    The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

    Purpose

    As (Senior) IT Controls Officer (internally reffered to as (Senior) Officer), you will drive the improvement of internal IT control processes by providing first line of defence assurance on the adequacy and effectiveness of IT risk management and controls in the EIB Group according to Best Banking Practices and IT assurance standards in order to minimise IT and operational risks with regards to IT governance and adequate risk management and oversight.

    You will also ensure that all dissemination and knowledge sharing activities are consistent with EIB ICF policy, guidelines, practices, and taking account of the specific IT requirements. This is a control risks role that requires proper support to the implementation of a coherent and process driven internal control framework covering key activities and risks of the bank, and will require tight co-ordination with Financial Control Directorate/Internal Control and Assertion Division.

    Operating Network

    You will report to the Head of IT Security Unit, and closely cooperate with counterparties from the Information Management & Procurement and Risk Management to ensure oversight and assurance functions in the EIB’s second and third line of defence.

    Accountabilities

    • Support the strategy and policy development for the IT function to ensure that the overall system of internal IT controls of the EIB is based upon practical needs and constraints of the organisation;
    • Implement IT risk and control initiatives and run key operational processes in the most effective and efficient way;
    • Assume end-to-end responsibility for conducting control/self-assessment assignments in the context of the EIB’s Internal Control Framework and making recommendations for improvements in order to ensure that the primary risk associated with the Bank activity are identified and controlled and weaknesses identified and corrected;
    • Provide specific advice and recommendations on Information Communication Technology (ICT) risk management and internal control questions to align the EIB with best practice;
    • Coordinate with Internal Audit, EIB’s external auditors, and any regulatory body on auditing assignments concerning CS-IT and act as central point of contact for any such audit missions;
    • Steer and monitor the activities of external consultants;
    • Contribute to creating appropriate awareness in the organisation on the importance of IT risk assessment and control;
    • Keep abreast and follow latest developments in oversight functions, particularly in the area of IT risk and control techniques.

    Qualifications

    • University degree in computer science, audit, finance or accounting;
    • Relevant post-graduate studies in field of IT risk management, IT or information management would be considered as a strong advantage;
    • Minimum 5 years relevant experience with a proven track record in a second line of defence function with focus on IT risk and control or as an internal or external IT auditor;
    • Including, at least 3 years of managing ICT risk review assignments through planning, fieldwork and results clearance;
    • Professional qualifications as an IT risk and control professional or IT auditor e.g. CISA, CISM, CISSP, CIA;
    • Professional knowledge and understanding of IT auditing, IT internal control systems and best banking practices;
    • Understanding of software packages used for risk management research analysis;
    • Knowledge sharing skills, including holding presentations, conducting workshops and drafting of documentation in English;

    NSB provides CIS services to deployed NATO HQs.

     

    The Maintenance and Support Company is responsible for technical support of C2 services (including IS Support to FS). By providing electronic maintenance (level 2+) of deployable assets, for level 2 maintenance of CIS and Non-CIS equipment, and supply for the NATO Signal Battalion.

     

    Responsible for the operational planning and control of all level 2/2+ CIS maintenance assets in support of NATO operations and exercises.

     

    Responsible for level 2 maintenance of local area communications and information systems and services, on all NATO locations. (Deployed or PTL)

     

    The incumbent is responsible for technical support of deployable NCISG AIS assets.

     

    Reports to: Section Head (Information Systems Administration)

    Principal Duties: He/she will

    1. Performs a technical level 2 support function for Core services in Deployable CIS (DCIS)

     

    2. Assists the Section Head and IS/FS Engineer in ensuring that preparation, operation and maintenance of all AIS (Automated Information Systems) assets is kept at highest standards to allow rapid deployment.

     

    3. Supports the System Administration (SA) of the Hardware (HW) and Software (SW) of all AIS to include operating systems, virtual infrastructure, windows servers, email servers, print and file servers, anti-virus servers, web servers, database servers, clusters, Storage Area Networks

     

    4. Performs server administration tasks, including user/group administration, security permissions, group policies, research event log warnings and errors, and resource monitoring to ensure systems are technically ready

    Essential Qualifications

    The Cyber Security Section (CSS) performs a broad range of cyber security activities as delegated by the Cyber Security Service Line and under the direct command and control of the CSU commander.  These activities include advise to the CSU Commander about cyber security policies and risk assessments, acting as the integration point of contact for implementation of cyber security new capability fielding initiatives, provision of Level One cyber security expertise and lifecycle support as required, verification of the implementation of security settings and change management controls at the local level, assessing and re-distributing cyber security alerts to CSU users and leadership, administering endpoint security services.

     

    Role Responsibilities

     

    Under the direction of Section Head, the incumbent will perform duties such as the following:

    • Manages cyber security systems (firewalls, proxies, anti-virus, VPNs, IDS, log consolidation, web application firewalls, etc);
    • Assists in managing public key infrastructure in accordance with NATO, ACO and Agency directives;
    • Initiates and maintains liaison with other internal units, Service Lines and other Security Authorities;
    • Provides cyber security advice and Level 1, Level 2 support as required;
    • Executes the security incident management process;
    • Supports vulnerability assessments and Security Testing and Verification (ST&V) plans within policy guidelines, and as directed;
    • Responsible for monitoring of assigned systems and portions of the networks, including support to local cyber security training and awareness programs;
    • Co-ordinates assistance to L3 support, as required, in respect to event analysis and interpretation - and direction by Cyber Security Service Line;
    • Potentially lead technical teams in service delivery and implementing projects;
    • Conduct out-of-office hours Brussels Duty Officer role;

    The Information Assurance (IA) and Cyber Defense Branch is responsible for all aspects of NATO Communications Information Systems Group organizational security and Deployable Communications Information Systems Information Assurance, to include the planning, coordination and operational integration of Defensive Cyberspace Operations and Cyberspace Intelligence.

