The NATO Communications and Information Agency (NCI Agency) is looking for enthusiastic Engineer to be responsible for operating and maintaining the Cyber Security IT infrastructures on central, remote sites and Theatre of Operations in support to the NATO Computer Incident Response Capability (NCIRC) functions.  

 

Role responsibilities

 

This post is assigned to the Cyber Security Service Line (CS SL) which is responsible for planning and executing all lifecycle management activities for cyber security.

 

The Technical Services Section provides enterprise-wide, specialised technical security services to support internal and external users and customers. These services include lifecycle management of cryptographic equipment and keys, operation and logistic support for NATO-wide online and offline cryptographic equipment, identity management services, gateway services, specialised enterprise wide CS infrastructure (including NCIRC elements), applications and CS information/knowledge building.

Under the direction of Section Head, Technical Services or a delegated authority, you will perform duties such as the following:

 

  • Lead a technical team of NATO civilians, military personnel and contractors and manage their tasking;

  • Responsible for operating and maintaining the CSSL IT infrastructures on central, remote sites and Theatre of Operations in support to the NATO Computer Incident Response Capability (NCIRC) functions and the services CSSL is providing to its customers;

  • Responsible for ensuring the availability, skills and training of the personnel in the team;

  • Responsible for planning and executing the infrastructure work (patching, cabling etc.) for the CSSL footprints;

  • Responsible for the overall operation and maintenance of the Mons-based CSSL server rooms including use of rack spaces, power, air conditioning and compliancy to the NATO Security Policies and health and safety regulations;

  • Responsible for the documentation of the infrastructure used by the CSSL footprint in Mons, Belgium;

  • Responsible for the creation, maintenance, distribution and enforcement of Standard Operating Procedures (SOP) to operate and maintain the CSSL IT infrastructures;

  • Coordinate with other service managers and senior users the maintenance, upgrade, installation and removal of software, systems and services;

  • Proactively monitor, assess and manage the changes required to keep the infrastructure;

  • Assist the CSSL Service Delivery Manager in meeting or exceeding the Service Level Targets (SLT) of the internal support services and the CSSL Services towards customers;

  • Provides relevant metrics for the Service Level Agreement (SLA) reports as requested by the Service Delivery Manager;

  • Support the change and configuration manager to raise changes and go through the change process;

  • Deputize for higher grade staff

  • Performs other duties as may be required.

Person specification

Qualifications required:

 

You possess a Master’s of Science (MSc) degree from an accredited University in a technical subject with substantial Information Technology (IT) content, 2 years post-related experience; or a Bachelor’s of Science (BSc) degree from an accredited University in a technical subject with substantial Information Technology (IT) content, and 4 years post related experience. Exceptionally, the lack of a university/college degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency; that is, at least 10 years extensive and progressive expertise in the duties related to the function of the post.

 

It is highly desirable for you to hold relevant certifications, such as:

 

  • ITIL foundation or intermediate level

  • Professional qualifications related to project management: Prince2, PMP;

  • Certifications in the fields of copper and fiber cabling;

  • Professional network administration qualifications: Cisco CCNA, CCNP, CCIE.

Completion of the following courses will be considered as a plus:

 

  • Thales TCE671 Operator and Administrator;

  • NATO Crypto custodian course;

  • NATO Cyber Incident Handling and Disaster Response course.

Experience required:

 

You will be required to demonstrate:

 

  • Extensive experience in team leadership;

  • Extensive experience in network infrastructure cabling and patching (copper and fiber), from planning to implementation;

  • Very good understanding of central management of cryptographic equipment;

  • Extensive experience in Open Systems Interconnection (OSI) Layers 1 and 2 troubleshooting;

  • Good understanding of secure network design;

  • Good understanding of IP routing and switching;

  • Good understanding of CIS Security Incident Handling.

     

You will need to prove good understanding of Information Technology Infrastructure Library (ITIL) framework and of Project Management.

 

In addition, you will need to demonstrate:

 

  • Prior experience of working in an international environment comprising both military and civilian elements;

  • Knowledge of NATO responsibilities and organization, including Allied Command Operation (ACO) and Allied Command Transformation (ACT).

Language skills:

 

A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable.

 

NOTE: Most of the work of the NCI Agency is conducted in the English language.

 

Travel:

 

Business travel to NATO and national (NATO and non-NATO) facilities as well as travel between NCI Agency locations. You may be required to undertake duty travel to operational theatres inside and/or outside NATO boundaries.

Contract

 

The NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.

 

Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:

 

 

  • Renewal is in the interest of the Agency.
  • Staff member's desire to remain with the Agency.
  • The financial situation provides sufficient funding for the post held.
  • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding.
  • Staff member has served the Agency with performance to the required standard as defined by the Agency,
  • Staff member's deployability to operational theatre.

 

Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

 

The first six months of a definite duration contract are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.

 

Please note: due to the NCI Agency’s transition into a new structure in the near future, this post may be subject to transfer to one of our other locations, as well as to a change of reporting lines. The final decision will be made at the time of a firm offer.
