    The Centre for Maritime Research and Experimentation (CMRE) is an executive body of the Science and Technology Organization (STO) and is governed by the provisions of the STO Charter. Within the framework of the STO in-house delivery business model, the CMRE organizes and conducts scientific research and technology development, centred on the maritime domain, delivering innovative and field-tested S&T solutions to address defence and security needs of the Alliance.

     

    The Engineering & Information Technology Division (EITD) is essential to delivering the Centre’s Programme of Work, complementing and supporting the other main organizational element, the Research Department (RD). The EITD addresses the engineering and technological requirements of the Centre's research activity, by designing, developing, constructing, testing, maintaining, repairing and calibrating acoustical, oceanographic, electronic and mechanical assemblies, especially prototypes, including hardware and software information technology (IT) equipment and applications. A primary activity for the EITD in the recent years has been the development and operation of a variety of unmanned underwater or surface vehicles.

     

    The Scientific CIS section supports the execution of the Programme of Work through the conception, design, development and construction of state of the art technologies in computing, networking and modelling & simulation (M&S), ensuring interoperability, security and compliance with relevant NATO policies and regulations.

     

    This includes: planning, conducting and evaluating technical projects and experiences in related fields, as required by the Programme of Work; organizing the delivery of strategic elements required for Centre work, such as scientific data storage and processing capabilities, interconnection with public and private national/NATO networks, integration of laboratories, geospatial information systems, remote sensing capabilities, M&S and visualization capabilities; developing and monitoring the execution of Service Level Agreements (SLA) with service providers.;

     

    1.2 MAIN ACCOUNTABILITIES 

    • Under the management of the Scientific CIS Head, the incumbent will perform duties such as the following:  

    • Contribute to the operation of the CMRE Service Desk, in alignment with best practices such as ITIL:

    1. SUMMARY

     
    The incumbent's primary role is to be the BICES System Administrator for the network and communications aspects of ISR services within the BICES Group Executive (BGX) ISR Cell. He/She is the designated technician to support the ISR Cell Exercise Officer for NATO and Coalition Exercises.
     
    He/She fulfils tasks as directed by the BGX ISR Cell Chief, through the ISR Cell Engineer/Architect and ISR Cell Exercise Officer, responsible to BICES ISR Working Group (BISRWG) nations for the execution of the BISRWG Programme of Work (POW) and associated projects and activities. He/She is supervised by the ISR Cell Lead Technician.
     
    He/She also acts as a conduit of technical information between the ISR Cell and those of BGX Intelligence Service Operations (ISO) Division, Systems and Server & Applications Section and cooperates with other individuals of the BGX for ISR-related issues. This includes security, event, incident, problem and configuration management activities with regards to ISR network and communication services.
     
    As an authorized BGX System Administrator, he/she maintains a functional dependency from the BGX Operational Authority through the BGX Head ISO and ensures security and operational requirements when managing and administering ISR Systems within the BGX Element and Central Node.
     
    2. RESPONSIBILITIES OF THE POST
     
    The incumbent is responsible to:
    • Support BICES ISR networking and communications requirements: installation, integration, programming, operations and maintenance of ISR services within the BGX with regards to networking, Internet Protocol (IP) management, overseeing Crypto equipment, modems, Packet Transfer Component (PTC) routers, switches and IP related equipment components, including Security Boundary devices, i.e. Firewalls, Sniffers, Snorting.
    • Support the ISR Cell Exercise Officer and the ISR Cell Engineer/Architect for the provision, implementation and operation of BGX ISR services and systems to NATO and Coalition Exercises/Trials/Events/Demonstrations and Risk Reduction Events (RREs).
    • Assist in all aspects of lines and connections with installation, maintenance, upgrades; and, provide technical advice during additional actions required to improve overall communications performance supporting ISR functionality.
    • Assist the Configuration Management process, by updating the Configuration Management Database (CMDB) and providing data to be tracked and included into the CMDB; and, participate in any/all auditing, accounting and verification processes in support to the ISR Lead Technician.
    • Support the development of change and release plans, to include testing, rollout and rollback plans. Assist during the periodic testing of Disaster Recovery/Business Continuity Plans; and, report findings with recommendations on improvements for further developments with regards to ISR-related communications.
    • Execute established and proper preventive maintenance plans for all ISR related networks and cryptographic components.

