructure and Vmware Horizon View
    • Design and implementation of Active Directory Federation Services in large enterprise environments;
    • WEP Portal Technologies and High Availability Database Systems (i.e. SQL Cluster);
  • Prior experience of working in an international environment comprising both military and civilian elements;
  •  
  • Knowledge of NATO responsibilities and organization. 

At least one year experience and/or knowledge supported by professional certification in the implementation and administration of COTS products such as MS Windows Server, Linux, Oracle, MS SQL, VMware, MS Hyper-V, MS SharePoint, MS Active Directory and Active Directory Federation Services, MS Exchange, MS Skype for Business, Client OS (Windows, OSX, iOS, Android etc.) will be considered as asset.

Language Skills
Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.
 
Travel
Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCI Agency offices.
May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.
 
Contract
 
NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.
 
Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:
  • Renewal is in the interest of the Agency.
  • Staff member's desire to remain with the Agency.
  • The financial situation provides sufficient funding for the post held.
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.
  • Staff member has served the Agency with performance to the required standard as defined by the Agency,
  • Staff member's deployability to operational theatre.
 
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
 
The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
