We are the NATO's IT Agency serving 29 nations by defending its networks, and providing real life support to its operations and missions. We are working around the clock safeguarding the freedom and security of nearly 1 billion citizens.

The NCI Agency is currently seeking an Engineer (IT) to design and develop Enterprise Portal and Web services and Federated Identity and Access Management solutions for web based portal and core enterprise services.

 

Role Responsibilities

The Core Enterprise Services (CES) Service Line is responsible to the customer for planning and executing all life cycle management activities for identified areas of responsibility.  CES provides generic, domain independent, technical functionality that enables and facilitates the operation and use of Information Technology (IT) resources, independent of issues concerning communications, Information Assurance (IA) and Service Management and Control (SMC). Services include communication and collaboration, web and information services, infrastructure storage and processing, infrastructure networking, composition and mediation, and managed desktop and end user device services. Services are provided throughout the entire life cycle for both internal and external customers.

 

The Engineering, Scientific and Exercises Centre (ESXC) is responsible for the architecture, design, engineering and integration of Core Enterprise Services for NATO’s static and deployable C3 capabilities to ensure core services interoperability within the Alliance and within coalition operations and to ensure NATO’s applications are reliably supported using the Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) paradigms with state-of-the-art Datacentre technologies. Within the ESXC the Engineer will perform a lead role in architecting, analysing, designing CES concepts and services in the areas of Information and Knowledge Management (IM/KM), Data Management and CES interoperability standards.

 

Under the direction of the Head, ESXC, you will perform duties such as the following:

 

  • Design and development of Enterprise Portal and Web services;

  • Design and development of federated Identity and Access Management solutions for web based, portal can core enterprise services;

  • Implement web based applications utilising Service Oriented Architecture standards, and protocols;

  • Advise customers of SOA and Identity Management platforms on best practises for use;

  • Contribute to standardisation activities within NATO and associated bodies;

  • Analyse and Implement Cloud technologies and services (IaaS, PaaS and SaaS);

  • Design, implement and deploy core services for static and deployed CIS operations, and exercises including core services over disadvantaged networks;

  • Deputize for higher grade staff, if required;

  • Performs other duties as may be required.

Person Specification

Qualifications Required

You will be required to have Master of Science (MSc) degree at a nationally recognised/certified university in an information systems related scientific or engineering discipline, with at least 2 years relevant experience; or a Bachelor of Science (BSc) degree at a nationally recognised/certified university in a related discipline, with at least 4 years post related experience. Exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that are of interest to the NCI Agency; namely, at least 10 years of extensive and progressive experience in the duties related to the functions of this post.

 

Experience Required

In addition to at least 2 years’ relevant experience, you will need to demonstrate extensive knowledge and recent experience in:

 

  • Design and implementation of Web and Portal technology in modern information systems, including;

    • Software development using scripting and/or programming languages including Java/J2EE, .NET, Perl, Python, JSP or similar;

    • Developing web user interfaces using HTML 5, Java Script, CSS and AJAX technologies;

    • Applying Service Oriented Architecture.

  • Design and implementation of Content Management Systems and Document Management Systems (such as Microsoft Share Point, Liferay, Drupal or Joomla) as designer;

  • Implementing Directory, Identity and Access Management in an Enterprise environment, including;

  • Implementing ‘single sign on’ in heterogeneous environments (with SAML and OAuth technology).

  • Experience with implementation of web and portal based solutions based on cloud services;

  • Development of application services utilising concepts such as DEVOPS, SCRUM, and Containerisation.

 

You must demonstrate the ability to communicate effectively orally and in writing with good briefing skills.

 

It is considered highly desirable if you can demonstrate:

 

  • Knowledge of Modern information systems technology trends and commercial off-the-shelf products;

  • Security related to Service Oriented Architectures, including, but not limited to PKI, WS-Security, SAML, digital signature, and encryption algorithms;

  • Experience of working in a service provisioning organization;

  • Engineering application solutions for providing services to mobile client devices;

  • Interoperability/internetworking concepts and models;

  • Engineering, integration of IT infrastructure components (e.g. servers, storage, networking);

  • Experience and/or professional certification in the implementation and administration of COTS products such as MS SQL Server, MS SharePoint, MS Active Directory and

  • Prior experience of working in an international environment comprising both military and civilian elements;

  • Knowledge of NATO responsibilities and organization, including ACO and ACT.

Language Skills

Most of the work of the NCI Agency is conducted in the English language, and therefore a thorough knowledge of English, both written and spoken, is essential and some knowledge of French is desirable.

 

 

Travel

Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCI AGENCY offices;

May be required to undertake duty travel to operational theatres inside and outside NATO boundaries.

 

Contract

 

NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.

 

Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:

 

 

 

 

 

 

 

 

  • Renewal is in the interest of the Agency.
  • Staff member's desire to remain with the Agency.
  • The financial situation provides sufficient funding for the post held.
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.
  • Staff member has served the Agency with performance to the required standard as defined by the Agency,
  • Staff member's deployability to operational theatre.

 

Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

 

 

 

The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