    • Prepare Requests for Change (RFCs) on behalf of customer support, as they pertain to ISR-related incidents and RFC management processes.

    • Help collect and validate ISR systems and services performance metrics, optimizing performance. Assist the BGX Service Delivery Manager in the creation and execution of Service Improvement Plans (SIPs).
    • Collect, analyse and forward proposals for required service and technical underpinning support contracts through the BGX Section Network/Communications Technologist.
    • Stay abreast of technological developments relevant to the area of work.

    3. OTHER DUTIES

    • Ensure all required steps and actions are taken to resolve ISR network and communication incidents and customer requests following the established models outlined by the Service Delivery Manager. These actions are in concert with additional support tiers including: Service Desk Operators; Communications Section; Information Assurance; and, on a case-by-case basis, the necessary Engineering section, with an overall aim of providing timely 1st, 2nd and 3rd level support for all network, communication and security boundary devices and technical assets supporting the objectives laid out within the ISR Cell (e.g. establishing routes, connections, etc.).

    • Assist to maintain, update and modify ISR-related system management and monitoring services, and provide support to other BGX Network specialists, acting as a conduit of technical information between ISR Cell and BGX ISO Division under the supervision of the ISR Cell Lead.

    • Support the Event and Problem Management processes within the BGX with regards to ISR services.

    • Play an active role during any/all upgrades, changes and modifications of ISR services networking and communications aspects through Capacity Management studies, such as: system utilization, limitations of operational devices as they reach limitation thresholds and lifecycle effectiveness.

    • Coordinate with the BGX ISO Division networking and communications aspects of the Classified and Unclassified BICES exercise network/services environments supporting ISR functions.

    Essential

    • Have a good general education at least to higher secondary level or to secondary level.

    • Experience providing networking and communication services support to Military Operations, with Coalition Operations support experience.

    Role Responsibilities
     
    Under the direction of the Services Group Head, you will perform duties such as the following:
    • Responsible for software applications of assigned Business Applications:
    • As an Oracle E-Business Suite DBA you must perform duties such as; installing, upgrading, operating and maintaining Oracle e-Business Suite software and its associated Oracle Technology stack components in a multi-tier environment;
    • Is a member of the Technical Management Team and works in close coordination with the Application Management Team;

    Person Specification
     
    We are looking for candidates with A Master of Science (MSc) degree or a Bachelor of Science (BSc) degree at a nationally recognised/certified University in a related subject or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that are of interest to the NCI Agency. That is at least 10 years extensive and progressive expertise in the duties related to the function of the post.
     
    Experience Required
     
    In addition to 2 years of experience (Master’s Degree) or 4 years of experience (Bachelors Degree) in the duties related to the function of the post, we also require the following:
    • Demonstrable database administration experience, specifically within Oracle E-Business Suite (12.1 or higher);
    • Knowledge and practical experience with the management of Oracle e-Business Suite R12 and Oracle Database 12c product (or higher) versions in Linux and/or Solaris environments. This includes but is not limited to; backup/recovery, monitoring, patching, upgrading, performance tuning and administration;
    • Detailed understanding of Oracle E-Business Suite R12 data model, technical architecture and high availability options;
    • Extensive experience in troubleshooting and tuning Oracle E-Business Suite R12;
    • Experience in working under software development methodology and with software implementation lifecycle;

    • Familiarity with Service Desk infrastructure and procedures;

    The following will be considered as an advantage

    Contract

    The Centre for Maritime Research and Experimentation (CMRE) is an executive body of the Science and Technology Organization (STO) and is governed by the provisions of the STO Charter. Within the framework of the STO in-house delivery business model, the CMRE organizes and conducts scientific research and technology development, centred on the maritime domain, delivering innovative and field-tested S&T solutions to address defence and security needs of the Alliance.

    The Engineering and Information Technology Division (EITD) is essential to deliver the Centre’s Programme of Work, complementing and supporting the other main organizational element, the Research Department (RD). It supports the Engineering and the Information Technology (IT) aspects of the Centre research activity, developing and operating state of the art acoustic and oceanographic instruments and autonomous systems.

    MAIN ACCOUNTABILITIES

    Reporting to a Department Head, or a duly appointed Section Head, and working within Engineering Project Teams in a matrix structure, the Incumbent will perform duties such as the following:

    • Provide professional contributions to assist in achieving and maintaining security accreditation for CMRE systems and autonomous vehicles used for data acquisition, processing and storage, and their interfacing with other CIS, across the life cycle (development, implementation, operation, enhancement, withdrawal from service).

