The EIB, the European Union's bank, is seeking to recruit for its Personnel, Corporate Services Directorate (CS - PERS) – HR Strategy and Governance Department (HRS&G) – HR Strategy and Transformation Division (HRS&T) at its headquarters in Luxembourg, a Data Analyst. This is a part time-time position (50%) at grade 4/5

The term of this contract will be until 15/12/2020; as this is a temporary replacement assignment, no extension or conversion of the contract is foreseen

Panel interviews are anticipated for mid December

Purpose

The Data Analyst (internally referred to as Analyst, Human Resources) will analyse regular and ad hoc reports based on selected HR metrics, summarising trends and key information, in order to ensure that relevant and accurate information and recommendations are timely available to Personnel Management and Subject Matter Experts for decision-making.

Operating Network

“Strategy and Transformation” is a newly created Division within Personnel to ensure strategic orientation, drive the transformation programme and provide support to other teams and Senior Management in Personnel in areas such as Analytics, Communication and Engagement, Internal Control, Knowledge Management, Process improvement, Strategy and Project Management.

You will report to the Head of the Strategy and Transformation Division and work in close cooperation with the other Data Analyst in the Division.

You manage internal contacts with business users and colleagues dealing notably with Data Reporting.

The position may require collaboration with consultants.

Accountabilities
  • Conduct regular and ad hoc analysis based on selected HR metrics for clients, summarizing trends and key information for Personnel Management and other stakeholders for decision making
  • Provide specific advice and recommendations on complex issues in the field of Human Resources (Analytics) in a proactive way, ensuring alignment with best practice
  • Prepare briefing reports for Personnel Management Team, including proposals to ensure that policies are properly aligned to the EIB's needs as well as regular reports
  • Propose new initiatives in the reporting and data analysis domain based on best practice in order to continuously improve the framework and the service delivery
  • Liaise with Subject Matter Experts, managers and clients to ensure continuous improvement of the service delivery and framework
  • Contribute to the implementation plans for HR analytics and reporting policies and ensure that they are implemented and achieved.
  • Contribute to the anticipation of future trends and behaviour patterns, using predictive analytics skills and extracting information from data
  • Maintain own knowledge and awareness on HR Data Analysis
Qualifications
  • University degree in Economics, Business Administration, IT or any related topics
  • At least 3 years of relevant professional experience in reporting and analytics, experience in an HR environment would be an advantage
  • Strong knowledge of statistics
  • Excellent knowledge of the standard office tools, in particular excellent knowledge of Excel
  • Good knowledge of software applications, reporting tools and dashboards used for managing HR data (e.g.: Business Objects, SPSS, STATA) would be an advantage
  • Excellent knowledge of English and/or French(*), with a good knowledge of the other. Knowledge of another EU language(s) would be an advantage

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