     

    The Information Assurance and Security Services Section is responsible for Deployable Communication Information Systems Information Assurance and security engineering, and the enforcement of the NATO security policy throughout NATO Communications Information Systems Group.

     

    The incumbent is responsible for technical support to all IA activities of NCISG.

     

    PRINCIPAL DUTIES

     

    The incumbent's duties are:

     

    1. Principal technician supporting NATO CIS Group operational Information Assurance.

    2. Assess the performance of IA security controls and ensure Systems and networks comply with security policy, procedures, and technical requirements.

    3. Analyze patterns of security non-compliance and take and/or coordinate appropriate actions to minimize security risks.

    4. DUTIES

     

    The European Defence Agency (EDA) is preparing to build and deploy Communication and Information systems (CIS) for the processing of EU unclassified and classified information (EUCI). These systems will be operated and used by EDA in Brussels but will have connections with other unclassified and classified networks operated by EU institutions and by government organisations in EU member states. The project covers all aspects of the implementation, ranging from IT-related activities (such as procurement process, architecture design, vendor management, quality management) to formal accreditation processes, physical security arrangements, document security measures, organisational adjustments, training and awareness activities etc. In order to modernize its handling of information not only from a technical perspective, but also from a policy and process angle, EDA is selecting a Chief Information security Officer to lead the transformation of the organization in all areas related to information security.

    5. QUALIFICATIONS AND EXPERIENCE REQUIRED

     

    a. Conditions for eligibility

    General

    • be a national of a Member State participating in the Agency;
    • be entitled to his/her full rights as a citizen;
    • have fulfilled any obligations imposed on him/her by the laws concerning military service;
    • produce the appropriate character references as to his/her suitability for the performance of his/her duties;

    b. Essential selection criteria

    (1) Professional

    The candidate will be required to demonstrate that he/she has:

    • a consistent track record of successful project delivery in a military or civilian organisation handling classified and unclassified information on a daily basis;
    • a minimum of 10 years of experience in Information Security, in roles of growing responsibility;
    • a minimum of 5 years of experience leading information security teams in medium to large organisations dealing with responsibilities similar to the ones detailed above;

    Contract clause applicable:

    Purpose

    Accountabilities

    Contract

    • Administration of assigned systems, which may include Active Directory, VMware Server and Desktop virtualization, Windows Servers, Windows Desktops, Linux Servers, and System Centre Configuration Manager;
    • Analysis and implementation of user requirements ranging from creation of user accounts and customization of user profiles to system optimization to meet user or operational requirements;
    • Administration of data backup and restore capabilities;
    • Server and Client Hardware and Software troubleshooting, including Group Policy, DHCP, network and firewall issues, and system start up;
    • Implementing and testing new software versions;
      Providing assistance and system fault resolution to local service desk and users;
    • Write and debug PowerShell commands and scripts to automate system administration tasks;
    • Develop and maintain Standard Operating Procedures for routine system administration tasks;
    • Develop, maintain and optimize the hardware and software configuration for the assigned systems;
    • Deputize for higher grade staff, if required;
    • Perform other duties as may be required.

    Person specification

     

    Qualifications and experience required:
    Vocational training at a higher level in a relevant discipline, leading to a professional, or equivalent combination of qualifications and experience – with a minimum 5 years or relevant experience.

     

    Experience required

    At least 5 years of experience in system administration of Windows and/or Linux Server environments;

    Experience in system administration of large enterprise heterogeneous networks including Linux and Windows systems;

     

    Experience in:

    • Managing enterprise networks through the use of automation tools (i.e. SCCM, LANSweeper, etc.);
    • Implementing and managing virtual/cloud environments;
    • Troubleshooting enterprise networks with focus on server technologies;
    • Building/writing scripts for system automation.

    The following will be considered as an advantage:

    • Experience working in cyber security including hardening systems and following system administration security best practices;
    • Experience in Microsoft System Administration tools including Active Directory, SCCM, DHCP, DNS, and PowerShell;
    • Current knowledge of advances in Information Technology;
    • Prior experience of working in an international environment comprising both military and civilian elements;
    • Knowledge of NATO responsibilities and organization, including ACO and ACT.

    Travel

    Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCIA offices; you may be required to undertake duty travel to operational theatres inside and outside NATO boundaries.

     
    Language skills

    A thorough knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable. NOTE: Most of the work of the NCI Agency is conducted in the English language.

     
    Contract

    NCI Agency normally offers contracts of employment of a definite duration, not exceeding three years. Contracts may be for less than three years as required to support short-term projects, meet uncertainty with respect to the business outlook, staff performance and other factors.

     
    Definite duration contracts may be extended for further periods. When extending contracts, the following is taken into consideration:

    • Renewal is in the interest of the Agency;
    • Staff member's desire to remain with the Agency;
    • The financial situation provides sufficient funding for the post held;
    • The skills, competencies and behaviours, potential and work experience of the staff, versus the requirements of the Agency's work and/or availability of funding;
    • Staff member has served the Agency with performance to the required standard as defined by the Agency;
    • Staff member's deployability to operational theatre.

    Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

     

    The first six months of definite duration contracts are a probationary period. During this period the staff member's work is assessed to ensure that he/she has the ability to carry out the duties of the post. At or before the end of the probationary period, the staff member will be notified in writing that the appointment is confirmed or terminated or, in exceptional cases, that the probationary period is extended.