    Purpose

    Accountabilities

    • Manage teams of consultants, which operate and maintain automation and orchestration platforms
    • Contribute to the Software Defined Data Centre (SDDC) project and be responsible for the implementation and maintenance
    • Maintain and improve automation and orchestration services in the current IT infrastructure and SDDC
    • Keep the Configuration Management Database (CMDB) up-to-date for Configuration Items (Cis) under your responsibility
    • Resolve incidents in coordination with the EIB IT Incident and Problem Manager

    Qualifications

    • University degree or equivalent in computer science or related disciplines. Additional certification in automation / Orchestration, e.g. ITIL, would be highly advantageous.
    • At least 5 years of experience in the managing IT infrastructure, with special emphasis on monitoring, orchestration or automation.
    • Proven experience of automation deployment, provisioning, configuration and knowledge of datacentre related technologies (virtualisation, deployment, provisioning and IT infrastructure management tools).
    • Experience of working in a multi-vendor environment as a customer, ideally managing external consultants, and delivering automation and orchestration of IT infrastructure and datacentre services is preferred.
    • Experience designing and/or troubleshooting IT infrastructure issues and providing first-class customer service.
    • Good understanding of client server and web application architectures and knowledge of best practices from an IT infrastructure point of view needed to support such applications.

    Purpose

    The EIB has centralised its 2nd Line of Defence within the Risk Management Directorate, in an Information Security Office, with joint responsibility of the 1st and 2ndLines of Defence.

    You will contribute to the coordination of Information Security-related risk assessments and other relevant measures in order to prevent and mitigate the impact of Information Security incidents.

    Operating Network

    You will work in close collaboration with the relevant Services of the Bank to integrate information security into our policies, procedures and processes.  Reporting to the Head of OPR Unit, you will work in collaboration with the Office of the Chief Compliance Officer (OCCO), our Inspector General’s Office (IG) and other relevant services as required for the investigation and escalation of events arising from non-compliance with the information security policies. You will also enjoy close interaction with IT, Facilities Management, and Business Continuity, as well as all concerned Directorates of the Bank for the implementation of agreed information security measures. Externally, you will interact with security related professionals.

     

    Accountabilities

    • Contribute to the implementation of an Information Security Management System (ISMS) consistent with the imposed requirements and/or regulations; this will include:
    • Maintaining the Bank’s information security-related policies, standards and procedures, in close cooperation with IT Security, the Document Management Office, Facilities Management, Data Protection and other EIB services whenever required;
    • Maintaining, updating and reviewing the implementation of, inter-alia, the Bank’s Information Security Policy, Information Classification Policy and Acceptable Use Policy 
    • Indicating possibilities for the integration of information management security into the Bank’s policies
    • Gathering information on industry developments through external contacts with security-related professional bodies and experts
    • Ensuring close collaboration with your peer at the European Investment Fund (EIF).
    • Contribute to the implementation and monitoring of the risk assessment process of the Bank. Provide key risk indicators and associated dashboard on the  information management risk assessments and the implementation of consequent information security measures and controls  in collaboration with other relevant services of the Bank
    • Execute key processes related to Information Security policies, in order to ensure successful implementation, maintenance and continuous improvement of an Information Security Management System; this may include:
    • Supporting Business Owners in carrying out information security risk assessments
    • Monitoring the implementation of agreed information security controls in the Bank
    • Working in close collaboration with other services for the development of a work plan and agreed actions for the protection of EIB information assets and the confidentiality, integrity and availability of EIB documents and data
    • Acting as a key interlocutor with Internal and external auditors

    Qualifications

    • University level education, preferably in a relevant subject and complemented with post-graduate studies in field of risk management, IT or information management
    • Minimum 3 years relevant experience in information security implementation and/or information security audit, preferably in a financial services domain.  Relevant experience would include:
      • Information Security Policy implementation and maintenance
      • Incident management and/or crisis management response procedures
      • Investigation and response management
      • Implementation of monitoring, performance and reporting metric
    • .Knowledge of ISO/IEC27001/2013 standards and principles and techniques of information security risk analysis and assessment
    • Programme and project management skills would be an asset
